Are teachers allowed to teach at multiple centers at the same time?
Article 6, Circular 29/2024 issued by the Ministry of Education and Training stipulates that teachers who want to participate in extra-curricular teaching must report to the Principal or Director or head of the school about the subject, location, form, and time of extra-curricular teaching.
Tutors must ensure good moral qualities and professional competence appropriate to the subjects they teach.

In addition, Circular 29/2024 also stipulates that teachers are not allowed to teach extra classes outside of school and collect money from students who are currently teaching regular classes at school.
Teachers in public schools are not allowed to participate in the management and operation of extra-curricular teaching but can participate in extra-curricular teaching.
Thus, the new circular does not prohibit teachers from teaching extra classes at many locations and tutoring centers. However, teachers need to teach extra classes at registered tutoring establishments, ensure good moral qualities, and have professional qualifications appropriate to the subjects they teach. At the same time, if their income reaches the taxable level, they must pay taxes according to regulations.
Responsibilities of the tutor
Article 14, Circular 29/2024 clearly stipulates the responsibilities of teachers when participating in extra teaching activities as follows:
- Implement the regulations on extra teaching and learning in this Circular and other relevant legal regulations.
- Manage and ensure the quality of extra teaching and learning and the rights of students and tutors; manage and use extra-learning money according to regulations.
- Manage and keep records of extra teaching and learning organizations according to regulations.
- Report and explain the implementation of the provisions of this Circular and relevant legal provisions to competent authorities when requested.
- Receive and handle opinions, recommendations, and wishes of students and their parents regarding extra teaching and learning before and during the implementation process.
Along with that, the Principal is responsible for managing teachers when they participate in extra-curricular teaching and coordinating the monitoring and inspection of extra-curricular teaching activities of teachers teaching at the school.
