On the morning of March 1, Deputy Prime Minister Tran Hong Ha chaired a meeting to listen to a report on the draft Decision of the Prime Minister stipulating reasonable and valid recycling costs for a unit of product and packaging volume; administrative management costs for management, supervision, and support for the implementation of product and packaging recycling responsibilities and waste collection and treatment responsibilities of manufacturers and exporters.
The report of the Ministry of Natural Resources and Environment (MONRE) said that the issuance of the Decision is necessary, establishing a full legal basis for the implementation of the responsibilities of manufacturers and importers, according to the Law on Environmental Protection 2020.
However, since the Law took effect, most manufacturing and importing enterprises have not fully complied with recycling regulations, and often choose to contribute financial support for recycling to the state fund, instead of recycling themselves or signing contracts with recycling enterprises.
In the process of determining reasonable and valid recycling cost norms (Fs), the Ministry of Natural Resources and Environment conducted an investigation and survey of actual recycling costs at nearly 70 large recycling facilities nationwide; at the same time, it consulted and compared with countries and territories that have regulations on financial contributions to support recycling to the State fund.
The representative of the Vietnam Waste Recycling Association stated that currently, most recycling facilities in craft villages do not meet standards, so state management agencies need to tighten inspection and examination activities, and strictly handle substandard recycling facilities and businesses that violate recycling regulations according to the Law on Environmental Protection 2020.
Deputy Minister of Planning and Investment Nguyen Thi Bich Ngoc said that regulations on recycling are very necessary in response to the requirements of integration and sustainable development, but it is necessary to calculate Fs in accordance with the implementation resources of enterprises, as well as the impact on increasing production costs and product prices.
Deputy Prime Minister Tran Hong Ha emphasized that the responsibility of recycling products, packaging, collecting and treating waste belongs to enterprises as prescribed, and is not a new policy compared to the world, and has received high consensus to be included in the Law on Environmental Protection 2020.
"In principle, it is necessary to encourage enterprises to fulfill their recycling responsibilities according to the provisions of the Law or sign contracts with qualified recycling enterprises. In case enterprises choose to contribute financial costs to support recycling to the state fund, the contribution level should be based on Fs survey data from qualified recycling enterprises, with priority given to units with modern technology," said the Deputy Prime Minister.
Regarding the regulations on administrative management costs for management, supervision, and support for the implementation of product and packaging recycling responsibilities and waste collection and treatment responsibilities of manufacturers and exporters, the Deputy Prime Minister assigned the National Council for the Implementation of Extended Producer Responsibility (EPR) to study and decide on appropriate models, personnel, and operating costs in accordance with the provisions of law.
The Deputy Prime Minister also commented on strengthening the inspection and supervision of enterprises' compliance with recycling regulations by post-inspection method; supporting and encouraging people to classify household waste and recycle it .
