BHG - On the morning of February 21, in Ha Long city, Quang Ninh province, the Spring Meeting took place between the Secretaries of the Provincial Party Committees of Quang Ninh, Ha Giang, Lang Son, Cao Bang provinces and the Secretary of the Hai Phong City Party Committee (Vietnam) and the Secretary of the Guangxi Zhuang Autonomous Region Party Committee (China). Comrade Nguyen Xuan Thang, Politburo member, Director of the Ho Chi Minh National Academy of Politics attended and delivered a welcome speech at the conference. This is an opportunity to promote cooperation in various fields between the four border provinces of Vietnam and the Guangxi Zhuang Autonomous Region (China), thereby contributing to further tightening the relationship between Vietnam and China.

Regarding cooperation in the coming time, the Director of the Ho Chi Minh National Academy of Politics suggested that the Secretary of the Party Committee of the Guangxi Zhuang Autonomous Region (China) and the Secretaries of the Provincial and Municipal Party Committees of Vietnam continue to closely follow the high-level common perception between the leaders of the Party and State of the two countries, and continue to effectively implement mutually beneficial cooperation. According to the conference's report by Comrade Vu Dai Thang, member of the Party Central Committee, Secretary of the Quang Ninh Provincial Party Committee, in 2024, the relationship between the two Parties and the two States will continue to develop well, the comprehensive strategic cooperative partnership between Vietnam and China will be strengthened, and the building of the Vietnam-China Community of Shared Future of strategic significance will achieve many positive results.

The parties agreed that 2025 is a year of special significance, marking the 75th anniversary of the establishment of Vietnam-China diplomatic relations (January 18, 1950 - January 18, 2025), the year of Vietnam-China Humanitarian Exchange and also the year of the 10th Spring Meeting. Since the organization of the Spring Meeting, the exchanges and cooperation between the parties have achieved many practical results. Thoroughly implementing the motto of "16 golden words" and the spirit of "four goods", consolidating political trust and the tradition of friendship, promoting exchanges and substantive cooperation in all fields between the parties, contributing to bringing the comprehensive strategic cooperative partnership between Vietnam and China to a new height. Practically celebrating the 75th anniversary of the establishment of Vietnam-China diplomatic relations; On the basis of the functions, tasks and powers of each side, in accordance with the relevant laws of each country and international treaties to which each country is a member, the parties reached common perceptions on the content of friendly exchanges and cooperation in 2025, namely: Strengthening exchanges and cooperation between local Party committees. In which, regularly maintaining visits and contacts between leaders of the parties to achieve higher political trust; continuing to innovate and further improve the effectiveness of the Spring Meeting Program and the Joint Working Committee Conference on the basis of concretizing important common perceptions of senior leaders of the two Parties and two States of Vietnam and China.

Strengthen close coordination in border management, direct local authorities and competent agencies, border management units, and border gates to strictly comply with the provisions of the three legal documents on the Vietnam-China land border, deploy the construction of border works in accordance with the provisions of the legal documents and related procedures, processes, and agreements; promptly detect and handle incidents on the border.

Speaking at the conference, Provincial Party Secretary Hau A Lenh emphasized: Ha Giang province completely agrees with the assessments, exchanges as well as recommendations and proposals related to exchanges and cooperation between the two sides that the Secretaries of the provinces/regions have raised.

The Provincial Party Secretary said that the results achieved in the exchange and cooperation between the two sides in recent times have contributed to deepening and enriching the content of the comprehensive strategic cooperative partnership, building a community of shared future between Vietnam and China with strategic significance; achieving increasingly higher expectations for the relationship between the two sides; bringing increasingly profound and practical common benefits.
In order to fully promote the potential and advantages of exchange and cooperation between the provinces/regions of the two sides, on the basis of promoting the achievements gained in the past time, promoting exchange and cooperation to develop and deepen, Ha Giang province proposed some additional contents of exchange and cooperation that the two sides need to focus on promoting implementation in 2025 and the following time, as follows: Continue to thoroughly implement the common perceptions reached between the high-ranking leaders of the two Parties and the two States of Vietnam and China in the past time; continue to coordinate to implement the results of the 15th Meeting of the Steering Committee for Bilateral Cooperation of Vietnam and China. Coordinate to well organize activities within the framework of the "Vietnam - China Humanitarian Exchange Year" 2025; jointly direct all levels, sectors, and organizations of the two sides to strengthen coordination in organizing friendly exchange activities; continue to promote the organization of exchange activities in border areas... Thereby, enhancing understanding and friendship between the two sides, contributing to "building a stronger social foundation" for the relationship between the two countries.

Continue to thoroughly implement the three legal documents on the Vietnam-China land border; direct the functional forces of both sides to promptly coordinate and properly handle incidents arising on the border in the spirit of cooperation and friendship; strengthen cooperation in preventing illegal entry and exit and all types of cross-border crimes.
Regarding some cooperation contents between Ha Giang and Guangxi, the Provincial Party Secretary proposed: Continue to promote the official opening of the Lung Lan (Ha Giang, Vietnam) - Long Binh (Guangxi, China) border crossing and market, at the 504th landmark of the Vietnam - China land border. Currently, Ha Giang province has completed internal procedures on the opening of the Lung Lan (Vietnam) - Long Binh (China) border crossing/market according to the Agreement signed between the two sides. It is proposed that in the coming time, the two sides assign the authorities of the two provinces/regions to discuss and agree on related contents to soon officially open this pair of border crossings/markets. Continue to implement exchanges and cooperation in the field of education and training; effectively implement the Agreement on cooperation in training cadres between the Provincial Party Committees of four border provinces of Vietnam and the Party Committee of the Guangxi Zhuang Autonomous Region; organize exchanges between Party committees and Party organizations at all levels to deepen exchanges and learn from each other about theories and practical experiences in Party building and state management; streamline the organization and apparatus of the political system to operate effectively and efficiently; prevent corruption and negativity... Continue to implement scholarship programs of both sides and cooperate in vocational training.
To promote cooperation in cross-border labor management, in 2017, Ha Giang province and Baise city, Guangxi signed an Agreement on cooperation in cross-border labor management. However, the Agreement has not been implemented in practice. Therefore, it is recommended that Guangxi pay attention to research and promote implementation to meet the labor and employment needs in the border areas of both sides.
Promote agricultural cooperation. Recently, Ha Giang and Guangxi have implemented cooperation in testing some plant varieties in Ha Giang with initial results. To promote effective cooperation in the agricultural sector, it is recommended that both sides direct the implementation of cooperation activities through agricultural enterprises. From coordination, testing, surveying, selecting types of plants and animals that can be cooperated to signing cooperation agreements for mass production and product consumption.
To continue to improve the effectiveness of the Spring Meeting mechanism, this conference has the participation of Hai Phong city as an observer. Ha Giang province welcomes and supports Hai Phong city to participate in the mechanism as an official member from the next Conference.
At this conference, the parties agreed on Hai Phong city joining the Spring Meeting between the Secretaries of Provincial Party Committees, City Party Committees, Regional Party Committees and the Joint Working Committee between the provinces and cities of Quang Ninh, Lang Son, Cao Bang, Ha Giang, Hai Phong (Vietnam) and the Guangxi Zhuang Autonomous Region (China).
At the conference, the Secretary of the Guangxi Zhuang Autonomous Region Party Committee (China) and the Secretaries of the four border provinces of Vietnam signed the Minutes of the Conference between the Secretaries of the Provincial Party Committees of Quang Ninh, Ha Giang, Lang Son, Cao Bang provinces - the Communist Party of Vietnam and the Secretary of the Guangxi Zhuang Autonomous Region Party Committee - the Communist Party of China on building a community of shared future between Vietnam and China of strategic significance. Key leaders of Vietnam and China witnessed the signing of many cooperation agreements between the two sides.
