How has EVN reviewed leadership responsibility for power shortage?

In a document sent to the Ministry of Industry and Trade and the State Capital Management Committee at Enterprises, EVN said that inspection conclusion No. 4463 pointed out a number of shortcomings, defects, and violations in the management and operation of electricity supply by EVN and its member units related to electricity supply.

EVN affirmed that it will implement the inspection conclusion "with the spirit of accepting, being open-minded, and strictly implementing the conclusions and recommendations stated".

The report affirmed that it has overcome shortcomings, defects, and violations to rectify and improve the quality and efficiency of power supply management and operation of EVN and its member units.

EVN said it has held a conference to review the leaders of its corporations and affiliated units.

In the document, EVN said that the Board of Members (BOD) and General Director of EVN have issued 5 documents implementing the review work for the EVN Board of Directors, General Director and Deputy General Directors; requesting the Board of Directors, Directors of affiliated units and the collective leadership of EVN departments and heads of departments that have organized/have not organized reviews to urge the review.

Accordingly, the Board of Directors of EVN and the General Director of EVN held a review conference to consider the responsibilities of the collectives and individuals related to the shortcomings, shortcomings and violations stated in the inspection conclusion.

Specifically, the conference considered the responsibilities of the Board of Directors, Chairman of the Board of Directors and General Director of the National Power Transmission Corporation, 5 power corporations, Power Generation Corporation 1; the group of representatives of EVN's capital, the person in charge of the group of representatives is the Chairman of the Board of Directors, the representative is a member of the Board of Directors and General Director of Power Generation Corporations 2 and 3; the Board of Directors, Chairman and General Director of Thu Duc Thermal Power Company Limited.

The above mentioned groups and individuals have submitted self-criticism reports and accepted various forms of responsibility for the shortcomings, defects, and violations pointed out.

The EVN Board of Directors held a meeting to review and implement the instructions of the State Capital Management Committee at enterprises and the EVN Board of Directors.

EVN's document also stated that this meeting was to request the EVN General Director to study and fully absorb the comments at the review conference, complete the review report of the Board of Directors; urgently and seriously conduct the review to clarify responsibilities and handle the relevant collectives and individuals to continue the review conference.

In addition, the General Director of EVN organized and chaired a conference to review the responsibility of the Board of Directors and Directors of affiliated units, including: Thai Binh Thermal Power Company, Vinh Tan 4 Thermal Power Plant, National Power System Control Center, Electricity Trading Company, etc.

In addition, the General Director of EVN also organized conferences to review the collective leadership of EVN's departments and heads of departments such as: Electricity Market Department, Technical - Production Department, Planning Department, Finance and Accounting Department, Investment Management Department, Bidding Management Department.

“The General Director of EVN will continue to review the review reports of collectives and individuals according to the management hierarchy, on that basis, he will report to the Board of Directors of EVN to consider organizing the review with collectives and individuals according to the management hierarchy. Based on the review results and considering the responsibilities of relevant collectives and individuals, EVN will synthesize reports to all levels,” EVN said.

EVN also said that it has made improvements in power management and supply, including submitting a production and business - investment plan, overcoming existing problems, a 2023 operation plan, and a power supply and power system operation plan for the following years.

After EVN's inspection of electricity supply, the Deputy Prime Minister requested the Minister of Industry and Trade to take full responsibility for the contents stated in the conclusion of the inspection of EVN's electricity supply; and urge the handling of violations discovered through the inspection.
