According to the Import-Export Department - Ministry of Industry and Trade, this Circular stipulates import tariff quotas for tobacco leaves, rice and sugar originating from the Lao PDR that enjoy special preferential import tax rates when imported into Vietnam in the period 2024 - 2029.

The subjects of application are traders importing under tariff quotas tobacco leaves, rice and sugar originating from the Lao PDR and other related organizations and individuals.
The import tariff quota for the period 2025 - 2029 as prescribed in this draft circular shall be applied to declarations registered with customs authorities from January 1 to December 31 every year.
Goods subject to special preferential import tax rates are required to have a Certificate of Origin form S (C/O form S) issued by a competent authority of the Lao PDR as prescribed.
The import tariff quotas for goods specified in Article 2 of this Circular are managed by the automatic deduction method at the customs office where the trader carries out import procedures. The automatic deduction until the quota quantity is exhausted is carried out according to the instructions of the customs office.
For tobacco leaf products, traders are granted an Import License by the Ministry of Industry and Trade according to tariff quotas as prescribed in Decree No. 69/2018/ND-CP dated May 15, 2018 of the Government detailing a number of articles of the Law on Foreign Trade Management, Circular No. 12/2018/TT-BCT dated June 15, 2018 of the Minister of Industry and Trade detailing a number of articles of the Law on Foreign Trade Management and Decree No. 69/2018/ND-CP.
For sugar and related products (HS code 1701), the allocation of import tariff quotas by auction method is implemented according to the provisions of Circular No. 11/2022/TT-BCT dated June 27, 2022 of the Minister of Industry and Trade regulating the allocation of import tariff quotas for sugar by auction method and by other methods is implemented according to the provisions of Circular No. 12/2018/TTBCT dated June 15, 2018 of the Minister of Industry and Trade detailing a number of articles of the Law on Foreign Trade Management and Decree No. 69/2018/ND-CP dated May 15, 2018 of the Government detailing a number of articles of the Law on Foreign Trade Management.
