(BLC) - After nearly 20 years of separation and establishment, with the attention of the Party and State, together with the efforts and determination of the Party Committee and the people of all ethnic groups, Lai Chau province has achieved many outstanding achievements in all fields, bringing a new look to the prosperous border region. In particular, thanks to the creative application of Ho Chi Minh's ideology, morality, and style and the theme of the entire term of the 13th National Party Congress, the Provincial Party Committee has resolutely implemented the theme in the period of 2021-2025 "Studying and following Ho Chi Minh's ideology, morality, and style on fulfilling the responsibility of setting an example; promoting innovation and creativity; arousing the will of self-reliance, self-reliance, the aspiration to build a prosperous and happy life, bringing Lai Chau to rapid and sustainable development".
Lesson 1: ENTHUSIASTIC COMPETITION TO STUDY AND FOLLOW UNCLE HO'S EXERCISES
Deeply aware of the significance and importance of Conclusion No. 01-KL/TW of the Politburo on continuing to implement Directive No. 05-CT/TW "On promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle", Party committees at all levels, authorities, cadres, Party members and people in the whole province joined hands, unanimously, actively implemented tasks in each field, creating a vibrant emulation movement in each locality, each sector, each family, each individual and initially achieved many positive results.
SELECT BREAKTHROUGH, FOCUS TASKS
Identifying one of the important tasks and solutions for Party building work is to implement Conclusion No. 01-KL/TW in conjunction with implementing Resolution 4 of the Central Committee (term XI, XII, XIII) to contribute to preventing and repelling the degradation of political ideology, morality, lifestyle, and manifestations of "self-evolution" and "self-transformation" within the Party. Based on the key tasks of the superior Party Committee, the agency and unit have selected specific contents, focusing on breakthroughs, difficulties, and "bottlenecks" to direct and implement in order to create a clear change in studying and following Ho Chi Minh's ideology, morality, and style.
Secretary of Chin Chu Chai village Party cell, Nung Nang commune (Tam Duong district) propagates Conclusion No. 01-KL/TW of the Politburo on continuing to implement Directive No. 05-CT/TW "On promoting studying and following Ho Chi Minh's ideology, morality and lifestyle" to the people.
Up to now, local Party committees and authorities in the whole province have implemented 1,212 breakthrough tasks, key tasks and 663 typical models. During the implementation process, many localities have identified key and breakthrough contents associated with the implementation of socio-economic development tasks, poverty reduction, and care for people's lives according to Uncle Ho's thoughts; at the same time, focusing on promptly resolving outstanding issues such as: site clearance, land management; receiving citizens, handling petitions; public ethics, administrative reform; anti-corruption, etc.
Identifying the key breakthrough tasks, the Than Uyen District Party Committee leads and directs the implementation of the following tasks: promoting the development of concentrated agricultural production associated with new rural construction; promoting the traditional cultural identity of ethnic groups associated with the development of community tourism; focusing on overcoming limitations and difficulties in personnel work; the urgent and prominent issues of resettlement of Ban Chat - Huoi Quang hydropower plant that have existed for a long time.
To create changes, the members of the Standing Committee of Than Uyen District Party Committee closely followed the grassroots, regularly reporting on the situation of the assigned localities in the monthly regular meetings. Since then, most of the cadres, party members, civil servants and public employees in the district have followed suit, promoting the spirit of responsibility, accompanying, closely and resolutely working with the people to implement models and projects, creating a new breeze, encouraging the spirit of advancement among the people. A typical example is the program of accompanying the people with one task per month in 12/12 communes and towns; commune cadres and civil servants accompany the people every week.
Implementing the motto of being close to the people, close to the grassroots, always listening to the opinions and aspirations of the people, every month the Secretary of the District Party Committee, Chairman of the People's Committee of Than Uyen district organizes direct dialogues with the people to solve outstanding issues on resettlement, receiving the consensus and support of the people. From there, promptly explaining and propagating to the people to understand and grasp the policies, helping the people to focus on economic development, avoiding being exploited, enticed and incited to participate in petitioning activities that cause insecurity and disorder in the district.
Thanks to the effective implementation of breakthrough tasks, Than Uyen district is a pioneer in developing sustainable agricultural production, promoting agricultural production according to the value chain. District and commune officials actively cooperate with businesses to find output for products. Thanks to that, the scale of cooperation is increasing with 313.81 hectares of commercial rice, 142.84 hectares of fruit trees, 1,706.52 hectares of tea, 194/825 aquaculture cages and over 40 hectares of various vegetables and fruits; developing and improving the quality of 26 OCOP products that are competitive enough in the domestic and foreign markets, contributing to increasing income and improving the lives of people.
People of Than Uyen district had a direct dialogue with the Secretary of the District Party Committee and Chairman of the People's Committee of Than Uyen district to resolve resettlement issues.
In Tam Duong district, breakthrough and key tasks were identified, 100% of branches and grassroots party committees selected 1-2 tasks (51 grassroots party organizations/61 tasks). Sharing with us, comrade Tan Thi Que - Provincial Party Committee member, District Party Committee Secretary, Chairman of Tam Duong People's Council emphasized: "The content of the district's breakthrough tasks focuses on difficulties and limitations in the process of implementing political tasks to focus on leadership and direction to resolve in each locality and agency such as: implementing regulations on office culture, public ethics, rectifying working style; promoting the role and responsibility of setting an example for leaders and party members in performing tasks, receiving citizens...
From there, it helps cadres at all levels to be trained in thinking, leadership and management methods, dare to do, dare to take responsibility in solving urgent and long-standing issues, especially at the grassroots level, creating people's trust in the Party and State, creating consensus and high determination in implementing socio-economic development goals."

It can be affirmed that the selection of key breakthrough issues to focus on directing and solving is to bring the study and following of Ho Chi Minh's ideology, morality and style into life in a practical and creative way. Each Party Committee chooses breakthroughs, different, diverse and rich ways of doing things, suitable to reality such as: The Provincial Police choose "Proactively overcoming difficulties, focusing on the grassroots, building a communal police force that is united, strong, and comprehensive in all aspects; closely attached to the people, serving the people, excellently completing the task of ensuring security and order at the grassroots"; "Building self-governing residential areas, comprehensive development" of Lai Chau City Party Committee; “Improving the quality of activities of Party committees and Party organizations at the grassroots level” of the Party Committee of the Provincial Agencies and Enterprises Bloc… has contributed to the successful implementation of local political tasks, arousing the spirit of dedication, promoting the strength of great national unity, building the homeland and defending the Fatherland.
PROMOTING THE EXAMPLE ROLE OF CADRES AND PARTY MEMBERS
Through propaganda and education activities with diverse content and form, learning and following Uncle Ho has spread widely in social life, becoming the lifestyle, thinking and working style of each cadre, party member and citizen. In particular, promoting their role and responsibility, every year, 100% of cadres and party members register and develop plans to study and follow Ho Chi Minh's ideology, morality and style in connection with their work field.
100% of key leaders at all levels registered 1-2 exemplary tasks, belonging to the following groups: overcoming limitations, difficulties, and long-standing shortcomings or breakthroughs, innovation, creativity, and urgency. Thereby, in all movements and tasks, most cadres and party members are pioneers, exemplary, and fulfill their assigned tasks for the masses to follow.
Promoting the exemplary role, the Standing Committee of the Provincial Party Committee unites, unifies, and implements the Resolution of the Provincial Party Congress for the 2020-2025 term according to the roadmap, being an "exemplary locomotive" in all matters, regardless of the circumstances, upholding the principle of "putting public service first", wholeheartedly and wholeheartedly doing everything to the end, making it successful, no matter how big or small, difficult or easy the task is; regularly grasping the situation, promptly resolving difficulties and obstacles at the grassroots level; organizing many activities to introduce and promote the potential and strengths of the province to domestic and foreign enterprises to attract investment or create jobs for workers in the province. Officials and civil servants of Lai Chau City Party Committee spend 30% of their time at the grassroots level; strictly implementing the internal rules and regulations of the agency, working on time, ensuring the prescribed time; neat clothes, gentle, friendly and proper attitude when communicating with the grassroots level and with colleagues.
Responding to the emulation movement "Innovation and creativity in teaching and learning" launched by the Department of Education and Training, Party member Pham Thi Thu Hang - specialist of the Department of Secondary - Continuing and Professional Education, Department of Education and Training (GD&DT) deserves to be the core to inspire innovation and creativity for cadres, civil servants and public employees in the whole province.
Sharing with us, Party member Pham Thi Thu Hang confided: “In the spirit of always innovating and learning, I boldly proposed many initiatives to improve the quality of implementing professional tasks. In particular, in 2022, my initiative was allowed by the Provincial People's Committee to pilot the application of information technology to simplify administrative procedures for enrollment for students at the beginning of secondary and high schools. Initially, positive results were achieved such as: saving time and travel costs for students and parents; the management of enrollment at the beginning of the school year by the Department of Education and Training, the Department of Education and Training and school units is strict, scientific and effective; the enrollment results for the 2022-2023 school year ensure the plan assigned by the Provincial People's Committee. The cost saved after simplifying administrative procedures is about 48 billion VND/year (equivalent to a 52.6% reduction in costs for organizations and individuals when performing administrative procedures)".
Now, studying and following Ho Chi Minh's ideology, morality and style has created a vibrant competitive atmosphere in areas such as economic development with the movement "Good workers, creative workers", "Initiatives for improvement and application of scientific and technological advances". Up to now, the whole province has 62 models and projects applying science and technology, demonstrating new varieties in production; 289.8 hectares have been granted certificates according to safe technical processes; 24 models of production and product consumption linkage have been developed.
Lai Chau city is increasingly innovative and developed.
The fields of education - training, culture - society, and health care have made their mark with the movements: "Teach well - Study well", "Improve the quality of medical services in medical examination and treatment", "All people exercise following the example of great Uncle Ho", "Repay gratitude"; "Building Lai Chau women who are compassionate, confident, creative, and have a desire for development"; "Emulating to win"; "Cadres, civil servants, and public employees compete to implement office culture" for the period 2019-2025. From there, create a strong change in awareness and action among union members, association members, and the people. At the same time, help cadres and party members to be more fully aware of the will to be self-reliant, self-reliant, and the aspiration to develop a prosperous and happy country according to the ideology, morality, and style of Ho Chi Minh, contributing to arousing the spirit of dedication, promoting the strength of great national unity to build and defend the Fatherland. Thanks to that, the appearance and life of ethnic minorities in the province are increasingly prosperous and happy. In 2022, the province's economy grew quite well (reaching 9%); the poverty rate is 28.54%.
After 2 years of implementing Conclusion 01-KL/TW, Party committees at all levels, Party organizations, cadres, Party members and people of all ethnic groups have thoroughly grasped and unanimously implemented the tasks and solutions, making studying and following Uncle Ho and setting an example a voluntary, regular and cultural habit of each person; contributing to strengthening the people's trust in the Party, building increasingly strong Party organizations and authorities at all levels, determined to successfully implement the Resolution of the 13th National Party Congress, the Resolution of the 14th Provincial Party Congress, term 2020-2025.
| The whole province completed the organization of dissemination and study of Conclusion No. 01-KL/TW, the full-term topics, the topics of 2022 and 2023 with 8,198 conferences in the form of direct, online and direct combined online, with 431,346 people; of which the rate of cadres and party members participating in the study reached 98.7%. The Provincial Party Committee directed the Provincial Party Committee's Propaganda Department to compile and publish 5,400 specialized documents for 2022 and 2023; record, edit, and print 3,000 lecture discs; build QR codes for documents and short films for exploitation on smartphones and multimedia devices. |
