The euro was flat today. According to the governor of the French central bank Francois Villeroy de Galhau, there is a broad consensus among the European Central Bank (ECB) to cut interest rates as the fight against inflation is showing positive results.

Waiting too long to cut interest rates would hurt the economy, he said, as would acting too soon and allowing inflation to rise again.

The ECB can act independently of the US Federal Reserve and will have enough time to adjust the pace of easing if necessary, he said. “Since the Governing Council meeting last week, there has been a consensus on the timing of a rate cut, probably in June,” Villeroy said.

The ECB has policy decisions scheduled for April 11 and June 6, with most expecting the ECB to start cutting interest rates in June.

Speaking earlier on Tuesday, Austrian central bank Governor Robert Holzmann said April would be too early for the ECB to cut interest rates, with June being the right time with more data support.

Villeroy's comments came as the Bank of France lowered its inflation forecast for 2024 to 2.4% from 2.8% in December. It said the pace of growth in prices for manufactured goods had been weaker than expected in recent months, while wage growth had slowed more markedly by the end of 2023.

The figures from wage negotiations show that wages are rising at a moderate pace. They now predict that average wages will rise by 3.2% in 2024, down from the 4.1% predicted in December.

“We are winning the fight against inflation,” Villeroy said in an interview with Le Figaro.

The Bank of France's economic growth forecast for this year was little changed from three months ago. The revisions point to weaker growth in late 2023, cutting its 2024 forecast to 0.8% from 0.9%.

Growth is forecast to reach 1.5% in 2025 and 1.7% in 2026 as investment recovers on the back of looser financial conditions.

The Bank of France’s monthly survey suggests growth will slow in the short term. Based on responses from 8,500 companies and other recent data, it now expects first-quarter growth of around 0.2%.

“In early 2024, economic growth will slow but remain stable. France will avoid recession,” Villeroy said.
