EDITORIAL OFFICE - NEW ERA FORUM After being elected to the position of General Secretary of the 13th Party Central Committee at the Party Central Committee Conference on August 3, 2024, General Secretary and President To Lam made important directives in various fields. Specifically, through three recent articles such as "Determination to build a strong Party, a prosperous, democratic, equitable and civilized Vietnam" on August 4; "Digital transformation - An important driving force for developing productive forces, perfecting production relations to bring the country into a new era" on September 2 and "Continuing to innovate the Party's leadership and governance methods, an urgent requirement of the new revolutionary stage" on September 16, General Secretary and President To Lam frequently mentioned the concepts of "new starting point", "new era", "era of the Vietnamese nation's rise". Assessing the opportunities, advantages as well as difficulties and challenges in the domestic, regional and world situations, our Party, headed by General Secretary To Lam, affirmed: "The country is facing a new historical moment, a new era, an era of the nation's rise, the requirement to strongly innovate leadership methods, improve leadership capacity, governance capacity to bring the nation forward is urgent". In particular, this is also the major orientation that the 10th Central Conference agreed upon in the draft documents submitted to the 14th Party Congress. Accompanying the country into the new era, VietNamNet Newspaper opened the forum "New Era of the Nation", in order to bring articles, voices, and comments from scholars, intellectuals, and readers near and far about the path and ways of rising of the Vietnamese people...
The August Revolution in 1945 succeeded, the Democratic Republic of Vietnam was born, our Party officially became the ruling Party from that time. However, due to the war situation of the country and the nature of each historical period, our Party and people were forced to solve the problems of the country's reality with all their strength, all-out effort, and "transform" together to fulfill the sacred mission of regaining freedom and independence for the country. After the reunification of the country (in 1975), many problems arose such as sabotage by hostile forces, war in the southwestern and northern borders. The influences of command and administrative thinking, difficult socio-economic conditions, isolation and embargoes by major countries caused many obstacles for our Party. For such reasons, the Party has not had many experiences in its leadership and governing methods. By the 7th Congress (1991), the phrase "innovation of leadership methods" was officially recognized and affirmed by our Party. Through the 8th, 9th, 10th, 11th, and 12th Congresses, the Communist Party of Vietnam has increasingly become more aware of this issue. In particular, over the past decade, the Party's leadership and governing capacity has been deeply and firmly affirmed. All the lessons learned in this regard are very valuable in terms of theory and practice in the current context. Therefore, continuing to strongly innovate the Party's leadership and governing methods is being raised as an urgent issue in the new era of the nation, as affirmed in the article "Continuing to strongly innovate the Party's leadership and governing methods, an urgent requirement of the new revolutionary stage" on September 16 by General Secretary and President To Lam.

The leadership and governance methods of the innovative thinking On the basis of the achievements in both the superstructure of the contemporary political institution and the infrastructure of the country's great achievements, the urgent requirements before the era of national transformation, of the new development process, our Party deserves to be the only force in Vietnam with enough mettle, intelligence and prestige to lead the nation. The article by General Secretary and President To Lam deeply emphasized the importance of continuing to strongly innovate the leadership and governance methods of the Party in the current period. As is known, leadership and governance have a dialectical relationship with each other, effective leadership will help the Party's governing position to be increasingly consolidated and raised. The Party's governing capacity is also raised by the process of leading the state and society in successfully realizing the policies, guidelines, platforms and resolutions of a ruling political party. In addition, leadership is a function that runs through the entire existence of the Party, but its position and function of ruling are brought into play when the Party gains power. In the current condition of becoming a sustainable ruling Party, a Party that leads well will govern well. At the same time, the Communist Party of Vietnam clearly understands the content and methods of ruling, so it has determined appropriate leadership contents and methods. Two years ago, at the 6th Central Conference of the 13th tenure, the Party Central Committee summarized 15 years of implementing Resolution 15-NQ/TW of the 10th tenure on innovating the Party's leadership methods, and at the same time issued Resolution 28-NQ/TW on this issue. It can be seen that the phrase "innovating the leadership methods" has been supplemented by the Party with the two words "ruling". From the 7th to the 12th Congress, that awareness has become increasingly clear, profound and complete. There was a period when the situation of making excuses for each other between Party and government agencies, some unclear regulations on functions and tasks in the political system, in the state apparatus as well as overlapping issues of decentralization, delegation of power, and responsibility of the head... were still common. However, recently, especially with the promulgation of Resolution No. 28-NQ/TW, each element in the political system, specifically: Party committees at all levels, the National Assembly, the Government, and the Fatherland Front, have clearly defined their roles, positions, functions, and tasks when performing public duties. The process of perfecting institutions, amending, drafting and promulgating legal documents and laws in recent times has also contributed to overcoming the situation of abuse of power, arbitrary power, and localization of power "crabs rely on their claws, fish rely on their fins" and has been replaced by the mindset of acting "rightly, roundly", controlling power, assigning and coordinating "unanimously from top to bottom, clear in every direction, supporting in front and behind, responding with one call, all respond". In addition, the work of formulating policies, the issue of issuing documents and resolutions has also demonstrated the leadership and pioneering nature of the Party committee... The work of inspection, examination, and the responsibility of the heads of organizations and units are all specified by regulations. That is the method, the guidance on the leadership and governance of the innovative mindset, building operating principles suitable to the new requirements of the political system. Emphasizing the issue of continuing to strongly innovate the Party's leadership and governance methods is an affirmation of the necessity, science and operation of modern Vietnamese politics. The methods that the Party applies in leadership and governance are based on creativity, democracy and the law.

The Communist Party of Vietnam is the core of the political system. In a recent article on this issue, the head of our Party, General Secretary and President To Lam, very clearly affirmed that thesis. The scientific creativity is shown in the fact that the law on the political power of the ruling Party and the state power established by the Party increasingly operates according to the universal principles of modern political science. Our Party is the ruling Party, the Party's power is absolute, the Party leads the state and society but is not a ruling Party, standing above the state and society. The Party leads and governs according to the law, upholds the law. The Communist Party of Vietnam is the core of the political system, the Party is both the subject of institutions, regulations in terms of institutions and the Constitution, but is also an element that adheres to the principles of a socialist rule of law. The Party leads and governs through platforms, guidelines, and resolutions; builds a clean and strong political system; appointing prestigious and capable cadres to hold key positions in the state apparatus while leading the state to successfully implement economic-cultural-social goals and tasks, ensuring national defense and security. Inspection and supervision work is conducted regularly and continuously by the Party through internal affairs agencies, the "steel shield" and the dictatorial tool, the "sword" to protect and create the Party's authority; at the same time, handling irregularities and hot spots arising in practice. The Party's leadership and governing capacity in the new era is increasingly enhanced, which means that the leadership and governing methods are also constantly innovated and created on the basis of the prescribed principles. The leadership and governing methods in the new era continue to bear the mark of inheriting and promoting the experience in the Party's leadership and governing process in recent times. Practice has proven that the Communist Party of Vietnam is the only force with the prestige, capacity and intelligence to lead the country, the mechanism of "Party leadership, State management, People's mastery" demonstrates this consistent motto. In particular, as mentioned, the achievements of the country in recent times clearly reflect the process of building, rectifying and perfecting Vietnam's institutions and laws, which are increasingly correct and profound. The Party's leadership and governing capacity is constantly improving, worthy of being the pioneering force, converging the quintessence, mettle and intelligence of a ruling Party in the new period. On the momentum of victory and success of the leadership and governing process in recent times, the issue of continuing to strongly innovate the Party's governing method will be thoroughly grasped and deeply perceived, creating many positive changes not only in the political system and state apparatus but also contributing to the success of the cause of building and defending the Socialist Republic of Vietnam in the future.
