The cost of settling the regime for redundant staff is very large.
Responding to questions from National Assembly Deputies at the 36th Session of the National Assembly Standing Committee on the morning of August 22, Minister of Home Affairs Pham Thi Thanh Tra said that in the period of 2023 - 2025, when it is expected to rearrange 47 district-level administrative units, 13 units will be reduced; and when rearranging 1,247 commune-level administrative units, 624 units will be reduced.
It is expected that the number of redundant cadres and civil servants is 21,800 people, of which 1,200 are redundant at the district level, 13,100 at the commune level, and 7,500 are non-professional cadres at the commune level.
"The settlement of this surplus of cadres and civil servants will be carried out within 5 years, and by 2030 this number must be completely resolved" - Ms. Pham Thi Thanh Tra informed.
To solve this problem, the Ministry of Home Affairs has advised the Government to issue Decree 29/2023 regulating staff streamlining; in which a separate amount is reserved for arranging redundant cadres and civil servants when arranging administrative units at district and commune levels.
In addition, 46/54 localities in the reorganization area have had resolutions from the People's Council to provide additional support in addition to the general regulations of the Government.
“Thus, the funding source for localities to resolve this surplus policy regime is very large. Localities that can balance their budgets should follow the regulations. As for localities that cannot balance their budgets, we should compile a report for the Government to allocate the budget to pay the funding source to implement the policy for the surplus cadres” – the Minister of Home Affairs said and requested localities to urgently compile a report to resolve.
Difficulty in attracting excellent students and talented people
Questioning the Minister of Home Affairs, National Assembly delegate Leo Thi Lich (Bac Giang delegation) said that implementing Resolution 26 of the 12th Party Central Committee on creating a strategic source of cadres and according to Conclusion 86 as well as Decree 140 of the Prime Minister on attracting excellent and excellent graduates, answering questions at the 4th Session, the Minister of Home Affairs said that we strive to attract 1,000 excellent students by 2020.
“So, what are the results of attracting excellent students so far and what is the rate of attracting excellent students at the central and local levels?” – the female delegate asked.
Responding, Minister Pham Thi Thanh Tra emphasized that Resolution 22 of the 12th Central Executive Committee clearly stated the need for a strategy to develop cadres, especially attracting excellent students and talented people to the public sector. The Politburo also issued Conclusion 86; the Government issued Decree 140.
According to Ms. Tra, by 2021, the country will attract 2,891 excellent students and young scientists, of which 1,100 will be at the central level and the remaining 1,791 will be at the local level.
Localities also develop very specific policies to attract excellent students and talented people to the public sector. After Decree 140 was issued, in 2022-2023 alone, the whole country attracted 584 people, of which 170 were from the central government and 414 were from localities.
"However, compared to the desire and requirement to attract excellent students and talented people to the public sector, the demand is very large but the reality is still difficult" - Ms. Pham Thi Thanh Tra said.
Therefore, the Ministry of Home Affairs is currently consulting, on the basis of the strategy to attract talented people to the public sector, to concretize it into a decree to attract and employ talented people in the public sector. It is currently being finalized, including integrating Decree 140 to create more space to attract excellent students, young scientists as well as talented people to the public sector.
