In this document, the leaders of the Ministry of Culture, Sports and Tourism decided to adjust the time of organizing the Training at Point 1, Section II of the Plan attached to Decision No. 2334/QD-BVHTTDL dated August 9, 2024 of the Minister of Culture, Sports and Tourism on organizing the Training on professional skills of organizing activities of mass art clubs from September 2024 to late October, early November 2024. Other contents remain the same according to Decision No. 2334/QDBVHTTDL dated August 9, 2024 of the Minister of Culture, Sports and Tourism.
Previously, in Decision No. 2334/QD-BVHTTDL dated August 9, 2024 of the Minister of Culture, Sports and Tourism, the leaders of the Ministry of Culture, Sports and Tourism assigned the Department of Grassroots Culture to preside over and coordinate with relevant agencies and units to organize training on professional skills in organizing activities of mass art clubs in 2024.
In the attached Plan, the leaders of the Ministry of Culture, Sports and Tourism said that the training course is aimed at fostering knowledge, improving professional qualifications, skills and methods, and organizing mass art club activities.
Through the training, trainees have the opportunity to exchange experiences, improve the quality, skills, and organization of cultural and arts club activities at the grassroots level. Thereby, it also contributes to improving the spiritual life of all classes of people, creating a favorable environment to preserve and promote traditional cultural values of ethnic groups and the movement "All people unite to build a cultural life".
In this Plan, the Ministry's leaders require the preparation and organization of training to be thorough, economical, and effective, ensuring close coordination with relevant units according to the set plan. When participating, trainees need to prepare ideas and outlines of methods for organizing mass art club activities for discussion; participate in choreographing, staging, and performing summary reports to serve the grassroots.
Participants are leaders in charge of managing artistic activities, officials, civil servants, and heads of clubs working in organizing mass artistic activities in the system of Cultural Centers, Cultural - Art Centers, Cultural - Cinema Centers of provinces and centrally-run cities; Department of Culture - Information, Cultural - Sports Centers and equivalent at district, town, and city levels nationwide.
At the training course, the lecturers will disseminate 9 topics. Specifically, topic 1: Selection of managers and professional instructors for the mass art club.
Topic 2: Responsibilities of an art instructor for the Club. Topic 3: Experience in recruiting members to join the Club. Topic 4: Skills in writing literary scripts, storyboards for costumes, props, sound, light, LED images... and writing commentary in cultural and artistic events, mass art programs serving local political tasks.
Topic 5: Methods of structuring, selecting music, songs, dances and other art forms in cultural events, mass art programs, and clubs. Topic 6: Methods of choreographing and directing dance works and requirements for skills, techniques, and performance techniques of actors when staging new works. Topic 7: Experience in building images and choosing highlights in art programs. Topic 8: Classifying events, cultural and art programs. Experience in reading and recording commentary. Topic 9: Practicing and performing according to themes.
The plan also clearly states the form of organizing the training course: Lecturers exchange theoretical topics, methods, skills, and experiences in organizing mass art club activities. Trainees prepare ideas for script outlines on organizing art programs through actual staging on stage; exchange, discuss, and practice in groups. Learn from experience in building and developing clubs; practice mass art club models at the grassroots level. Trainees directly report the results through thematic performance programs and combine them with serving the people. Summarize, award certificates, and reward trainees with outstanding achievements during the participation./.
