Specifically, approve additional investment in a number of items, including:

Intersection with Vo Van Kiet extended road, in Vinh Long province: Designed as a split-merge intersection, the section of the intersection area has two roundabouts for U-turns and a bridge built on the level crossing over My Thuan - Can Tho expressway.

The system of residential roads along the route has a total length of about 9.7 km, of which about 7.3 km is through Dong Thap province and about 2.4 km is through Vinh Long province; the scale of rural roads is type B according to TCVN 13080:2014, the width of the roadbed B = 5 m, the width of the road surface B = 3.5 m, the structure of the road surface is high class A2.

Complete the remaining items of the intelligent transportation system (ITS) and the Route Traffic Management and Operation Center.

Total investment of the project is 5,826.23 billion VND

The preliminary total investment of the Project is 5,826.23 billion VND. The investment capital is from the Central Budget. In which, in the period 2016 - 2020: the capital source of the medium-term public investment plan for the period 2016 - 2020 is 932 billion VND;

The period 2021 - 2025 is about 4,894.23 billion VND, of which: The capital source for the medium-term public investment plan for the period 2021 - 2025 is about 4,320.42 billion VND; the source of increased central budget revenue in 2022 is 573.81 billion VND.

(According to Decision No. 839/QD-TTg dated June 16, 2020, the total investment of the project is 4,827.32 billion VND).

The decision clearly states that for the initially approved items, the entire main route will be completed in 2023, and the entire project (phase 1) will be completed in the second quarter of 2024.

For additional items of the intersection with the extended Vo Van Kiet road, residential service roads, and some items serving management and operation, implementation will continue from 2024 and completion will be in 2025.

Other contents remain the same as Decision No. 839/QD-TTg dated June 16, 2020 of the Prime Minister.

Implement the project in accordance with the approved plan.

The Prime Minister assigned the Ministry of Transport to take full responsibility for the proposal to adjust the Project investment policy and the accuracy of information and data in the report on adjustment of the Project investment policy; to preside over and coordinate with relevant agencies to prepare, appraise and decide on adjustment of the investment project in accordance with legal regulations; to send to the Ministry of Planning and Investment for monitoring, supervision and synthesis in accordance with regulations.

At the same time, organize the implementation of the Project in accordance with the approved planning, in accordance with the provisions of law on investment, construction, and bidding; avoid loss, waste, and negativity during the project implementation process.

The Ministry of Transport shall preside over the research and mobilization of legal capital sources to invest in completing the remaining management and operation items of the Project (Non-stop Electronic Toll Collection System, Vehicle Load Control Project and Rest Stop Station) according to regulations, ensuring synchronous and effective operation. The Ministry of Transport shall strictly manage the costs in the total investment of the Project. In case of cost savings, it shall proactively invest in some infrastructure items of the Non-stop Electronic Toll Collection System according to the provisions of law.

The Ministry of Transport closely coordinates with the People's Committees of Vinh Long and Dong Thap provinces and relevant ministries and agencies in the process of implementing the Project; takes full responsibility for selecting qualified contractors to implement the Project in accordance with the provisions of law, ensuring publicity, transparency, quality, efficiency and progress.

The Ministry of Planning and Investment is fully responsible for the results of capital appraisal and the project's capital balancing ability; coordinates with the Ministry of Finance and the Ministry of Transport to review and balance capital sources to implement the project in accordance with legal regulations...

The People's Committee of Vinh Long province is responsible for presiding over the investment in the section connecting to Vo Van Kiet intersection in accordance with the approved planning, on schedule with the maximum commitment in the period of 2026 - 2030, in accordance with the provisions of law on investment, construction, bidding, ensuring synchronous completion, promoting the effectiveness of construction investment...

* The investment in the construction of the My Thuan - Can Tho expressway will contribute to solving the transportation demand when National Highway 1 is overloaded; promote the socio-economic development of the Southwest region, ensure national defense and security of the Mekong Delta provinces in particular and the whole country in general; minimize traffic accidents on National Highway 1; gradually complete the expressway network according to the plan.
