Proposing 15 new norms related to motor vehicle inspection activities

Implementing the 2023 Price Law, the Ministry of Transport has drafted a Circular promulgating economic and technical norms for technical safety and environmental protection (ATKT & BVMT) inspection services for motor vehicles in circulation and is currently soliciting public comments to complete the draft before its official promulgation.

The Ministry of Transport proposes 15 economic and technical norms for safety and environmental protection inspection services for motor vehicles based on the necessary costs of labor, machinery, equipment, materials, fuel, energy, and working tools to complete vehicle inspection.

Accordingly, the economic and technical norms for technical safety and environmental protection inspection services for motor vehicles (norms) stipulate the necessary expenditure levels for labor, machinery, equipment, materials, fuel, energy, and working tools to complete the technical safety and environmental protection inspection for motor vehicles.

The rate is determined based on regulations on vehicle safety and environmental protection inspection, not including material loss of Inspection Certificate and Inspection Stamp.

According to the Vietnam Register, after studying the documents and conducting a field survey, the draft Circular agreed to establish 15 new norms.

Including standards: creating a profile of vehicles exempted from first-time inspection; reprinting Inspection Certificates, Inspection Stamps and 13 standards on technical safety and environmental protection inspection of motor vehicles corresponding to 13 types of vehicles in the current regulations on motor vehicle inspection cycles.

These 13 types of vehicles include: Trucks, specialized trucks, specialized cars and tractors, cars pulling trailers with 5 axles or more; oversized and overloaded vehicles; Trucks, specialized trucks, specialized cars and tractors, cars pulling trailers with 4 axles; Trucks, specialized trucks, specialized cars and tractors, cars pulling trailers with 3 axles; Trucks, specialized trucks, specialized cars with 2 axles and a total designed weight of 4,000 kg or more; Tractors, cars pulling trailers with 2 axles; Trucks, specialized trucks, specialized cars with 2 axles and a total designed weight of less than 4,000 kg;

Trailers and semi-trailers with 3 or more axles; Trailers with 2 axles and semi-trailers with up to 2 axles;

Passenger cars carrying more than 40 people; specialized passenger cars; Passenger cars carrying from 25 to 40 people; specialized passenger cars of the same type as passenger cars with a maximum permitted capacity of 16 people or less; Passenger cars carrying from 10 to 24 people; Passenger cars carrying less than 10 people; Four-wheeled motor vehicles; Four-wheeled motor vehicles for goods

For passenger vehicles converted into vehicles carrying fewer people, the draft Circular stipulates that the quota will be calculated based on the vehicle with the largest number of people allowed to carry.

Establishing norms is the basis for developing a maximum price plan for motor vehicle inspection services, which is very necessary to stabilize current vehicle inspection activities.

The agency issues the maximum price for motor vehicle inspection services.

The Ministry of Transport said that according to the provisions of the Price Law No. 16/2023/QH15 (effective from July 1, 2024), the Ministry of Transport is responsible for issuing Circulars regulating maximum prices for vehicle inspection services in various fields to replace the current Circulars on inspection service prices (issued by the Ministry of Finance).

Meanwhile, recently, economic and technical norms related to the provision of vehicle inspection services have not been fully developed and issued, affecting the progress of developing price plans for inspection services.

Therefore, it is necessary to develop a Circular promulgating technical economic norms for technical safety and environmental protection inspection services for motor vehicles in circulation, as a basis for developing and promulgating a Circular regulating maximum prices for motor vehicle inspection services.

"This is also to meet the implementation of the policy of innovating the management of public career services using the State budget according to Decree No. 32/2019/ND-CP dated April 10, 2019 of the Government regulating the assignment of tasks, ordering or bidding for the provision of public products and services using the State budget from regular expenditure sources," said the Ministry of Transport.

Regarding this issue, inspection centers said that the establishment of standards is really necessary and urgent in the current context, thereby speeding up the issuance of new inspection service prices.

Because the price of vehicle safety and environmental protection inspection services has not changed for 10 years, although many factors that make up the price of inspection services have changed, especially salary costs, electricity and water costs and many other costs.

After the Ministry of Transport consecutively issued two Circulars 02/2023 and 08/2023, which stipulate exemption from inspection for first-time registered vehicles, extension of inspection cycle for some vehicles, automatic extension of inspection for non-commercial vehicles with less than 10 seats, the workload and revenue of motor vehicle inspection units are currently only 60-70% compared to before.

Many units are currently facing many financial difficulties, therefore, it is necessary to urgently develop and promulgate new vehicle inspection service fees, in order to help inspection units stabilize their operations and serve the legitimate needs of people and businesses.
