Kinhtedothi - On the morning of February 15, at the 9th Extraordinary Session, the National Assembly listened to the Presentation and Report on the examination of the draft Resolution of the National Assembly on piloting a number of policies to remove obstacles in science, technology, innovation and digital transformation activities.

Specific policies on investment, bidding, finance and controlled testing

Presenting the Report, Minister of Information and Communications Nguyen Manh Hung said that regarding science, technology and innovation, the Government proposed regulations in the draft Resolution on the autonomy mechanism of scientific and technological research organizations in the direction of granting autonomy and self-responsibility for organization, staff, finance and expertise.

Regulations on civil servants and managers working at public science and technology organizations are allowed to participate in establishing, managing and operating enterprises to commercialize research results. Supplementing regulations on exemption from liability when risks occur in scientific research and technology development; tax incentives for science, technology and innovation activities...

The Draft Resolution of the National Assembly on piloting a number of policies to remove obstacles in science, technology, innovation and digital transformation activities consists of 4 Chapters and 19 Articles, with the basic contents including: regulations on piloting a number of mechanisms and policies to remove financial expenditures from the state budget, activities of organizations and human resources in public science and technology organizations, promoting commercialization of research results and science and technology activities in enterprises, strategic technology; specific mechanisms and policies on investment, bidding, finance and controlled testing for national digital transformation, development of digital infrastructure, strategic digital technology industry to remove obstacles to create outstanding mechanisms and policies in science, technology, innovation and national digital transformation activities.

In particular, the principle of state funding for science and technology tasks is through funds. Funds in the field of science, technology and innovation are established according to the provisions of the law on science and technology and from many different sources.

Regarding national digital transformation, the Government proposes to define national digital transformation activities including: shared digital platforms, bidding for bidding packages; digital infrastructure development activities including: 5G infrastructure, international telecommunications cables connecting at sea, piloting telecommunications services using low-orbit satellite technology. At the same time, the central budget supports the construction of small-scale semiconductor chip manufacturing plants.

Regarding implementation, the Government proposed that the draft Resolution will stipulate that heads of agencies and units; cadres, civil servants and public employees participating in the development and promulgation of mechanisms and policies stipulated in the Resolution to remove bottlenecks, promote scientific and technological activities, innovation and national digital transformation will be considered for exclusion, exemption or reduction of responsibility if the implementation of the Resolution results in negative behaviors, impacts, group interests and waste.

Only prescribe feasible mechanisms and policies, limit guidance documents.

In the review report, Chairman of the Committee for Science, Technology and Environment Le Quang Huy said that the Committee for Science, Technology and Environment agrees with the necessity, political, legal and practical basis for issuing the Resolution. However, it is necessary to complete the draft Resolution on the basis of full compliance with Regulation 178-QD/TW dated June 27, 2024 of the Politburo on controlling power, preventing corruption and negativity in law-making; at the same time, complying with a number of viewpoints.

That is, the issuance of pilot policies needs to be based on the following main viewpoints: institutionalizing urgent issues stated in Resolution No. 57-NQ/TW; being feasible, limiting guiding documents for immediate implementation; policies that are not really urgent, need further research and evaluation, need detailed and specific instructions will be considered and included in draft laws to be reviewed and revised in 2025; being outstanding, bringing into play immediate effects, unlocking all resources, having spreading power, contributing promptly to economic growth; having focus and key points; being a real problem that needs to be urgently resolved; not having any regulating law or needing different regulations from current law; within the authority of the National Assembly; clear and specific pilot time.

Regarding the autonomy mechanism of public science and technology organizations (Article 4), the Committee on Science, Technology and Environment proposed to clarify the content of the regulation "being granted the right to autonomy and self-responsibility at the highest level" to unify the understanding. There is an opinion that the regulation on the financial autonomy mechanism of public service units is under the authority of the Government, therefore, there is no need to stipulate it in the draft Resolution.

Regarding the policy to support strategic digital technology industry projects of a special nature (Article 17), the Chairman of the Committee on Science, Technology and Environment said that it is necessary to consider because this policy is currently stipulated in the draft Law on Digital Technology Industry, to be effective, it needs a long enough time; clarify the basis for determining the maximum support level; do not specify the name of the Military Industry-Telecoms Group in the Resolution; add regulations on investment from the central budget to build shared semiconductor laboratories.
