Notably, the draft law amends and supplements regulations on the Secretary General of the National Assembly, the Office of the National Assembly, and agencies under the Standing Committee of the National Assembly.
Accordingly, in terms of functions, tasks and powers, the Office of the National Assembly is defined as an administrative and general advisory body serving the activities of the National Assembly, the National Assembly Standing Committee, the Ethnic Council, the National Assembly's committees and National Assembly deputies.
The Standing Committee of the National Assembly is assigned to specify the tasks, powers and organizational structure of the Office of the National Assembly.
Decide on the staffing of cadres, civil servants, and public employees and prescribe the regimes and policies applicable to the team of cadres, civil servants, public employees, and other workers of the Office of the National Assembly in accordance with the specific nature of the National Assembly's activities.
Regarding the Secretary General of the National Assembly, according to the conclusion of the Politburo, the Secretary General of the National Assembly is also the Director of the Office of the National Assembly, so it is proposed to continue using the title "Secretary General of the National Assembly - Director of the Office of the National Assembly".
Along with that, clearly identify the head of the National Assembly Office responsible to the National Assembly and the National Assembly Standing Committee for the activities of the National Assembly Office.
The Secretary General of the National Assembly - Head of the Office of the National Assembly is the spokesperson of the National Assembly and the Standing Committee of the National Assembly.
Along with that, the bill does not stipulate the deputy secretary general, the secretariat, or the agency of the National Assembly Standing Committee in the law.

Proposal to add cases of temporary suspension from performing duties of National Assembly deputies
In addition, the submission clearly states the amendment and supplementation of a number of regulations related to the activities of the National Assembly, the National Assembly Standing Committee, National Assembly agencies and National Assembly deputies.
In particular, amend and supplement regulations on the National Assembly taking a vote of confidence and voting for confidence in people holding positions elected or approved by the National Assembly to ensure consistency and consistency with current legal regulations.
Supplementing regulations on cases of temporary suspension of the performance of duties and powers of National Assembly deputies on the basis of specifying Regulation 148/2024 of the Politburo on the authority of the head in temporarily suspending the work of subordinate officials in necessary cases or when there are signs of serious violations of Party regulations and State laws.
At the same time, ensure compliance with Regulation 41/2021 of the Politburo on dismissal and resignation of officials.
Examining this content, Chairman of the Law Committee Hoang Thanh Tung said that there were opinions suggesting continuing to review and fully institutionalize the Party's regulations in regulation 41 and regulation 148 to specifically stipulate cases of temporary suspension of the performance of duties and powers of National Assembly deputies, and handling the consequences of temporary suspension in the draft law.
As in the resolution of the National Assembly Standing Committee on the specific tasks, powers, and organizational structure of the Nationalities Council and the National Assembly's committees, avoid arbitrary application that affects the prestige and interests of National Assembly deputies and officials working at National Assembly agencies.
Specifically, the amended bill, the National Assembly Standing Committee considers and decides to temporarily suspend the performance of duties and powers of National Assembly deputies in the following cases:

In the process of reviewing and handling violations by National Assembly deputies, there is a basis to determine that disciplinary action from warning or higher must be taken against National Assembly deputies who are cadres, civil servants, or public employees, or that criminal action must be taken against them, and that the inspection, examination, audit, investigation, prosecution, trial, and execution agencies have issued a written request to temporarily suspend the performance of duties and powers of National Assembly deputies.
A National Assembly deputy is allowed to return to performing his/her duties and powers as a deputy and to have his/her legitimate interests restored when a competent authority makes a decision or conclusion that there has been no violation, no disciplinary action, or decides to suspend the investigation or suspend the case against that deputy, or from the date the court's verdict or decision takes legal effect declaring that the deputy is innocent or exempted from criminal liability.
In case a National Assembly deputy is disciplined, depending on the nature and extent, he/she may request to resign from performing the duties of a deputy or the National Assembly Standing Committee shall consider and decide whether to allow him/her to return to performing the duties and powers of a deputy or propose that the National Assembly dismiss the National Assembly deputy.
A National Assembly deputy convicted by a court verdict or decision shall automatically lose his/her National Assembly deputy rights from the date the court verdict or decision takes legal effect.
