At 8:00 AM, the 9th Extraordinary Session of the 15th National Assembly opened and was broadcast live on television and radio. The National Assembly held a flag-raising ceremony. The Secretary General of the National Assembly announced the purpose of the session and introduced the delegates attending the session.

Following that, the Minister of Planning and Investment , authorized by the Prime Minister, presented the Submission on the Supplementary Plan for Socio-Economic Development in 2025, aiming for a growth rate of 8% or higher.
