On the afternoon of February 15, discussing the Supplementary Project on socio-economic development in 2025 with a growth target of 8% or more, National Assembly delegate Nguyen Van Than (Thai Binh delegation) said that to achieve this target, there needs to be KPI (performance measurement index - PV) assessment criteria, that is, the work results of state officials, civil servants, and public employees by 3 months, 6 months, and 1 year.

"Those who perform excellently will be rewarded with certificates of merit, bonuses at different levels, and even considered for promotion," Mr. Than proposed.

National Assembly Delegate Nguyen Van Than speaks at the discussion on the Supplementary Project on Socio-Economic Development in 2025 with a growth target of 8% or more.

According to Mr. Nguyen Van Than, it is necessary to strengthen the connection between domestic enterprises and FDI enterprises, small and medium enterprises and large domestic enterprises. The delegate also proposed that the project implementation process should not focus too much on the bidding issue, because bidding takes a lot of time but may not avoid negativity.

"Whatever belongs to the Government, the Prime Minister decides, whatever belongs to the ministry, the ministry decides, whatever belongs to the province, the province decides, the head decides" - Mr. Than said and suggested that we must be bold and trust in handing over to private enterprises because our enterprises are now big.

To achieve the common growth goal, delegate Thach Phuoc Binh (Tra Vinh delegation) proposed continuing to issue special incentive mechanisms and policies for localities with potential but still facing many difficulties in infrastructure and resources to promote rapid and sustainable growth.

Mr. Binh also said that priority should be given to budget investment in key transport systems, such as highways, railways, seaports, and airports to enhance connectivity between localities and key economic regions.

In addition, policies to support the development of the startup ecosystem, the application of science and technology to help local enterprises participate deeply in the global value chain, etc. also need to be prioritized.

Speaking to explain and clarify a number of issues raised by delegates, Minister of Planning and Investment Nguyen Chi Dung said the Government will report to the Central Government to request the issuance of a separate resolution on private economic development, including business households, small and medium enterprises, and large-scale private enterprises with leadership capabilities.

The Government will take into account the opinions of National Assembly deputies to finalize the Project, paying attention to solutions to achieve the growth target of 8% or more. Minister Nguyen Chi Dung said the Government will continue to perfect the institutions and complete the organization and arrangement of the apparatus as soon as possible so as not to affect the production and business of enterprises.
