The work "Controlling the power of officials: Practice from the local level" by the group of authors: Lan Huong - Thuy Linh - Thanh Trang - Ta Ngoan - Thanh Tu - Quang Ninh Provincial Media Center was awarded the A prize by the National Press Awards Council, category of Reportage, investigative reportage, memoir (Radio). Invest time and effort, explain each problem, each detail
+ The issue of handling officials and party members who violate the law is always a difficult topic for every journalist, few officials or citizens want to speak up. So what idea did the group base this work on and what difficulties did they encounter?
- Perfecting and strictly implementing the mechanism to control power, prevent abuse of power, degeneration, and violations of discipline and order among cadres is an issue that has been raised in many Party Congresses, associated with the work of Party building and rectification, especially the 12th and 13th Congresses. Although the Party's viewpoints and regulations have been very clear and strict, in practice over the past time, it has been shown that abuse of power, degeneration, and violations of discipline and order among cadres have not been strictly and consistently controlled.
In Quang Ninh, a number of key officials and former key officials in localities have been disciplined, even caught up in legal trouble due to violations in the performance of their duties, due to abuse of power, causing pain and discontent in society. We thought about how to orient public opinion from such incidents and what are the effective solutions? These questions have urged the team to produce a series of long-term reports on this issue.
During the production of the work, because it involved the issue of disciplining many party officials from the province to the localities in the province, the crew encountered many difficulties in contacting the characters for interviews. Many characters initially agreed to answer but later refused, forcing the crew to continuously discuss, find and contact other characters to suit the content of the work.
+ The report raised many issues such as appointment, staff management, violations of regulations and things that Party members are not allowed to do... it was necessary to collect a lot of information and documents, interview many people, how did the team overcome this challenge?
- Our group contacted and visited many localities and collected over 50 interviews with different people, many of whom lived and worked in remote areas in the province such as the border city of Mong Cai, the mountainous district of Tien Yen or the island district of Co To... making completing the interviews time-consuming and laborious.
With the work “Controlling the power of cadres: Practice from the local level”, the production team invested a lot of time and effort in selecting interviewees, explaining each issue and each detail. We tried to convey to the audience through our work the issues that cadres and party members are very interested in implementing Party building and rectification. We were fortunate that during the production process, veteran party members were very interested, supported and gave valuable comments to the team to complete the work.

The quality requirements for radio genres are increasingly demanding.
+ Through the work "Controlling the power of cadres: Practice from the local level", what messages does the group hope to convey to listeners, especially the force of party members working at all levels of government?
The work focused on analyzing the violations of the leaders of some local Party committees in the province in the past, affirming the viewpoint of Quang Ninh province that "the branch that has gone bad must be cut".
The work also recorded the opinions of party members, leaders of Party committees, former leaders of Party building committees, the Fatherland Front and mass organizations to clearly identify loopholes in controlling the power of cadres. In particular, the report also made a number of recommendations on short-term and long-term solutions to both control and support cadres to "stand firm" against the temptations of power and material things.
Through the work and through the characters interviewed in the work. Everyone has regrets and sorrows about the process of training and educating a young cadre who has strived for many impressive achievements but when he has a high position, he is corrupted and cannot maintain himself. But besides that, there is also trust in the Party organization when it quickly discovers and strictly handles violations. It is a pity for the organization, but because of the purity of the organization and because of the trust of the people, the Party organization is forced to do it. This is in accordance with the people's wishes and is highly supported by the people. When the people trust, the Party's strength will multiply.
Although very disappointed and regretful about the stumbles, mistakes or moral degradation of some officials and leaders in recent times. However, most of the officials and party members interviewed hope that from the mistakes of their predecessors, the force of party officials and members working at all levels of government need to continue to practice ethics, fully promote personal responsibility, especially leaders in performing public duties.
At the same time, we also believe in the solutions of local Party committees and authorities in innovating Party building and the political system, along with controlling power, strengthening inspection and supervision, avoiding abuse of power, and preventing cadres from stumbling and making mistakes.

+ According to you, how can a radio work convey important content while still being attractive and of high quality to listeners?
- Each radio journalism work is a vivid, authentic, meaningful story about an area of life. The work "Controlling the power of cadres: Practice from the local level" focuses on the issue that the Party is giving very strong direction to clean up the apparatus and increase people's trust. With authentic data, tight arguments, and interviews with the "right people, right roles" to prove the arguments and deepen the issue, the work is presented vividly, attractively, meeting the expectations of public opinion. Immediately after part 1 was broadcast, there were many responses from listeners about the work with the production team.
In the development trend of modern journalism, sometimes we think that some types of newspapers such as print newspapers and radio have been forgotten, but in fact, each type of journalism has its own readers and listeners. Radio listeners today may be narrower than before, but they are more refined in quality. This audience still believes in, expects and looks forward to information from this very special type.
Therefore, the quality requirements for the radio genre are even higher. Through practical work, we see that, to have a quality and meaningful journalistic work, in addition to the investment of effort, time and intelligence of the author, finding an attractive and topical topic is also important, only then will it be truly attractive to the listener.
