Project 1, solving the shortage of residential land, housing, production land, and domestic water under the National Target Program 1719 is an important project, contributing to solving the urgent needs of people in ethnic minority and mountainous areas in Thanh Hoa province so that people can "settle down and make a living".
As the agency assigned by the Provincial People's Committee to preside over the implementation of Project 1, the Ethnic Minorities Committee of Thanh Hoa province has issued documents to guide, urge and inspect the implementation of the districts. Based on the capital allocation criteria of Program 1719 and the actual needs of the districts, the Ethnic Minorities Committee has advised the Provincial People's Council and the Provincial People's Committee to allocate funds to implement Project 1 to the districts. Therefore, from 2022 to 2024, Thanh Hoa province has allocated more than 142 billion VND for the contents of Project 1 including: residential land 7.8 billion; housing 35 billion; job conversion more than 35.8 billion; decentralized domestic water 64.2 billion.
Project 1 with its highly humane support policies, when implemented, has received consensus and cooperation from local authorities and people. According to Deputy Head of the Ethnic Affairs Department of Nhu Thanh District Pham Van Sang, in the past time, the district has actively implemented housing support policies for ethnic minority households. In 2 years (2023 - 2024), 40 households have had their houses built with a state budget of 1.6 billion VND.
In 2023, 31 households completed their houses and put them into use; in 2024, 9 households received support to build houses, expected to be completed by the end of this year. Regarding the housing land support policy, after reviewing the whole district, there are 27 poor ethnic minority households in need of housing land support. Regarding the production land support policy, after reviewing, there are 67 households in need, but because the local land fund has been stabilized, it is difficult to allocate production land to households. Therefore, the People's Committee of Nhu Thanh district is reviewing the need to switch to supporting machinery and agricultural tools for production.
In Lang Chanh district, the implementation of Project 1 on housing support has become a highlight in the implementation of Program 1719 in the district. With an allocated capital of 1 billion VND, the project has supported the construction and repair of houses for 26 poor households. Of which, 24 poor households have completely rebuilt their houses; 2 households have been supported to repair their houses to improve their living conditions.
Through implementation, it is shown that Project 1, solving the shortage of residential land, housing, production land, and domestic water under Program 1719 is an important project, contributing to solving the urgent needs of people in ethnic minority and mountainous areas to stabilize and improve the quality of life. From the capital to implement Project 1, many poor and near-poor households in ethnic minority and mountainous areas in Thanh Hoa province have had stable housing, focusing on developing production to escape poverty.
After the budget was allocated to 11 mountainous districts and 6 districts and towns with communes and villages in ethnic minority and mountainous areas, the Ethnic Minorities Committee of Thanh Hoa province guided the districts to implement the support to ensure the right subjects and regulations. Accordingly, for housing support, support was provided to 338 households to build houses. Currently, the districts are implementing housing construction for households according to the 2024 budget with a total expected number of households to be supported of 536. For the content of dispersed domestic water, support was provided to more than 17,000 households, and support steps are currently being implemented according to the 2024 budget. For the content of residential land and job conversion for households that do not have or lack production land, the districts are currently reviewing the subjects and preparing support steps.
With highly humane support policies, the project implementation has received consensus and cooperation from local authorities and people. Thanks to that, the policies in Project 1 are implemented to ensure fairness, consistency, openness and transparency.
