Ho Chi Minh City plans to reduce 21 departments to 16

On the afternoon of February 17, the Office of the National Assembly Delegation - Ho Chi Minh City People's Council informed about the 21st session (special session) of the 10th term Ho Chi Minh City People's Council, term 2021-2026. Accordingly, the session is scheduled to take place on February 20, 2025 to consider many important submissions, including the submission of the City People's Committee on the organization of specialized agencies under the City People's Committee.

According to the latest report of the Ho Chi Minh City Department of Internal Affairs, the city plans to reorganize 21 specialized agencies to assist the City People's Committee with 16 agencies. Including: Department of Finance, Department of Home Affairs, Department of Construction, Department of Public Works and Transport, Department of Science and Technology, Department of Culture and Sports, Department of Tourism, Department of Ethnic Minorities and Religions, Department of Natural Resources and Environment, Department of Health, Department of Education and Training, Department of Justice, Department of Industry and Trade, Office of the City People's Committee, City Inspectorate and Department of Food Safety.

The functions, tasks and apparatus of these units are arranged as follows:

The Department of Justice transferred the City Police to perform a number of state management tasks on criminal records and provide public services to issue criminal records, streamlining and reducing internal organizational units.

The Department of Food Safety continues to maintain the pilot according to Resolution 98/2023, streamlining and reducing internal organizational units.

Department of Tourism, City Inspectorate streamlined and reduced internal organizational units.

The Department of Culture and Sports was reorganized on the basis of taking over the state management function of press and publishing from the Department of Information and Communications.

The Department of Finance was reorganized on the basis of merging the Department of Planning and Investment, the Department of Finance and receiving the City Enterprise Management Innovation Board.

The Department of Construction is reorganized on the basis of merging the Department of Construction and the Department of Planning and Architecture.

The Department of Public Works and Transport was established on the basis of reorganizing the Department of Transport and receiving the Standing Office of the Traffic Safety Committee, a number of functions and tasks of state management of infrastructure from the Department of Construction.

The Department of Natural Resources and Environment is reorganized on the basis of merging the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development.

In addition, the functions, tasks, and organizational structure of the Office of the City's New Rural Development Program Coordination (from the Department of Agriculture and Rural Development) and the Office of the City's Sustainable Poverty Reduction Program Steering Committee (from the Department of Labor, War Invalids and Social Affairs) will be transferred to the Economic Department under the Office of the City People's Committee.

The Department of Science and Technology is reorganized on the basis of merging the Department of Information and Communications and the Department of Science and Technology.

The Department of Home Affairs was reorganized on the basis of merging the Department of Home Affairs and the Department of Labor, War Invalids and Social Affairs, taking over the functions and tasks of state management of labor, wages, employment; meritorious people; occupational safety and hygiene; social insurance; and gender equality from the Department of Labor, War Invalids and Social Affairs.

The Department of Labor, War Invalids and Social Affairs transferred the City Police to perform a number of state management tasks on drug addiction treatment and post-treatment management.

The Department of Health is reorganized on the basis of receiving the state management of social protection, children, prevention and control of social evils; Management and use of the Children's Protection Fund from the Department of Labor, War Invalids and Social Affairs.

The Department of Education and Training was reorganized on the basis of taking over the state management of vocational education from the Department of Labor, War Invalids and Social Affairs.

The Department of Industry and Trade was reorganized on the basis of receiving the City Market Management Department from the Ministry of Industry and Trade and the Center for Consulting and Supporting the Transformation of Agricultural Economic Structure from the Department of Agriculture and Rural Development.

The Department of Ethnic Minorities and Religions was established on the basis of merging the Religious Committee of the Department of Home Affairs into the Ethnic Minorities Committee.

The City Police Department receives a number of functions and tasks of state management of drug addiction treatment and post-drug addiction treatment management from the Department of Labor, War Invalids and Social Affairs; criminal records and public services of issuing criminal records from the Department of Justice; testing and granting of road motor vehicle driving licenses from the Department of Transport; network information safety and security from the Department of Information and Communications...

In addition, the Department of Home Affairs also proposed to rearrange the Department of Home Affairs proposed to rearrange 8 agencies under the City People's Committee into three agencies, including: Office of the National Assembly Delegation and the City People's Council, the City High-Tech Park Management Board and the City Export Processing and Industrial Zones Management Board.
