The 3km long earthen dike surrounding the aquaculture area in Thach Son commune (Thach Ha, Ha Tinh) is damaged and degraded, making people feel insecure during every rainy season and still stuck to extensive farming, not daring to expand production.

Mr. Nguyen Van Thanh's family (born in 1964) has nearly 3 hectares of green-legged shrimp, climbing fish, sea bass, carp, and mullet in the Luy beach area (upstream of Do Diem bara) in Song Tien village, Thach Son commune, Thach Ha district.

These days, Mr. Thanh is focusing on supplementing food so that he can sell it before the rainy season begins. However, due to the hot weather and little rain this year, shrimp and fish growth is not as good as in previous years and the number of days of farming may be longer than expected.

This makes Mr. Nguyen Van Thanh's family worried because of the risk of losing shrimp and fish if flood water accidentally overflows into the pond when the 3km long embankment - Huu Nghen embankment around the Luy area, made of clay, has been damaged and seriously degraded.

“Every rainy season, the water floods the dike and before they can sell all the shrimp and fish, they overflow, causing losses for farmers. During the flood season three years ago, water from the Nghen River flooded the aquaculture area in Bai Luy, causing people to lose everything. In recent years, whenever there is heavy rain, people are worried about the flood happening again,” Mr. Thanh shared.

The dike was built 12 years ago and is now degraded and damaged.

According to Mr. Thanh, the Huu Nghen dike surrounding the aquaculture area in Luy beach, Song Tien village, Thach Son commune, was built decades ago and is made of soil, so it is difficult to avoid deterioration due to the effects of time and natural disasters.

This dike is also the only road leading from the village to the farming area, so every time it rains, people have a hard time transporting food for shrimp and fish.

“It’s bearable when it’s sunny, but just a little rain and the road becomes muddy and difficult to travel on. Motorbikes and carts are used to transport food to raise shrimp and fish, but if it rains, it’s almost impossible to move and people have to carry bags of food to the lake,” said Mr. Nguyen Van Thanh.

The dike system is degraded, affecting the production expansion of people in Song Tien village, Thach Son commune, Thach Ha district.

Head of Song Tien village Nguyen Van Hong said: In the Luy area, Song Tien village has more than 60 households raising aquatic products with an area of ​​about 100 hectares. Luy beach has favorable conditions for aquaculture, but the earthen dike has degraded, making it difficult to protect the pond during the rainy season, causing anxiety for people who have to sell before the rainy season, are easily forced to lower prices by traders, and do not dare to expand the area or increase the farming time.

According to Mr. Hong, before the flood season, farmers and local authorities also proactively reinforced the Huu Nghen dike. However, because the dike was built 12 years ago, it is difficult to ensure flood prevention.

"The village has repeatedly requested the higher authorities to soon have a plan to solidly build the 3km long Huu Nghen dike around the Luy beach area to help create peace of mind for people to expand production and develop the economy, but for many years there has been no progress" - Head of Song Tien village Nguyen Van Hong informed.

Because it is built of earth, the dike is difficult to ensure flood prevention during the rainy and stormy season.

Confirming the complaints of the people in the aquaculture area about the degradation of the Huu Nghen dike, Party Secretary and Chairman of the People's Committee of Thach Son Commune, Tran Huu Nghia, said that the 3km long dike surrounding Luy beach has a great impact on the lives and economy of the people. However, due to limited local resources, the reinforcement of the dike is difficult and almost impossible.

According to Mr. Tran Huu Nghia, the commune has also made recommendations to the local authorities to support the locality in investing in the construction of a solid dike. If the investment is upgraded, this dike will not only contribute to ensuring the development of aquaculture in the Luy beach area but also develop eco-tourism, experience, creating a sustainable direction for the local socio-economy.

The investment capital for building the dike surrounding the aquaculture area of ​​Bai Luy is very large.

Discussing this issue, Vice Chairman of Thach Ha District People's Committee Nguyen Van Sau said: "The district is well aware of the degraded state of the Huu Nghen dike section through the Luy aquaculture area, Song Tien village, Thach Son commune and the wishes of the people and local authorities in investing in new construction.

However, due to the large investment cost, about 60 - 70 billion VND, it is beyond the district's capacity. The district has also proposed to the provincial departments and agencies to pay attention and support investment in strengthening the dike surrounding the Bai Luy aquaculture area, but due to capital difficulties, there has not been any funding source yet.
