Yen Bai - On the afternoon of February 21, the State Steering Committee for important national programs, works and projects, key projects of the energy sector held an online conference on the implementation status of the Lao Cai - Vinh Yen 500kV Transmission Line Project. Attending the conference were comrade Nguyen Hong Dien - Member of the Party Central Committee, Minister of Industry and Trade, leaders of Vietnam Electricity Group and provinces where the project passes through. At the Yen Bai bridge, there were comrade Ngo Hanh Phuc - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee and related departments, branches and localities.

The 500kV Transmission Line Project is invested by Vietnam Electricity (EVN) and directly managed by Power Project Management Board 1 (EVNPMB1). The total length of the line is 228.92 km, passing through Lao Cai, Yen Bai, Vinh Phuc and Phu Tho provinces.
The section through Yen Bai province is about 90 km long, with 173 foundation columns, and the recovered land area is 24.31 ha. To date, the cadastral mapping work has been 100% completed; the placement and handover of markers has been 98.5% completed. The inventory at the foundation column locations has reached 98.3%, but the progress of approving the compensation plan has only reached 25%, while the compensation payment rate has only reached 20.9%.
In Yen Bai, the Project has so far completed the appraisal of the land acquisition map, confirmed 100% of the pole positions in Luc Yen district and 69% of the positions in Yen Binh district; the inventory of land and assets on land has reached 91/91 pole positions in Yen Binh, 74/82 positions in Luc Yen; the work of measuring and drawing the route corridor has been completed with 60/68 affected households; the marking of the route corridor boundary has been completed at 173/173 pole intervals...
In addition, localities are developing compensation and resettlement support plans as a basis for timely payment of compensation, creating conditions for investors to start projects as planned.
Speaking at the conference, Mr. Ngo Hanh Phuc - Vice Chairman of the Provincial People's Committee said: Yen Bai has accompanied the Investor in the process of implementing the project. Yen Bai province has promptly issued all legal documents for site clearance, proactively supported the Investor in adjusting, fine-tuning the route, and converting the purpose of forest use; established a Working Group to implement the investment project of the 500kV Lao Cai - Vinh Yen transmission line; directed the People's Committees of districts and communes to establish Steering Committees and Working Groups to remove difficulties and obstacles in compensation and site clearance, ensuring early handover of the site for the Investor to implement the project, meeting the project implementation schedule in accordance with the direction of the Prime Minister and the State Steering Committee for important national programs, works, and projects, key to the energy sector.
On behalf of the provincial leaders, comrade Ngo Hanh Phuc requested Vietnam Electricity Group to direct relevant units to continue to closely coordinate with Yen Bai to carry out compensation, support and resettlement work quickly, in accordance with current legal regulations; at the same time, urgently direct the consulting unit to complete the cadastral map of land recovery for the column foundation and corridor and submit it to competent authorities for approval so that the districts can carry out the next steps.
Concluding the conference, comrade Nguyen Hong Dien requested the provinces to mobilize the entire political system to implement the Project; strengthen communication work to mobilize people to agree and coordinate in implementing the Project; urgently consider and implement the project's tasks in parallel and at the same time... with the spirit of trying to start the Project in February 2025; urgently develop a plan for exploiting agricultural and forestry products to submit to competent authorities; promptly implement auction approval procedures; the provinces direct the districts to approve the investor's dumping site plan...
The Minister of Industry and Trade also requested the investor to urgently and resolutely work with localities to carry out related tasks, especially compensation and site clearance; and promptly complete the selection of contractors to start construction as soon as the site is available.
