On September 28, the Party Committee and the Standing Committee of the Provincial People's Committee met to listen to and give opinions on the work of supporting people and businesses after the storm; propose a list of key projects and works in the Medium-term Public Investment Plan for the period 2026-2030... Comrade Cao Tuong Huy, Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the Provincial People's Committee chaired the meeting.
Report to the Party Committee and the Standing Committee of the Provincial People's Committee, according to the synthesis results of the Department of Finance, the total estimated funding requirement for implementing measures and policies to support overcoming the damage caused by storm No. 3 is over 3,300 billion VND. This includes funding for implementing the Resolution of the Provincial People's Council newly issued on September 23, support for the fields of agriculture, social security, tuition support, housing repair support... Along with that is the funding requirement for implementing policies reported to the Government (increasing the support level, expanding the subjects...) if approved by the Government.
To date, 2/11 localities have disbursed part of the funds supported by the province, including Ha Long City and Ba Che District. Departments and branches are also focusing on guiding people and businesses to complete the procedures according to regulations for disbursement.
Implementing the announcement of the State Bank of Vietnam, Quang Ninh branch, banks have also reviewed the subjects affected by storms and floods who need to borrow capital, focusing capital resources to be ready to disburse to 2,637 customers with a loan amount of VND 187 billion; implementing temporary deferral, postponement, and interest reduction for more than 2,300 customers, the total outstanding debt with expected interest rate reduction is nearly VND 10,000 billion.
The Tax Department has published 3 news articles on tax exemption, reduction and extension policies for taxpayers suffering material damage due to natural disasters; posted instructions on solutions to support organizations, individuals and businesses suffering losses due to storm No.
In directing this content, Comrade Cao Tuong Huy, Secretary of the Party Committee, Chairman of the Provincial People's Committee, requested departments, branches and localities to speed up the implementation of support for people and businesses affected by the storm in the spirit of closely following regulations. It is necessary to propose and agree with the Relief Mobilization Committee of the Provincial Fatherland Front Committee to use a part of the fund from voluntary contributions to support difficult cases that are not eligible for support in current regulations such as: natural disasters, epidemics, patients with serious illnesses...
Along with that, consider, advise and propose the Provincial People's Committee to deploy support for forest owners who are households and individuals engaged in forestry production to carry out vegetation clearance work on damaged forest areas; support social security for organizations and individuals whose means of production are fishing boats and other means that have sunk to restore production and ensure social security...
Quang Ninh Province is continuing to request the Government to quickly amend a number of regulations related to disaster relief and loan support, in the direction of increasing the level and adding more subjects. The Chairman of the Provincial People's Committee hopes that the people and businesses will show their consensus, make continuous efforts, and be determined to stabilize their lives and restart production as soon as possible.
At the meeting, the Party Committee of the Provincial People's Committee listened to and gave opinions on the proposed list of newly started works and projects, and the list of key projects in the Medium-Term Public Investment Plan for the period 2026-2030.
The Secretary of the Party Committee and Chairman of the Provincial People's Committee requested the Department of Planning and Investment to receive comments and contributions at the meeting to complete the report. In particular, the proposed projects that closely follow the Provincial Planning are symbolic works and projects with regional and international connections, creating a ripple effect and impacting the socio-economic development of the province.
Also at the meeting, the Party Executive Committee and the Standing Committee of the Provincial People's Committee listened to and agreed on the contents to be submitted to the upcoming session of the People's Council; preparations for the celebration of Vietnamese Entrepreneurs' Day (October 13); the Project to reorganize the Literature and Arts Associations according to the model of the Provincial Union of Literature and Arts Associations, along with a number of other important contents.
