At the invitation of the Party and State leaders, President of the Russian Federation Vladimir Putin will pay a State visit to Vietnam from June 19-20. To ensure absolute security and safety for the activities of the Presidential delegation in the city, based on the nature and importance of the event, implementing the direction of the Central Government, the Ministry of Public Security and Hanoi City; Hanoi City Police have developed a protection plan to ensure absolute security and safety for the delegation's activities.

At the conference, under the direction of Colonel Nguyen Thanh Long - Deputy Director of the City Police, representatives of the commanders of units and functional departments of the Ministry of Public Security's professional departments participated in giving comments and suggestions to the plan. In which, the emphasis was on traffic flow and route division, ensuring traffic safety, coordination, combat duty, information reporting system and anticipating arising situations.
Concluding the conference, Lieutenant General Nguyen Hai Trung - Director of Hanoi Police Department emphasized that the visit of the President of the Russian Federation is an event of special significance. Therefore, the units of the City Police Department must deeply understand that ensuring security and safety for the Delegation is a key task, and must seriously implement it, without being subjective.
From the difficulties and advantages in the implementation process, based on the practical situation, the Director of the City Police Department requested that units need to focus on means to carry out protection work, ensure maximum mobilization of forces, arrange in all areas where the activities of international delegations take place, assign specific people and tasks, and not let any shortcomings occur that affect the protection work of the delegation.

Units directly involved in protection work must organize, coordinate, and closely cooperate between internal and external protection forces, especially in grasping the situation, proactively and promptly exchanging and providing information in resolving specific situations.
The Traffic Police Department closely coordinated with the District Police in implementing traffic safety plans, guiding the delegation throughout the delegation's activities in Hanoi; increased patrols and controls, and implemented plan number 4 to clear traffic congestion immediately after the delegation passed through.

“Units must focus on closing the area, thoroughly implementing the motto of proactive prevention, early detection, remote handling, thoroughly resolving the causes and conditions of insecurity and safety of the delegation and related activities; directing in a unified manner, information must be timely and clear, with appropriate handling plans, mobilizing and gathering all resources, with the highest requirement of absolutely ensuring the security and safety of the Presidential delegation, excellently completing the political tasks assigned by the Party, State, Ministry of Public Security, City Party Committee, and City People's Committee,” Lieutenant General Nguyen Hai Trung emphasized.
