At the meeting, Minister Do Duc Duy, Deputy Minister Le Cong Thanh and leaders of units of the Ministry of Natural Resources and Environment discussed and developed policies on environmental laws, including amending and supplementing regulations to reduce the number of subjects required to carry out administrative procedures, strengthening decentralization and delegation of authority to localities in handling administrative procedures; amending and supplementing regulations to facilitate implementation, overcoming some technical errors such as reviewing, amending and supplementing some regulations on the responsibility of recycling and handling packaging products of organizations and individuals producing and importing (abbreviated as EPR); amending some regulations on waste management; amending and supplementing some regulations on environmental protection in production, business, service, urban and rural activities...; amending and supplementing some explanations of words, some technical errors in references, some terms to comply with the provisions of current relevant laws...
The leaders of the Ministry of Natural Resources and Environment have received comments from Government members on the proposed amendments to a number of policies to enhance the effectiveness of state management of environmental protection, such as scrap import activities, recycling activities, waste treatment, garbage, wastewater, etc.
At the same time, Minister Do Duc Duy and Deputy Minister Le Cong Thanh also gave opinions to fundamentally remove obstacles and difficulties in implementing EPR regulations according to the provisions of the Law on Environmental Protection. These include tasks on consolidating and organizing meetings of the National EPR Council as well as the activities of the National EPR Council Office; developing and promulgating a number of detailed regulations on EPR implementation; developing financial mechanisms, inspection and examination work; as well as proposing the establishment of a resource recycling industrial park between the Ministry of Natural Resources and Environment of Vietnam and the Ministry of Environment of Korea according to the Cooperation Agreement signed between the two Parties (this is a task assigned in Directive No. 33/CT-TTg dated August 10, 2020 of the Prime Minister on strengthening the management, reuse, recycling, treatment and reduction of plastic waste).
Minister Do Duc Duy requested that specialized agencies continue to promptly carry out assigned tasks in developing environmental policies and laws. Closely follow the comments of Government members to complete documents and policies. For opinions that are not yet unified, it is necessary to continue reporting, explaining and clarifying, in order to ensure the harmony of national, people and business interests in the environmental field.
