Dak Lak leads the Central Highlands region in disbursing public investment capital

The meeting was chaired by Vice Chairman of the Provincial People's Committee Truong Cong Thai with the participation of representatives of departments, branches, localities and investors.

Data at the meeting showed that in 2024, the total planned investment capital in the province is more than 5,787 billion VND, of which the central budget is more than 2,588 billion VND and the local budget is more than 3,198 billion VND. The whole province has disbursed more than 3,475 billion VND, reaching 84.6% of the plan.

Vice Chairman of the Provincial People's Committee Truong Cong Thai chaired the meeting.

In 2025, the total public investment plan is over VND 9,401 billion, of which the central budget is over VND 5,440 billion and the local budget is nearly VND 3,966 billion. The province has allocated more than VND 8,607 billion to each project category, reaching 91.6% of the plan. As of March 25, 2025, nearly VND 870 billion has been disbursed, reaching 12.4% of the plan, an increase of 2.1% over the previous month. If calculated according to the capital assigned by the central government, the disbursement rate reached 19.5% of the plan (according to the Ministry of Finance's report), higher than the national average of 12.18%, ranking first in disbursement for the 5 Central Highlands provinces, ranking 4th out of 63 provinces and cities and ranking 6th out of 111 units assigned to implement the public investment plan.

Although the disbursement rate in the first 3 months of 2025 reached a good rate, it still did not meet the set plan, mainly because some projects are in the process of completing the paid volume; some projects have been completed, and the investor is completing the project settlement approval procedures. In addition, the implementation of compensation, support, and resettlement work is still slow due to problems in some contents regarding determining the legality of land records, lack of resettlement land; planning of land mines for exploitation to implement the project, adjusting planning, and land use plans are still slow...

Chairman of Buon Ma Thuot City People's Committee Vu Van Hung gave his opinion at the meeting.

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Truong Cong Thai suggested that in the coming time, agencies, units and localities need to continue to coordinate to speed up the implementation progress and disbursement of public investment capital; handle the situation of projects with long-term advances that have not been completed. Relevant units proactively coordinate closely in implementing site clearance work, in order to promptly hand over the site to the contractor for construction according to the project implementation schedule; focus on implementing measures to ensure traffic safety during the construction of works and projects; accept and pay for completed projects that have been put into use.

For contractors with poor capacity and construction that do not meet the plan, the volume of work will be transferred to other units to speed up the project progress. For units assigned with land use fee collection plans, they will urgently implement plans to collect land use fees and land use right auction proceeds to ensure investment capital for projects already in the plan.
