According to Plan 243/KH-HU, Thanh Tri District Party Committee identified the branch and party congresses at all levels towards the District Party Congress for the 25th term (2025-2030) as an important political activity of the Party Committee, government and people of Thanh Tri District. The congresses will carry out four tasks: summarizing the implementation of the resolutions of the branch and party congresses for the 2020-2025 term, building goals, directions, tasks and solutions for the 2025-2030 term; discussing and giving comments on the documents of the 14th National Party Congress and documents of the congresses at the direct higher level; electing the executive committee for the 2025-2030 term and electing the delegation to attend the congress at the higher level.
Regarding the personnel standards for participating in the Party Committee, strictly implement the Party's regulations, the State's laws, Directive No. 35/CT-TW of the Politburo, Plan No. 258/KH-TU of the Hanoi Party Committee and Plan 243/KH-HU of the District Party Committee.
The time to calculate the age of participation in Party committees, authorities, Fatherland Front, and grassroots socio-political organizations is April 2025, and at the district level, June 2025. Comrades participating in Party committees, authorities, Fatherland Front, and socio-political organizations for the first time must have at least one full term of service or more at the time of the start of the organization of Party congresses at each level, the time of election or congress of each organization according to regulations. Comrades recommended for re-election to Party committees must have at least half of a term (30 months) of service or more at the time of the start of the organization of Party congresses at each level .
Regarding the Party Committee's personnel structure, strive to achieve a rate of female Party Committee members of 15% or more and have female cadres in the Party Committee's Standing Committee, strive to achieve a rate of young cadres (under 42 years old for district level; under 40 years old for commune level) of 10% or more (including the entire term). The number of members of the Thanh Tri District Party Committee's Executive Committee is no more than 43 comrades, the number of Standing Committee members is no more than 13 comrades; at the grassroots level, there are no more than 15 comrades, the number of members of the Commune Party Committee's Executive Committee is no more than 5 comrades.
Regarding the progress of organizing congresses, congresses of Party cells under the grassroots Party Committees will start from January 2025 and be completed before March 15, 2025. Congresses of Party cells and grassroots Party Committees under the District Party Committee will start from April 2025 and be completed before June 15, 2025. Congresses of Party delegates of the District Party Committee will be completed before August 15, 2025. The time to organize the model congresses at the grassroots level will be in the first quarter of 2025. The Standing Committee of the District Party Committee will select 1 Party Committee of a commune or town; 1 Party Committee of the administrative and public service sector to direct the implementation.
Speaking at the conference, Secretary of the District Party Committee, Chairman of the Thanh Tri District People's Committee Nguyen Tien Cuong requested that Party committees at all levels, especially the leading comrades, take time to thoroughly study, focus on leadership, thoroughly direct, and promptly implement Directive No. 35 of the Politburo, Plan No. 258 of the City Party Committee, Plan No. 243 of the District Party Committee and related documents on congress work, concretize them into the practical situation and conditions of their Party cells and committees, ensuring compliance with regulations, progress, quality, and efficiency.
To successfully organize the Party Congresses at all levels for the 2025-2030 term, Party committees at all levels must really focus on doing a good job of preparation according to the motto of carefully reviewing each task, doing it well, following the plan, on schedule, not being subjective, taking any stage lightly, not showing off or formalistic; focusing on leading, directing, thoroughly grasping, training, and providing specific and strict instructions on the contents of the Congress organization work for the Party cells and Party committees at their level. Appropriately arranging human resources and material facilities to serve the preparation and organization of the Congress. Launching extensive emulation movements in the political system, in agencies, units and all classes of people, practically creating a vibrant emulation atmosphere towards the Congress. Each commune and town strives to have at least 1 project with a signboard welcoming the Party Congresses at all levels associated with the celebration of major holidays in 2025.
Party committees and authorities at all levels review, focus on leadership and direction to successfully complete political targets and tasks in 2024, associated with the completion of all targets and tasks according to the Resolution of the Party Congresses at all levels for the 2020-2025 term, creating motivation for competition and excitement to successfully organize the Congress for the 2025-2030 term.
