The large area of ​​land on the left side of the road from Rao Bridge to Do Son in Tan Thanh Ward, Duong Kinh District, Hai Phong City is easily mistaken for a place for people to graze cattle, because weeds grow everywhere and buffalo waste is everywhere. The entrance gate is surrounded by a pen for keeping buffaloes.

Talking to Nguoi Dua Tin, Ms. Do Thi Minh Nhue, in Tan Thanh ward, was upset: “In the past, local people grew rice once a year, raised aquatic products, and raised ducks with high economic efficiency. About 20 years ago, the Hai Phong City government reclaimed the land and then handed it over to a business to do the project. After building a surrounding wall, building an entrance gate, and leveling the ground, the entire land was abandoned. Regretting the loss, taking advantage of the rampant weeds, some people in the ward grazed buffaloes, cows, goats, and raised ducks... About 2 years ago, some households "broke through the fence" to dig ponds to raise shrimp and fish.

At meetings with voters of the Hai Phong City People's Council, the former Kien Thuy District People's Council, now Duong Kinh District People's Council, we, the people, have repeatedly expressed our opinions and made recommendations to authorities at all levels to find a way to prevent valuable land resources from being abandoned and wasted. However, despite years of opinions and recommendations, the issue has not been resolved.

Not only Mrs. Nhue, but many people in Tan Thanh ward shared the same sorrow and regret. Because, currently, the price of land in the road frontage area is up to more than 30 million VND/m2. And for routes 2 and 3, it is also 15-20 million VND/m2. They expressed their wish that the Hai Phong City government would reclaim and then organize an auction of land use rights, or assign a capable unit to implement housing, urban and commercial projects, not only to solve the problem of abandoned land, but also to bring in a large source of revenue for the budget.

The entrance area of ​​the "mega project" that was reclaimed by Hai Phong City is now overgrown with trees and weeds.

According to our research, on May 15, 2003, the People's Committee of Hai Phong City issued Decision No. 1019 to lease more than 41 hectares of land in Tan Thanh Commune, Kien Thuy District (now Tan Thanh Ward, Duong Kinh District) to the Vietnam Chamber of Commerce and Industry (VCCI) to build the Do Son entertainment area. However, the Do Son entertainment area project as well as the urban area construction project proposed by VCCI to replace it later remained on paper.

When will there be an ecological urban area?

Talking to Nguoi Dua Tin, Mr. Nguyen Duy Hung, Chairman of Tan Thanh Ward People's Committee, Duong Kinh District, Hai Phong City, said that after being allocated land, at the end of 2003, VCCI proposed and was approved by Hai Phong City People's Committee to carry out procedures to change the land use purpose to urban area construction. To implement the Tan Thanh urban residential area project, VCCI entered into a joint venture with a number of units to establish the Construction-Trade-Tourism Investment and Development Joint Stock Company.

However, on November 17, 2008, the People's Committee of Hai Phong City issued Decision No. 1942 to cancel the legal value of Decision No. 1019, reclaimed more than 41 hectares of land leased to VCCI and handed it over to the Land Fund Development Center under the Department of Natural Resources and Environment of Hai Phong for management.

For over 2 years now, in addition to raising buffalo, some households have "broken the rules" and dug ponds to raise shrimp and fish.

Then, on March 23, 2010, in Notice No. 79, the Chairman of Hai Phong City People's Committee agreed in principle to allow Van Xuan Urban Development Investment Joint Stock Company (renamed Construction-Trade-Tourism Investment and Development Joint Stock Company) to continue implementing the Tan Thanh urban residential area construction project. On July 5, 2012, Hai Phong City People's Committee issued Notice No. 193, which stated: "Agreeing on the level of guarantee deposit according to the project's investment phases in cash of 10 billion VND at the Hai Phong State Treasury" for Van Xuan Urban Development Investment Joint Stock Company.

On May 2, 2019, the People's Committee of Hai Phong City issued a document canceling the legal value of Notice No. 79 and Notice No. 193 mentioned above. At the same time, it assigned relevant authorities to carry out procedures to terminate the operation of the Tan Thanh urban area construction investment project. In 2020, the People's Committee of Hai Phong City issued a decision approving the plan to refund the legal investment value when reclaiming land for lease to VCCI.

Currently, Tan Thanh ward residents are wondering where the local "golden land" will go after the Tan Thanh urban area construction investment project is terminated. Regarding this issue, according to our research, in mid-2022, Hai Phong City People's Committee issued a document agreeing in principle to the planning plan for the Southeast Hai Phong ecological urban area in Duong Kinh and Do Son districts with a scale of more than 1,700 hectares, including an area of ​​more than 40 hectares recovered from VCCI. Hopefully, Hai Phong City authorities will soon realize this plan to eliminate the "buffalo pen" in the heart of the city that has caused headaches for so long.
