The Vietnam Road Administration has just responded that the driving license test must be conducted using software that simulates traffic situations, which is inappropriate, does not accurately assess reality, and wastes a lot of people's time and money.

Specifically, the Vietnam Road Administration said that the software simulating traffic situations applied in training, testing, and granting driving licenses is regulated in Decree No. 138/2018 amending and supplementing a number of articles of Decree No. 65/2016 on business conditions for car driver training and testing services; Circular No. 38/2019 and Circular No. 01/2021 of the Ministry of Transport regulating training, testing, and granting driving licenses.

Evaluating the software that simulates traffic situations to help learners recognize and predict dangerous and unsafe traffic situations that may occur while participating in traffic, the Vietnam Road Administration said that dangerous and unsafe traffic situations were developed by the Administration in coordination with the Office of the National Traffic Safety Committee, agencies of the Ministry of Transport, and traffic experts based on traffic accidents that caused serious or extremely serious consequences in Vietnam.

In addition, the traffic simulation software is built on the basis of research on simulation software used for learning, testing, and granting driving licenses in the UK, Australia, Japan, Singapore, etc. The content of the situations is illustrated visually through video clips and 3D graphics. The software is built and installed on computer systems and mobile phones for people to study and practice.

Vietnam Road Administration explains that traffic simulation software helps learners recognize and predict dangerous and unsafe traffic situations that may occur while participating in traffic.

The software simulating traffic situations will be transferred to driving training facilities to organize training from January 1, 2022, and to testing centers to organize review and testing from June 15, 2022. The software has been updated for the first time from August 29, 2022, and the second time from February 15, 2024.

In January 2024, the Vietnam Road Administration instructed the Departments of Transport to access the website www.gplx.gov.vn to download the updated software to simulate traffic situations and officially implement it nationwide from February 15, 2024.

Vietnam Road Administration also revealed that, through reports from Departments of Transport and driver training and testing centers, the current rate of meeting the requirements of testing content using software simulating traffic situations is over 80% .
