Thanh Chuong voters worried about fraud and property appropriation via social networks

On the morning of November 1, delegates of the Provincial People's Council: Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council and Tran Thi Thanh Huyen - Deputy Secretary of the Party Committee of Dai Dong commune had a meeting with voters before the 17th session of the 18th Provincial People's Council, term 2021 - 2026 in 9 communes of Cat Ngan area, Thanh Chuong district.

Also participating in the meeting with voters was comrade Nguyen Hai Duong - Member of the Provincial Party Executive Committee, Secretary of the District Party Committee, Chairman of the People's Council of Thanh Chuong district.

Expected to question 2 groups of issues

The meeting with voters heard the report of Provincial People's Council delegate Tran Thi Thanh Huyen on the expected content and agenda of the 17th session of the Provincial People's Council; in which, the Provincial People's Council will consider 35 reports and consider and approve 30 draft resolutions on socio-economic issues.

At this session, the Provincial People's Council plans to question two groups of issues: Current status and solutions for management and effective use of land originating from state-owned farms and forestry farms and youth volunteer teams; Solutions to develop Nghe An tourism into a spearhead economic sector in the spirit of Resolution No. 39-NQ/TW dated July 18, 2023 of the Politburo on building and developing Nghe An province to 2030, with a vision to 2045.

Provincial People's Council delegate Tran Thi Thanh Huyen also announced the results of handling Thanh Chuong district voters' petitions before, during and after the 14th session of the 18th Provincial People's Council, term 2021 - 2026.

Voters reflect and propose many issues

In the spirit of democracy and responsibility, many voters expressed their thoughts and reflected on many issues that are causing difficulties, obstacles, limitations, and concerns at the grassroots level, and made recommendations for all levels and sectors to research and resolve them.

Voter Bui Gia Hao (Cat Van Commune) reported that on National Highway 46, the section passing through Cat Van Commune has sharp curves, limited visibility, and frequent traffic accidents, including 4 deaths in the past 4 years. Therefore, it is recommended that relevant agencies and sectors take timely measures, installing barriers with light-blocking features to warn traffic participants.

Voter Bui Gia Hao also recommended that the province study solutions to overcome the current situation of abandoned agricultural land; invest in upgrading the Cat Van pumping station, which currently does not meet irrigation needs for production.

Also reflecting the state of the degraded pumping station, voter Nguyen Tu Nham (Phong Thinh commune) requested the province to allocate capital to renovate and upgrade Phong Hoa pumping station and invest in building drainage ditches in the commune.

Another issue that voters in Cat Ngan communes are interested in is that the province should propose solutions to remove difficulties and enhance the responsibility of specialized agencies in resolving the issuance of land use right certificates for people, such as in Thanh My commune, there are currently 84 households with land at the 3/2 Phosphate Factory after its dissolution that have not yet been granted certificates. Voters recommended that all levels resolve the frontline civilian labor regime for 26 cases in Cat Van commune.

Voters also expressed their indignation that fraud and property appropriation on social networks are becoming increasingly sophisticated, causing panic and anxiety among people; and requested that all levels and sectors take timely measures to prevent it.

Strengthening propaganda work to bring policies and guidelines into life

After receiving feedback and suggestions from voters, representatives of Thanh Chuong district leaders and district-level departments and branches received and clarified a number of issues under their authority.

Speaking at the conference, comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council highly appreciated the opinions of voters, saying that the issues from practice and the discussions of the district were all valid.

The Standing Vice Chairman of the Provincial People's Council also discussed with voters some major policies of the Central and local governments that are being implemented; including the policy of arranging administrative units at the district and commune levels, the period 2023 - 2025, the province's arrangement plan is expected to merge Cua Lo town and 4 communes of Nghi Loc district into Vinh city; at the commune level, it is expected that there will be 96 units that do not meet the requirements in terms of area and population and the arrangement plan will reduce 46 units, leaving 50 units, after the arrangement, the whole province will have 410 communes. In Thanh Chuong district alone, it is expected that 15 communes will be merged into 7 communes, reducing 8 communes and after the merger, there will be a total of 30 administrative units.

Currently, the plan to reorganize administrative units at district and commune levels has been submitted by the Provincial People's Committee to the Ministry of Home Affairs and after being approved, local authorities will carry out many tasks, trying to complete the merger in 2024. Therefore, it is recommended that districts and communes proactively propagate and carry out tasks as required.

The Standing Vice Chairman of the Provincial People's Council also explained and clarified voters' recommendations related to the regime for non-professional activists in communes and hamlets, the Standing Committee of the Vietnam Fatherland Front and the Standing Committee of mass organizations. Currently, the province is drafting a resolution expected to be submitted to the Provincial People's Council for consideration and approval at the end of 2023 session regarding the concretization of Decree No. 33 of the Government (replacing Decree No. 34 of the Government) with many open contents and increased decentralization for local authorities, including increasing the number of cadres, civil servants, non-professional activists at the commune level as well as the regime for non-professional activists at the commune and hamlet levels. As for the Standing Committee of the Vietnam Fatherland Front and the Standing Committee of mass organizations, they are not subject to the Government's Decree No. 33; but are subject to the support policy according to the resolution issued by the Provincial People's Council. However, the implementation period of the policy for these subjects has lasted for 13 years, so the Provincial People's Council will accept it to continue studying and amending it appropriately.

Regarding voters' recommendations related to fraud and property appropriation not only online but also directly in residential areas; Comrade Nguyen Nam Dinh requested that Party committees, authorities, the Fatherland Front and organizations step up propaganda and that the regular police force in the commune also needs to better promote its role in the task of resolving this situation, in order to ensure security and order in the area.

Regarding the proposed policies and mechanisms, the Standing Vice Chairman of the Provincial People's Council requested localities to step up propaganda and implementation of resolutions on socio-economic development policies and mechanisms issued by the Provincial People's Council; avoid policies that people do not know or do not know enough to benefit from.

Regarding the issue of granting Land Use Right Certificates to people, local authorities at all levels need to closely follow Plan No. 815 of the Provincial People's Committee on granting certificates for outstanding cases to resolve difficulties and problems in the area, ensuring the rights of the people.
