Announcement of Decision and launch of State Bank of Region 7

Attending the Conference were leaders of the Provincial Party Committee, People's Committee, People's Council, National Assembly Delegation of the provinces: Nam Dinh, Ha Nam, Ninh Binh, Thanh Hoa; Leaders of relevant Departments, branches, socio-political organizations, professional associations and a number of enterprises... On the Banking side, there were representatives of a number of units, Departments, Central State Bank Departments and the Board of Directors, key officials of the State Bank Region 7 and Branch Directors of credit institutions in the area...

Implementing Resolution No. 18-NQ/TW dated October 25, 2017 of the 6th Central Conference, Session XII, on a number of issues on continuing to innovate and reorganize the political system to be streamlined and operate effectively and efficiently, the State Bank of Vietnam has recognized this as an important and urgent political task and has thoroughly grasped the spirit of urgency, making efforts to implement it resolutely and effectively with the highest political determination throughout the system. In less than 03 months, the Board of Directors, the collective of civil servants, public employees, and workers of the entire SBV system have united, agreed, reached consensus, and with high determination to basically complete the reorganization of the apparatus, ensuring the right progress and roadmap. In particular, SBV Region 7 includes 04 provinces: Nam Dinh, Ha Nam, Ninh Binh, Thanh Hoa; SBV Region headquarters is located in Thanh Hoa.

On March 1, 2025, the Governor of the State Bank of Vietnam issued Decisions on personnel transfer and appointment of the State Bank of Vietnam, Region 7 branch, specifically: Mr. Tran The Hung, Deputy Director of the State Bank of Vietnam's Internal Audit Department, holds the position of Director of the State Bank of Vietnam, Region 7 branch; Deputy Directors of the State Bank of Vietnam, Region 7 include: Mr. Tong Van Anh, Mr. Dang Van Kim, Mr. Nguyen Van Khiet, Mr. Ngo Lam Son. At the Conference, Deputy Governor of the State Bank of Vietnam Pham Quang Dung presented the decision to the Board of Directors of the State Bank of Vietnam, Region 7, and the heads and deputy heads of departments.

After the reorganization, the total number of civil servants and employees in Region 7 is 193 people. The organizational structure of the State Bank of Vietnam Region 7 after the reorganization includes 7 departments: General Department; Regional State Bank Inspectorate; Department of Management and Supervision of Banks, Foreign Bank Branches and Other Organizations; Department of Management and Supervision of People's Credit Funds, Microfinance Institutions, Microfinance Programs and Projects; Department of Accounting - Payment; Department of Currency - Treasury; Department of Administration - Personnel.

The restructuring of the SBV's apparatus, including 15 regional SBVs, is the result of serious and drastic efforts by the SBV's Board of Directors and Steering Committee, implementing the consistent directions of the Central Committee, the Politburo, and the Secretariat on implementing the "revolution" of streamlining the apparatus, which is a key and urgent task, of special significance to the country's development in the new era. In the coming time, the SBV will continue to carry out related tasks to ensure progress, quality, and improve the effectiveness and efficiency of state management, meeting the requirements.
