On the morning of June 16, the Vietnam Register held a conference to disseminate Decree 30 amending and supplementing a number of articles of Decree 139 on motor vehicle inspection service business.
At the conference, Mr. Nguyen Van Phuong, Head of Inspection Department (Vietnam Register) said that there are many new points with the 5 principles of "5 tightening, 5 loosening" in Decree 30.
Accordingly, Decree 30 is designed in an open direction, allowing automobile warranty and maintenance facilities, transportation units, and inspection units of the Police and Military to participate in providing inspection services. In fact, the Police and Military forces have participated in supporting the inspection of civil motor vehicles in urgent cases.
Mr. Phuong emphasized that establishments participating in maintenance services must commit to working 5 days/week. In addition, establishments wishing to participate in inspection services must ensure conditions regarding facilities and human resources.
Specifically, the area must be 1,250m2 for inspection units with one type I inspection line; 1,500m2 for inspection units with one type II inspection line and 2,500m2 for inspection units with two inspection lines.
At the same time, it must meet the regulations on the inspection workshop with dimensions of 30m long, 4m wide and 3.5m high (for workshops with only one type I inspection line); Similarly, for workshops with only one type II inspection line, there must be a workshop with a length of 36m, a width of 5m and a height of 4m...
Regarding human resources, the inspection unit includes the unit leader, the person in charge of the inspection line, the senior motor vehicle inspector, the inspectors and the professional staff. Of which, there must be at least 1 unit leader qualified to sign the inspection certificate; at least 1 senior motor vehicle inspector in charge of the inspection line. Each inspection line must have at least 2 inspectors to ensure that all inspection stages are performed.
In addition to the opening points, Mr. Phuong also said that Decree 30 also has many tightening points. Among them, it stipulates stricter management of licensing for inspection units.
Accordingly, the investment policy approval document will be issued by the local authority instead of the Registry Department as before.
Decree 30 also clearly and transparently decentralizes the responsibility of State management at the central and local levels in licensing and managing the activities of inspection units and inspectors.
In order to strengthen local management, the Department will install and connect camera surveillance systems from the Inspection Centers to the Departments of Transport.
At the same time, the Department is also developing its own management system, providing it to each Department of Transport so that it can continuously check and monitor the number of inspection centers operating in the area.
In particular, Decree 30 also increases sanctions for violations by inspection units and inspectors to increase deterrence. It increases the responsibility of inspection units and binds the responsibility of the organization that established the inspection unit if violations occur.
