The project to develop the application of population data, electronic identification and authentication to serve national digital transformation in the period of 2022 - 2025, with a vision to 2030 (Project 06) is of great significance, creating a breakthrough in implementing digital transformation to bring many practical utilities and services, serving people and businesses better and better.

After the implementation period, Vietnam Social Security recorded many remarkable results. Accordingly, the unit successfully connected to the National Population Database (DB) as soon as it was officially put into operation.

To date, the Vietnam Social Security System has authenticated 83,477,695 demographic information in the database managed by Vietnam Social Security with the national population database. At the same time, Vietnam Social Security has also shared and provided 107,157,011 health insurance information records with the national population database. This is an important premise for standardizing data to serve the management, reform, and connection of administrative procedures (TTHC), and reducing citizen paperwork.

Second, Vietnam Social Security deploys technical solutions to ensure the gradual use of chip-embedded Citizen Identification Cards (CCCDs), applying the National Electronic Identification (VNEID) to replace paper health insurance cards for health insurance examination and treatment; directing provincial Social Security to promote the use of chip-embedded CCCDs in health insurance examination and treatment.

Vietnam Social Security strives for comprehensive digital transformation, improving service quality for participants of social insurance, health insurance, and unemployment insurance.

Currently, nationwide, there are 12,427 medical facilities implementing health insurance treatment using chip-embedded ID cards (reaching 96.99% of the total number of health insurance treatment facilities nationwide), with 25,738,015 successful searches of health insurance card information using ID cards to serve health insurance treatment procedures.

With the active coordination of the Ministry of Public Security and the Government Office, Vietnam Social Security restructured its business processes and completed the integration of the Family Health Insurance Card Renewal service with reduced contribution levels on the National Public Service Portal from July 2022. As a result, the Vietnam Social Security system received renewals for 1,301 health insurance cards made through this service.

Vietnam Social Security proactively coordinates with the Ministry of Public Security, the Government Office and relevant ministries and branches to adjust and upgrade software, share and connect with the Interconnected Public Service Software, meeting the requirements for issuing health insurance cards for children under 6 years old and resolving funeral allowances in the interconnected public service groups "birth registration - permanent residence registration - issuance of health insurance cards for children under 6 years old" and "death registration - cancellation of permanent residence registration - funeral allowance".

Up to now, the Social Insurance of 2 localities (Ha Nam and Hanoi) has been deployed as a pilot to receive and handle 30,119 applications for health insurance cards for children under 6 years old and 1,104 applications for funeral expenses through 2 groups of interconnected public services.

Vietnam Social Security, in coordination with the Ministry of Labor, War Invalids and Social Affairs and the Government Office, successfully integrated the service "Unemployment benefit settlement" on the National Public Service Portal from April 12, 2022. As of May 16, 2023, Vietnam Social Security received from the National Public Service Portal to confirm and return the social insurance payment process for 131,875 cases serving the settlement of unemployment benefits for employees.

On January 19, 2023, Vietnam Social Security deployed the integration of the service "Registering for voluntary social insurance payment" on the Vietnam Social Security Service Portal and the National Service Portal. As a result, the system currently receives and processes 170 transactions of Registration for voluntary social insurance payment. Vietnam Social Security successfully integrated the remote digital signature service (digital signature on mobile devices). On this basis, Vietnam Social Security will continue to adjust the software to meet the requirements of deploying the service of Settling one-time social insurance benefits.

Currently, Vietnam Social Security is continuing to coordinate with the Ministry of Public Security to exploit household data from the national population database to deploy the Health Insurance Registration Service for people who only participate in health insurance.

In addition, implementing the Prime Minister's direction, Vietnam Social Security coordinated with the Ministry of Public Security to deploy the application of biometric authentication technology on chip-embedded ID cards and on data of the National Population Database to limit and prevent profiteering when paying and enjoying social insurance, health insurance, and unemployment insurance regimes.

Currently, the unit is piloting the integration of biometric authentication technology in health insurance services in Hanoi, Quang Binh and in receiving documents and returning results of administrative procedures at the one-stop department of Binh Duong Provincial Social Insurance and Dong Da District Social Insurance (Hanoi).

In coordination with the implementation of the Electronic Health Book (ESH), Vietnam Social Security (VSS) joined the Ministry of Health in developing and issuing Decision No. 3704/QD-BYT dated November 11, 2022 regulating the group of basic health information in the national database on insurance. Vietnam Social Security also coordinated with the Ministry of Public Security to complete the data sharing function via the web (API) to share medical examination and treatment data from the Vietnam Social Security System to the national population database for integration and display on the VNEID application.

On March 6, 2023, Vietnam Social Security issued Official Dispatch No. 589/BHXH-CNTT to the Ministry of Health regarding the implementation of the Electronic Health Insurance Book, in which Vietnam Social Security proposed that the Ministry of Health develop an implementation roadmap and data exploitation subjects according to Decision No. 3704/QD-BYT dated November 11, 2022 so that relevant units have a basis for implementation; urge all medical examination and treatment facilities to provide complete data according to the information fields prescribed according to the implementation roadmap to the Data Receiving Portal of the Health Insurance Assessment Information System of Vietnam Social Security.

Currently, Vietnam Social Security has completed upgrading the software and adding functions to support the Ministry of Health in connecting driver health examination data, birth certificates, and electronic death certificates through Vietnam Social Security's infrastructure to serve the implementation of online driver license issuance and re-issuance services and deploying connected services according to Project 06.

Up to this point, nationwide, 1,273 medical facilities have been approved to send driver health examination data, of which 972 facilities have sent data with 294,438 data sent; 851 medical facilities have sent birth certificate data with 60,953 data sent and 250 medical facilities have sent death certificate data with 916 data sent.

Finally, Vietnam Social Security adjusted and upgraded the software system to deploy the issuance of electronic copies of social insurance books and health insurance cards according to Decision No. 490/QD-BHXH dated March 28, 2023 amending and supplementing a number of articles of the Procedures for collecting social insurance, health insurance, unemployment insurance, occupational accident and disease insurance; managing social insurance books and health insurance cards issued together with Decision No. 595/QD-BHXH dated April 14, 2017 of the General Director of Vietnam Social Security and amending and supplementing Article 1 of Decision No. 505/QD-BHXH dated March 27, 2020 of the General Director of Vietnam Social Security.

During the implementation of 2 groups of interconnected public services (birth registration - permanent residence registration - health insurance card issuance for children under 6 years old; death registration - permanent residence cancellation - funeral allowance), Vietnam Social Security will issue electronic copies of the results of administrative procedure settlement (health insurance card for children under 6 years old and electronic copy of the Decision on funeral allowance).

Thus, the implementation of digitalization of all results of administrative procedure settlement and the connection, interconnection, data sharing, and provision of online public services of Vietnam Social Security are important premises for reforming administrative procedures, implementing digital transformation, improving capacity, management efficiency, and service quality of Vietnam Social Security in helping to reduce time and costs for organizations and individuals when transacting with social security agencies, contributing to the successful construction of a digital government.

The efforts and positive results achieved by the Vietnam Social Insurance sector have been recognized, highly appreciated by the Prime Minister and commended for their active and determined spirit in implementing Project 06 in the past time in Directive No. 05/CT-TTg dated February 23, 2023 on continuing to promote the implementation of Project 06 in ministries, branches and localities in 2023 and the following years.

Identifying the implementation of Project 06 as a key task of the Vietnam Social Security sector, the Party Executive Committee of Vietnam Social Security has just issued Resolution No. 362-NQ/BCSĐ to continue leading and directing the entire sector to strengthen the implementation of Project 06.

This Resolution has pointed out 7 groups of tasks and solutions to achieve specific targets and objectives associated with each stage, in which the goal by 2023 is to achieve: 100% of participants declaring their personal identification numbers and CCCDs, updated in the database managed by Vietnam Social Security and authenticated with the national population database; expanding transactions with all banks eligible for connection when performing online payment procedures on the National Public Service Portal; 80% of the Industry's administrative procedures eligible for providing full-process online public services are integrated and provided on the National Public Service Portal.
