According to the Road Network Planning for the period 2021 - 2030, with a vision to 2050 approved by the Prime Minister in Decision No. 12/QD-TTg dated January 3, 2025, the Ca Mau - Dat Mui expressway is planned to be about 90km long with a scale of 4 lanes and the investment process before 2030.
Pursuant to the conclusion of Prime Minister Pham Minh Chinh in Notice No. 563/TB-VPCP dated December 19, 2024 of the Government Office, the People's Committee of Ca Mau province has conducted a preliminary study on the investment plan for the construction of the Ca Mau - Dat Mui expressway and discussed with the Ministry of Construction on the preparation of project investment.
Preparing to invest in Ca Mau - Dat Mui expressway
At the meeting between the Minister of Construction and the leaders of Ca Mau province on February 14, 2025, the Minister of Construction basically agreed with the province's proposal on the policy of early implementation of investment preparation work, route orientation..., and at the same time gave opinions on the province's proposal on the project management agency "in case the Ministry of Construction carries out investment preparation work, the People's Committee of Ca Mau province is requested to report to the Prime Minister for direction".
Regarding the construction plan: according to the preliminary study of the People's Committee of Ca Mau province and the results of the working session, the expressway has its starting point in Ca Mau city (connecting the North-South expressway in the East, the component project of Hau Giang - Ca Mau section, currently under construction) and its end point is in Ngoc Hien district, Ca Mau province (intersecting with Ho Chi Minh road, Nam Can - Dat Mui section), the investment scale is 4 expressway lanes (roadbed width Bnền = 24.75 m) according to the National Technical Regulation on expressways QCVN 117:2024/BGTVT. To suit the complex geological characteristics of the area, mainly deep weak soil, difficulties in the ability to supply materials, the route passes through aquaculture - seafood farming areas, protective forests... so it is expected to study the embankment combined with the use of viaducts.
Regarding investment resources, the Ministry of Construction assessed that the route has important political significance and is of interest to Party and Government leaders; when completed, it will connect the southernmost point of the country - Ca Mau Cape with Ca Mau city and the whole country; the project area does not have many industrial parks, urban areas and socio-economic conditions are still difficult, so research on investment in the form of public investment is appropriate.
In Notice No. 563/TB-VPCP dated December 19, 2024, the Prime Minister directed "Ca Mau province to allocate local budget to carry out site clearance work". However, the People's Committee of Ca Mau province reported that the province is still facing many difficulties and has not been able to balance its budget while focusing on implementing many key tasks... If the entire local budget is allocated for site clearance work, it will put great pressure on the provincial budget, leading to difficulties for the locality in balancing resources to carry out socio-economic development tasks, so the province has proposed maximum support from the central budget for site clearance work.
Regarding this content, the Ministry of Construction recommends that the Prime Minister consider assigning the Ministry of Finance to preside over balancing and arranging capital from the source of increased central budget revenue in 2024 in combination with other legal capital sources, and report to competent authorities for consideration and decision.
Use of public investment capital
Regarding investment progress: according to the approved planning, the Ca Mau - Dat Mui expressway will have an investment progress before 2030; in Notice No. 563/TB-VPCP dated December 19, 2024, the Prime Minister directed "to strive to start construction in 2025". At the same time, during the visit and working session with the Executive Committee of the Ca Mau Provincial Party Committee, General Secretary To Lam concluded and directed "relevant agencies to resolve within their authority, ensuring compliance with legal regulations, in the spirit of creating the most favorable conditions for Ca Mau's development" regarding the recommendations and proposals of Ca Mau province on implementing investment in the Ca Mau - Dat Mui expressway in the period of 2026 - 2030.
Regarding the project management agency: Clause 2, Article 4 of Decree No. 165/2024/ND-CP dated December 26, 2024 of the Government stipulates that "Expressways are managed by the Ministry of Transport (now the Ministry of Construction); Other cases are decided by the Prime Minister". For this project, in Notice No. 563/TB-VPCP dated December 19, 2024, the Prime Minister directed "assigning the People's Committee of Ca Mau province to manage project investment in accordance with the law".
Up to now, in Document No. 1325/UBND-XD dated February 25, 2025, the People's Committee of Ca Mau province has proposed that the Prime Minister consider and assign the Ministry of Construction to perform the task of preparing investment and researching construction plans suitable to the specific conditions of the project.
According to the plan, the Ca Mau - Dat Mui expressway will run parallel to National Highway 1 and Ho Chi Minh Road to Rach Goc town, then to Dat Mui (Ngoc Hien district). This planning direction aims to take advantage of the formation and effective development of the Hon Khoai General Seaport in the future.
Along with the East-West axis routes, the Ca Mau - Dat Mui expressway will be a pillar for the development of the marine economy, exploiting the potential and strengths of the southernmost point of the country, firmly ensuring national defense and security....
