This is a petition from voters before the 7th Session of the 15th National Assembly. Responding to this petition, the Provincial People's Committee said that currently there is no scientific research concluding that planting acacia trees affects groundwater resources, climate change, and soil aridity...

Acacia trees are on the list of main forestry plants regulated in Circular No. 22 dated December 29, 2021 of the Ministry of Agriculture and Rural Development. In terms of physiological properties, acacia trees have the effect of improving the soil, because acacia trees have special roots with parasitic nodules containing bacteria that have the effect of synthesizing nitrogen sources for crops, thereby helping to make the soil fertile.

Regarding biological characteristics: Acacia is a fast-growing tree species, adaptable to many different site conditions, with a wide planting range. Acacia can grow in harsh site conditions where other species cannot grow and develop.

With the physiological and biological characteristics of acacia as mentioned above, in the past time, the province has planted more than 210,000 hectares. Therefore, planting acacia affects groundwater resources, climate change, soil aridity... requiring specific scientific research.

However, acacia trees grow quickly and are easily broken by storms. Quang Nam province is researching and selecting tree species suitable for each site condition; gradually converting swidden fields to multi-purpose production forests to serve the processing industry, get wood for houses and cultural works in mountainous areas; prioritize planting native tree species suitable for the soil...

Regarding mechanisms and policies, in recent years, with the goal of contributing to increasing income and improving people's lives, the Provincial People's Council has issued a number of policies and mechanisms for mountainous districts to develop production, including Resolution No. 09 dated April 21, 2022, regulating the mechanism to encourage the conservation and development of Ngoc Linh ginseng and other medicinal plants in Quang Nam province for the period 2022 - 2025, orienting the development of large-scale production of Ngoc Linh ginseng and other medicinal plants, creating favorable conditions for the formation of concentrated raw material areas;

Resolution No. 17 dated December 17, 2019 on policies to encourage the development of cooperation and association in production and consumption of agricultural products in the province; Resolution No. 40 dated December 7, 2017 of the Provincial People's Council on support mechanisms for the conservation and development of Tra My cinnamon trees in the province, period 2018 - 2025.

Currently, the province is directing the Department of Agriculture and Rural Development to develop a project to support large-scale timber plantation combined with rice support for the area of swidden land converted to forest plantation. Therefore, departments, branches and localities are propagating and mobilizing people to participate in large-scale timber plantation, gradually converting acacia (small-scale timber) plantations to large-scale timber plantations.
