According to news from the Office of the President, on the morning of April 18, at the Presidential Palace, President Vo Van Thuong presented the Decision appointing Mr. Pham Quang Hieu, Deputy Minister of Foreign Affairs, Chairman of the State Committee for Overseas Vietnamese, as Ambassador Extraordinary and Plenipotentiary of the Socialist Republic of Vietnam to Japan, concurrently to the Republic of the Marshall Islands for the 2023-2026 term.

In his acceptance speech, Mr. Pham Quang Hieu expressed his honor and emotion to be the first ambassador to have the appointment decision signed and handed over by President Vo Van Thuong.
Japan is one of Vietnam's leading important partners, and the relationship between the two countries is constantly developing in all areas. Expressing his deep awareness of the importance, honor and responsibility of being appointed Ambassador at a time when Vietnam and Japan are celebrating the 50th anniversary of diplomatic relations and nearly 10 years of the Extensive Strategic Partnership for Peace and Prosperity in Asia, Ambassador Pham Quang Hieu pledged that during his term he will make every effort to contribute to fostering the strong development of the relationship between the two countries.

Along with that, it is necessary to coordinate with relevant agencies of the two countries to increase delegation exchanges, especially high-level delegations; create favorable conditions to serve the people and businesses of the two countries, contributing to promoting economic diplomacy.
Japan is an important strategic partner in ODA, trade and investment of Vietnam. Vietnam is also the leading country in the number of foreign workers working in Japan.

Therefore, the Ambassador and the Embassy's staff will strongly promote cooperation in the fields of infrastructure investment, high-tech development, digital transformation, green transformation, etc.; promote people-to-people exchanges and cooperative relations between localities of the two countries; at the same time, promote research and advisory work, build and strengthen internal solidarity to successfully complete assigned tasks.
On the same day, April 18, at the Presidential Palace, President Vo Van Thuong received the Ambassador of the United Arab Emirates (UAE) - Mr. Bader Almatrooshi, Ambassador of Sri Lanka - Mr. Sajeewa Umanga Mendis and Ambassador of Chile - Mr. Sergio Narea Guzman presenting their credentials.
