Proactively prevent floods and droughts

This year, the erratic weather conditions have caused rivers, streams, and reservoirs to run out of water more than usual during the dry season. Entering the 2023 rainy season, heavy rains are expected to cause high risks of flooding, so localities are taking the initiative to limit damage.

Accordingly, the provincial Department of Agriculture and localities must proactively develop many plans, especially renovating and reinforcing reservoirs to both prevent storms and floods during the rainy season and store water for the dry season because according to forecasts, the 2023-2024 dry season will come early and last longer.

* Slow water storage reservoir

In the last dry season, the water level of Tri An Lake dropped to its lowest level in more than 10 years, approaching the dead water level. This situation also occurred at many reservoirs in the province. Specifically, Gia Mang Reservoir (Xuan Loc District) also experienced a phenomenon of the water level hitting rock bottom, almost unable to provide water for irrigation. Other reservoirs in the province such as Gia Ui, Nui Le (Xuan Loc District), Suoi Vong (Cam My District) ... also dropped significantly lower than previous years, making water supply for agricultural production areas very difficult.

Currently, the weather in the province has entered the rainy season. According to the forecast of the Dong Nai Province Hydrometeorological Station, from now until September 2023, the number of storms and tropical depressions in the East Sea area is equivalent to the average of many years (about 4-5 storms and tropical depressions). Rainfall is generally 5-10% higher than the average of many years. However, at this time, the water level of most reservoirs in the province is still lower than in previous years.

Specifically, Da Ton Lake (Thanh Son Commune, Tan Phu District), as of the end of June 2023, the lake water level reached nearly 128m, 5.5m lower than the normal water level; capacity of about 4.64 million m3 , only reaching nearly 23.5% compared to the capacity corresponding to the normal water level.

Many reservoirs in Cam My district also experienced much lower water storage compared to the same period every year. Suoi Doi Lake in Lam San commune had a reservoir capacity of only about 45% of its normal water level by the end of June, Suoi Ran Lake in Xuan Tay commune had a capacity of 15%, and Suoi Vong Lake in Xuan Bao commune had a capacity of nearly 8.5%.

The province currently has 137 operating irrigation works including 18 reservoirs, 56 dams, 39 pumping stations, 7 saltwater and flood prevention works, 3 source canals and 14 drainage canals.

Mr. Le Xuan Toan, Deputy Director of Dong Nai Irrigation Works Exploitation Company Limited, said that most of the irrigation reservoirs managed by the company are currently storing less water than in previous years. According to regulations, the storage capacity of reservoirs must be regulated to below 70% of the designed storage capacity to ensure the safety of the works and downstream areas during the rainy season. However, this also causes difficulties in storing water to supply agricultural production in the upcoming dry season, which is forecast to be drier than in previous years.

* Risk of major floods

Faced with complex weather conditions in both the rainy and dry seasons, localities are actively developing and implementing plans and solutions to both prevent floods in the rainy season and retain water for the following dry season. In particular, dredging and reinforcing reservoirs and irrigation works are being focused on.

According to Mr. Le Van Tuong, Vice Chairman of Cam My District People's Committee, the locality is speeding up the construction of natural disaster prevention and control works, irrigation works and promptly reinforcing, repairing, upgrading, and maintaining to ensure the safety of the works, paying attention to vulnerable and key areas at risk of bank breaks and overflows. In addition, the locality is also mobilizing people to donate land to build irrigation and flood drainage works according to the method of "the state and the people working together". Dredging and clearing the flow, at the same time mobilizing people to clear, dredge and clear the flow, remove and clean up obstacles on the banks, river beds, streams, canals, and ditches, to avoid blocking the flow, limiting water drainage. Continue to set up flood warning markers in vulnerable areas in the communes. Instruct and support people in measures to safely brace their houses to prevent roofs from blowing off or collapsing when storms, winds, and tornadoes occur.

Mr. Hoang Kim Thien, Director of Cam My District Agricultural Service Center, commented that the water level of reservoirs in the district is currently lower than the same period last year. In 2023, Cam My District People's Committee assigned the District Agricultural Service Center to invest in the construction, maintenance and repair of 6 irrigation works using irrigation career capital with a total implementation cost of 6.5 billion VND.

According to Mr. Tran Dinh Minh, Deputy Director of the Department of Agriculture and Rural Development, through on-site inspections of a number of reservoirs in the province, localities and reservoir management units have been proactive in regular maintenance and repair, inspection, and clearing of vegetation in construction areas; establishing safety inspection records for reservoirs and dams... In order to ensure the safety of reservoirs and dams during the rainy and flood season, localities are required to urgently carry out tasks such as: Safety inspection of dams and reservoirs; installation of operational monitoring systems; information and safety warning equipment for dams and downstream areas; establishment and implementation of disaster response plans; establishment and implementation of emergency response plans...
