However, the situation of people arbitrarily cutting down trees without permission from authorities still occurs. Some people are even reckless and ready to resist when authorities are on duty, causing a lot of pressure on forest protection work.
* Efforts to preserve the forest
Director of Xuan Loc Protective Forest Management Board Hoang Dinh Long said that in recent times, the unit has regularly organized forces to patrol and control forest land use activities to grasp the situation of residents in the forest area. At the same time, it has coordinated with the People's Committees of related communes and functional agencies to organize patrols, sweeps, and handle violations in forest management, protection, and development. The unit has also strengthened the propaganda of State policies and regulations on forestry through the following forms: direct contact; organizing conferences; coordinating mobile propaganda; distributing leaflets to contracted households...
Thanks to the synchronous implementation of measures, forest management and protection have achieved many positive results. Currently, the unit's land has been used for the right purpose of forestry production, gradually in accordance with the planning of forest types with the area of forest trees and perennial industrial trees occupying the absolute area, creating high coverage, having a positive protective effect.
Through land allocation, it has actively contributed to solving employment problems, creating stable income for many households, contributing to maintaining the stability of rural society in the area. Many households receiving land have overcome difficult times, have relatively stable lives and are increasingly improving.
“In general, most people in the forest area are confident in forestry production and strictly follow the instructions of forest owners and State regulations on forest management and protection,” Mr. Long shared.
* And the pressures
The Xuan Loc Protective Forest Management Board was assigned by the Provincial People's Committee to manage and protect an area of more than 10,300 hectares of forest in Xuan Loc District and part of Binh Thuan Province. Currently, in the forest area, there are more than 2,200 households contracted to cultivate an area of over 7,000 hectares and most of them reside in Xuan Loc District. |
Besides the achieved results, forest management and protection work still faces pressure, because violations of forestry land and exploitation of protective forests are increasing and becoming more complicated.
According to Mr. Hoang Dinh Long, some households receiving contracts in Gia Ui hamlet, Xuan Tam commune often demand benefits by requesting to be granted land use right certificates for them. Although the Xuan Loc Protection Forest Management Board and other levels and sectors have repeatedly organized dialogues, explained, and directly responded at voter meetings that the households' demands are against the law, the people do not agree and even deliberately violate forest protection.
Typically, on May 1, the Xuan Loc Forest Protection Management Board patrolled the Tran Tao Sub-School area and discovered Mr. D.D.T.'s group using 2 chainsaws and 1 tractor to cut down 25 tung and ươi trees with a total volume of more than 74m3.
At the time of inspection, Mr. D.D.T.'s group could not present documents from the competent authority permitting the exploitation of the above mentioned trees. The working group requested an end to the above violations, but Mr. D.D.T.'s group did not cooperate and at the same time challenged the task force.

Previously, on April 19, Mr. T.D.G. (residing in Gia Ui hamlet, Xuan Tam commune) hired people to illegally exploit 14 oil trees planted since 2002 on a contracted area, with a volume of 8.72m3, at Sub-area 204, Tran Tao Sub-school.
Upon discovering the incident, the forest rangers coordinated with the police and the forest owner to be present at the scene to prevent the violation. The forest rangers proceeded to draw up a record of the administrative violation, and Mr. T.D.G. admitted to the violation, but did not sign the record. The case file has been accepted by the competent authority to continue verifying related details as a basis for handling the violation in accordance with the law.
“Many people are uncooperative, some even oppose and do not comply with the forest planting plan or have committed acts of violating forestry laws. There are even cases where they insult and threaten the authorities, entice and incite people not to cooperate with the forest owners, not to comply with the State's regulations on forest management, protection and development... This has put a lot of pressure on the forest protection force,” Mr. Long confided.
Deputy Head of Dong Nai Forest Protection Department Le Viet Dung said that although in the past time, the provincial leaders, relevant departments, branches and sectors have made many efforts in planning, managing, protecting, contacting, dialogue and propagating in many forms, the situation of illegal forest exploitation and land use not in accordance with the contract has occurred in the area of Tran Tao Sub-School with increasingly complex and serious nature and level. Violators cause damage to forest resources and disrupt security and order in the locality.
Violations of forest exploitation must be dealt with decisively, because if not resolutely handled, it will seriously affect the forest management and protection of the forest owner in particular and the forest management and protection of Dong Nai in general. Therefore, after reviewing the report and proposal of the Department of Agriculture and Rural Development, the Provincial People's Committee has issued a specific document directing the handling of violations of illegal exploitation of protective forests at the Xuan Loc Protective Forest Management Board in the coming time.
Specifically, the task of the investigation agency is to urgently investigate, clarify, and strictly handle violators of illegal forest exploitation whose records have been transferred by the forest rangers. The Department of Agriculture and Rural Development continues to direct the forest rangers to inspect and evaluate the management of forest and forestry land contracts at the Xuan Loc Protective Forest Management Board; supervise and support forest owners in the management, protection, and development of forests.
