Since the 11th Provincial Party Congress, provincial and local leaders have organized many dialogues and received citizens to resolve issues that people are concerned about and concerned about. Many dialogues have been successful in resolving long-standing problems, receiving the full support of the people. However, how has the progress of resolving cases after these dialogues and receiving citizens been? Has it met the requirements and expectations of provincial and local leaders, and especially the people?

Entering the 2020-2025 term, citizen reception and dialogue work has been focused on by Party committees and authorities at all levels in the province, becoming a more regular and substantive activity.

Many practical, "hot" issues have been brought up for dialogue in the spirit of looking straight at the truth, not avoiding existing problems and limitations, contributing to strengthening trust, while at the same time setting people's expectations for leaders of Party committees and authorities in promptly resolving legitimate aspirations.

Do not let people suffer

In December 2021, Party Central Committee member and Provincial Party Secretary Nguyen Hong Linh had his first dialogue when he returned to Dong Nai for work. The head of the Provincial Party Committee recognized the inherent shortcomings of the province's industrial development, which is that housing and living conditions for workers are not guaranteed. 60 union members and workers representing over 1,200 workers in the province reflected and made recommendations on issues related to housing construction policies for low-income workers; difficulties in accessing procedures for renting and buying social housing in the past and proposed solutions in the coming time...

Besides, the problem of workers' income and social housing prices still has a large "gap", making the dream of social housing for workers to settle down and work even more difficult to come true.

Also in December 2021, Provincial Party Secretary Nguyen Hong Linh chaired a meeting to listen to the opinions and recommendations of the family of Ms. Huynh Thi Het and Ms. Nguyen Thi Vi (Ms. Het's daughter-in-law), residing in Tan Hanh Ward (Bien Hoa City).

Ms. Het is the owner of a land plot with a total area of ​​over 5,000 m2 belonging to plot number 3, map sheet number 35 and plots number 107, 110, 116, map sheet number 25 in Tan Hanh Ward (Bien Hoa City). In 1997, Ms. Het gave her son Nguyen Thien Trieu and his wife, Ms. Nguyen Thi Vi, an area of ​​100 m2 out of her total of over 5,000 m2 to build a house. However, Ms. Het did not complete the procedures for registering changes in land and assets attached to the land. Ms. Vi and her husband then built a house on the land that Ms. Het gave them to live on.

In 2003, in order to implement the land acquisition policy for the Tan Hanh Ceramic Industrial Park project, Ms. Het's land was subject to acquisition. Ms. Het agreed to hand over the land to the investor, receive compensation and resettlement land according to regulations. Because the land was acquired, Ms. Vi and her husband had to rent a room outside to live. In 2016, Ms. Vi's husband passed away, and the family's situation was very difficult.

After learning about information related to land acquisition and resettlement, Ms. Het realized that the implementation of the State's policy on reviewing and approving resettlement applications for her family was not satisfactory, so she submitted an application for resettlement (as a subsidiary household) for Ms. Vi's family, but it has not been resolved. The case has been going on for many years, Ms. Het and Ms. Vi have submitted an application to the People's Committee of Bien Hoa City and the Provincial Party Secretary requesting resettlement arrangements, hoping for consideration and support.

At this dialogue, Provincial Party Secretary Nguyen Hong Linh assigned the responsibility to Bien Hoa City to apply policies in the best way to ensure the legitimate rights of Ms. Het and Ms. Vi's families. At the same time, he emphasized that when performing public duties, officials and civil servants must not let people suffer. When performing their duties, they must be humane. Through the incident of Ms. Het's family, local officials and civil servants need to learn from experience, must be close to the people in everything they do, when reclaiming land from people to carry out projects, they must do it so that people can benefit from those actions, must not let people suffer.

Listen, learn

In the 2020-2025 term, Dong Nai has considered synchronous investment in infrastructure, including transport infrastructure, as one of the very important and urgent tasks. The province is implementing a series of major national key projects, including component projects assigned by the Government to Dong Nai to be responsible for. For example, the project of Land acquisition, compensation, support, resettlement for the construction of Long Thanh international airport and connecting roads, construction of resettlement areas for the construction of the airport, the Bien Hoa - Vung Tau Expressway project, Ring Road 3, etc.

The common difficulty of the province in implementing projects is land acquisition and compensation and resettlement policies. To solve these difficulties, in addition to the efforts of the Provincial People's Committee and the locality where the project is implemented, the Provincial Party Secretary has directly dialogued with households that still have problems with the policy.

On December 16, 2022, Provincial Party Secretary Nguyen Hong Linh had a dialogue with residents of the Loc An - Binh Son resettlement area. The Loc An - Binh Son resettlement area has an area of ​​over 280 hectares, which is the resettlement area for over 4,300 households subject to complete clearance when implementing the Long Thanh International Airport project. This is considered a model resettlement residential area because of its synchronous and modern investment in technical infrastructure, social infrastructure and record-breaking construction time. However, the completion of the infrastructure system of this residential area is facing difficulties and local planning must be adjusted due to unexpected developments, causing frustration among the people.

At the dialogue, residents of the Loc An - Binh Son resettlement area raised 67 questions focusing on 6 groups of issues: infrastructure construction; environment, clean water; education; culture, society, information, sports, services; vocational training, job creation; security, order, traffic safety.

Provincial Party Secretary Nguyen Hong Linh requested the Party Committee of the Provincial People's Committee to direct relevant agencies and units to issue a document requesting Vietnam Airports Corporation to seriously implement environmental protection measures during the construction of the Long Thanh International Airport project according to the committed content. In particular, focusing on measures to limit dust generation during transportation, construction and project construction activities, not to affect the health and life of the community. The Provincial Party Secretary requested relevant departments and branches to promptly carry out assigned tasks so that local people can soon stabilize their lives.

Recently, on March 17, Party Central Committee member and Provincial Party Secretary Nguyen Hong Linh had a dialogue with 150 people representing households whose land was recovered to serve the project of opening two routes (T1 and T2) connecting Long Thanh International Airport with National Highway 51.

The dialogue with the people demonstrated the spirit of listening and receptiveness of the provincial leaders, recording 28 opinions from representatives of households in the project area. In addition, many other opinions were sent by the people to the Provincial Party Secretary in writing right at the dialogue session with their thoughts, feelings and aspirations. Through the opinions, it can be seen that the people strongly support the Government and the province in implementing the Long Thanh International Airport project, and at the same time hope that the State will resolve the policy of recovering and compensating for land recovered for project implementation in a reasonable and just manner.

Regulation No. 11-QDi/TW dated February 18, 2019 of the Politburo stipulating the responsibility of heads of Party committees at all levels in receiving people, having direct dialogue with people and handling people's reflections and recommendations clearly states:

The head of the Party Committee periodically receives people as follows:

- Heads of provincial and district Party committees receive people at least 1 day a month.

- The head of the commune-level Party Committee receives people at least 2 days a month.

The head of the Party Committee receives citizens unexpectedly in the following cases:

- The case is prominent, complicated, prolonged, involves many people, involves the responsibilities of many agencies, organizations, units or has different opinions among agencies, organizations and units.

- The incident could cause serious consequences, affecting political security, order and social safety.
