On November 17, the Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense of Thanh Hoa province (PCTT, TKCN & PTDS) issued Official Dispatch No. 39 on proactively responding to storm MAN-YI.

According to the bulletin of the National Center for Hydro-Meteorological Forecasting, at 7:00 a.m. on November 17, the center of super typhoon MAN-YI was at about 14.9 degrees North latitude; 123.0 degrees East longitude, in the sea east of the central Philippines; the strongest wind near the center of the super typhoon was level 16, gusting over level 17, moving northwest at a speed of 20-25 km/h; it is forecasted that on November 18, the typhoon will enter the East Sea at level 12, gusting to level 15.
Pursuant to Official Dispatch No. 8712/CD-BNN-DD, dated November 17, 2024 of the Ministry of Agriculture and Rural Development; to proactively respond to the developments of the storm, the Provincial Steering Committee for Natural Disaster Prevention, Search and Rescue and Disaster Relief requests the Steering Committee for Natural Disaster Prevention, Search and Rescue and Disaster Relief of coastal districts, towns and cities and relevant departments, branches and units to closely monitor the developments of the storm; strictly manage means of transport going out to sea; organize the counting of ships and boats, notify owners of means of transport, captains of ships and boats operating at sea of the location, direction of movement and developments of the storm to proactively avoid, escape or not move into dangerous areas.
Dangerous areas in the next 24 hours, from latitude 14.0 - 19 degrees North latitude, East of longitude 118 degrees East longitude; in the next 48 hours, from latitude 15 - 21 degrees North latitude, East of longitude 113.5 degrees East longitude (dangerous areas are adjusted in forecast bulletins). |
Ready forces and means for rescue when required.
Departments and branches, according to their assigned functions and tasks, proactively direct and coordinate with localities to review plans, prepare forces, means and resources to ensure safety and effectiveness in response to storm developments.
Thanh Hoa Newspaper, Thanh Hoa Radio and Television Station, Thanh Hoa Coastal Information Station, and grassroots information systems have increased measures to inform local authorities, owners of vessels operating at sea and people about the storm's developments to proactively prevent and respond promptly and effectively.
Organize on-duty seriously, regularly report to the Standing Office of the Provincial Command for Natural Disaster Prevention and Control and the Standing Office of the Provincial Command for Civil Defense, Natural Disaster Response and Search and Rescue.
