In 2025, the provincial Transport sector plans to implement many important transport projects with a large volume of site clearance work, so it requires the coordination of sectors and localities to speed up the progress of compensation and site clearance.
This year, the Project Management Board (PMU) of the Transport sector's construction investment is assigned to manage public investment in 26 projects, of which: 11 projects are preparing for investment (1 project has completed the preparation of the feasibility study report and submitted it to the Department of Construction for appraisal and approval; 10 projects are in the stage of organizing the preparation of investment policy proposals); 2 projects are implementing site clearance compensation (GPMB).
This is a rather large task, requiring the unit to make efforts right from the start, especially in site clearance work.
For example, the project to upgrade and expand Boi Loi Street (from Lam Vo intersection to Dai Dong intersection, Tay Ninh city) was approved by the Provincial People's Council in the investment policy in Resolution No. 139/NQ-HDND dated March 22, 2024; starting point at Lam Vo intersection with 30/4 Street, ending point at Dai Dong intersection with 784 Street, length of about 5km; total investment of about 433.7 billion VND.
Tay Ninh City People's Committee has issued a notice of land acquisition to people since October 8, 2024. Up to now, the survey work for compensation for site clearance including the survey product records have been inspected and confirmed by the Department of Natural Resources and Environment for quality and quantity in Document No. 501/BXN-STNMT dated January 21, 2025.
The Transport Project Management Board handed over the product documents to the Tay Ninh City Land Fund Development Center on January 22, 2025 to implement the next step.
The project to renovate Cach Mang Thang Tam Street (from Quan Bridge to Dien Bien Phu Street, Tay Ninh City) was approved by the Chairman of the Provincial People's Committee in Decision No. 984/QD-UBND dated May 21, 2024, with a length of 4.6km and a total investment of about 391.4 billion VND. The project implementation period is from 2023 to 2026.
Up to now, the Transport Project Management Board has opened bids for the construction package and is evaluating the bids of contractors.
The 784C Road Project (Bau Nang - Bau Cop) was approved by the Provincial People's Council in its investment policy in Resolution No. 91/NQ-HDND dated July 20, 2023, with the starting point intersecting with Road 781 (Bau Nang intersection), the end point intersecting with Road 784 (Bau Cop intersection), located in Duong Minh Chau district; length of about 3km, total investment of 221.2 billion VND.
Duong Minh Chau District Land Fund Development Center has completed the investigation and inventory of houses, structures, trees, and crops at the scene and is drafting a compensation, support, and resettlement plan.
The Truong Chinh Road project (section from DT.781 to 30.4 Road) was approved by the Chairman of the Provincial People's Committee in Decision No. 986/QD-UBND dated May 21, 2024, with a total investment of VND 1,170.6 billion, implementation period from 2024-2027. The project has a starting point at the intersection of DT.781, an ending point at the intersection of 30.4 Road, with a total length of 7.4km, of which the section through Tay Ninh city is 4.8km long and the section through Duong Minh Chau district is 2.6km long.
Regarding the progress of compensation for land acquisition, in Tay Ninh city alone, there are 281 individual households affected by the project, of which Ninh Thanh ward has 186 households (34 households with complete clearance, 16 households with remaining area not enough to live); Hiep Ninh ward has 95 households (27 households with complete clearance, 7 households with remaining area not enough to live). Up to now, the competent authority has completed the investigation and counting work, and is drafting a compensation plan for land acquisition.
However, initially there were difficulties and problems with the number of households with land area discrepancies between the current measurement data and the area granted land use right certificates, including 48 households in the case of the entire land plot being recovered, of which: Ninh Thanh ward had 30 households; Hiep Ninh ward had 18 households.
The City People's Committee has directed specialized departments and ward People's Committees to coordinate in handling the case. In particular, the People's Committees of Ninh Thanh and Hiep Ninh wards will coordinate in providing information on the construction time of houses and structures on the land to the City Land Fund Development Center as a basis for proposing compensation and support plans for houses, structures, architectural objects, crops and fruit trees on the land recovered from households affected by the project in accordance with regulations.
The City Department of Natural Resources and Environment coordinates with relevant units to advise the City People's Committee to handle problems related to cases with discrepancies in land recovery area in accordance with regulations.
The closure of Loc Trung quarry has affected the stone supply for traffic works in the province in recent times.
In Duong Minh Chau district, when the project was implemented, there were 152 households and individuals affected by the project (of which 29 plots were cleared, and 18 plots had remaining areas not enough for housing).
The locality has completed the notification of land acquisition to each household and individual. The survey product dossier has been confirmed and accepted by the Department of Natural Resources and Environment in Document No. 7701/BXN-STNMT dated December 4, 2024. The Transport Construction Investment Project Management Board has handed over the survey product dossier; The District Land Fund Development Center is carrying out the investigation and inventory of houses, architectural structures, fruit trees and crops.
The unit will proactively and actively coordinate with organizations in charge of compensation, site clearance and local authorities (districts, towns, cities) to organize propaganda and mobilize people to understand and comply with compensation policies and guidelines to promptly complete projects according to the set plan.
Thus, the volume of compensation work for land acquisition and clearance for projects implemented in 2025 is quite large, with the most prominent issue being resettlement for households that have been completely cleared or do not have enough space to build houses.
Therefore, it is necessary to urgently deploy resettlement areas to ensure stable housing for households affected by project implementation. Only then can the transport projects implemented in 2025 ensure progress according to the set plan.
