"OVERCOMING THE SUN, CONQUERING THE RAIN" TO COMPLETE THE PROJECT ON SCHEDULE
The National Highway 45 - Nghi Son construction investment component project has a route length of 43.28 km, passing through Thanh Hoa province. The project has a total investment of more than 5,534 billion VND, started construction in September 2021, and will be put into temporary operation from September 1, 2023.
In the phased phase, the project has a scale of 4 lanes, designed speed of 80 km/h. In the completed phase, the project has 6 lanes, designed speed of 100-120 km/h. The project has 2 interconnecting intersections: Van Thien intersection connects with National Highway 45 and Nghi Son - Tho Xuan road; Nghi Son intersection connects with Ho Chi Minh road, Nghi Son - Bai Tranh section and the road to Cong Thanh Cement Factory.
The Nghi Son - Dien Chau section investment project has a length of 50 km, passing through Thanh Hoa (6.5 km) and Nghe An (43.5 km) provinces. The project has a total investment of VND 7,293 billion, started in July 2021, and will be put into temporary operation from September 1, 2023.
In the phased phase, the project will have a scale of 4 lanes, with a design speed of 80 km/h. In the completed phase, the project will have a scale of 6 lanes, with a design speed of 100-120 km/h. The project has 3 interconnecting intersections: Quynh Vinh intersection connecting to National Highway 48D; Quynh My intersection connecting to National Highway 48B; Dien Cat intersection connecting to National Highway 7.
Speaking at the ceremony, Deputy Minister of Transport Le Dinh Tho emphasized that, fully implementing the Prime Minister's directive: "If you have made an effort, then make more effort, if you have tried, then try harder, if you are determined, then be even more determined", "only discuss doing, not retreat", the Ministry has launched emulation movements with the aim of both encouraging and cheering, and as a "command" for the project participants to strive, organize and deploy 3 shifts, 4 teams, and work through holidays and Tet with the spirit of "overcoming the sun, overcoming the rain".
In the coming time, the Deputy Minister of Transport requested project management boards, consulting units, and construction units to continue to promote the highest sense of responsibility, focusing on completing the remaining items of the projects, especially the system of service roads and return roads serving the construction.
It is recommended that localities continue to coordinate with the Transport sector to organize operations and exploitation; research and soon deploy investment in connecting transport infrastructure systems according to the plan, in order to maximize investment efficiency, create breakthrough momentum, expand the socio-economic development space of localities, and improve the lives of people in the project area.
OPEN UP NEW DEVELOPMENT SPACE FOR LOCALITIES
Speaking at the ceremony, Chairman of Nghe An Provincial People's Committee Nguyen Duc Trung emphasized that the completion and operation of National Highway 45 - Nghi Son and Nghi Son - Dien Chau sections will create momentum, spread, promote socio-economic development, contributing to the successful implementation of the goals and targets of the Resolution of the 13th National Party Congress and the Resolutions of Party Congresses at all levels of localities.
The route has shortened the time connecting Nghe An province with Hanoi capital from 5 hours to 3.5 hours and connecting with the provinces of the Northern key economic region, meeting the needs of large, high-speed and safe transportation, contributing significantly to helping the locality open up new development space, creating favorable conditions for the circulation of goods, attracting investment and ensuring national defense and security.
To maximize the efficiency of the expressway and ensure investment goals, in the coming time, Nghe An province will closely coordinate with the Ministry of Transport to complete the intersections connecting the expressway with the traffic network in the province, especially the section connecting the expressway with National Highway 1A, about 5 km long, under the Project to renovate and upgrade National Highway 7 through Nghe An province.
Strictly, systematically and effectively manage the use and exploitation of land funds at intersections and development spaces associated with expressways; effectively protect traffic corridors, coordinate the management and effective exploitation of traffic routes in the area, ensuring security, order, safety and smoothness.
In addition, Nghe An province committed to coordinate with investors to completely resolve remaining problems in site clearance to hand over to the construction unit to implement the expressway project from Dien Chau to Bai Vot section to ensure the required progress.
Speaking at the ceremony, Chairman of Thanh Hoa Provincial People's Committee Do Minh Tuan emphasized that the North-South Eastern Expressway project plays a very important role in the socio-economic development of the country in general and the provinces where the project passes through in particular. The completed route will shorten travel time from Hanoi - Ninh Binh - Thanh Hoa - Nghe An and other provinces across the country.
By connecting with the local traffic system through intersections, the project will create favorable conditions for localities to have new steps of socio-economic development. The section passing through Thanh Hoa province has 7 interconnecting intersections, which are important factors promoting socio-economic development, ensuring local security and defense, contributing to promoting tourism development, creating conditions to attract investors.
PROMOTING THE DEVELOPMENT OF NGHE AN AND THANH HOA PROVINCES IN PARTICULAR AND THE NORTH CENTRAL REGION IN GENERAL
Speaking at the inauguration ceremony, Deputy Prime Minister Tran Hong Ha emphasized that transportation is the lifeblood of the economy, one of the strategic breakthroughs in socio-economic development, ensuring national defense and security.
In difficult conditions, the Party and the State have selected economic corridors to concentrate investment resources, create momentum, and spread development, requiring that by 2025 the North-South Eastern Expressway from Lang Son to Ca Mau connect 32 provinces and cities, 3 key economic regions, forming the backbone, the country's vital economic transport corridor, synchronously connecting with the maritime, railway, waterway, and air transport systems.
The inauguration of two projects with a total length of over 94 km is a memorable milestone when Huu Nghi Border Gate (Lang Son) is completely connected by expressway to Dien Chau (Nghe An) and increases the total length of the expressway to 1,048 km.
Besides, it is of great significance to promote traffic between provinces in the Northern and North Central regions, promote the development of regional urban areas, industrial, service and tourism centers of Nghe An and Thanh Hoa provinces in particular and the North Central region in general.
On behalf of the Government, Deputy Prime Minister Tran Hong Ha commended the leaders, cadres, workers and laborers; highly appreciated the initiative of ministries, branches and localities and especially thanked 6,300 households who gave up their land and 652 households who gave up their land and relocated their houses so that the project could be properly implemented and completed on schedule.
In the coming time, the Deputy Prime Minister requested the Ministry of Planning and Investment to calculate the planning of the North Central and South Central Coast regions for ecosystems connected to traffic routes. The People's Committees of Nghe An and Thanh Hoa provinces review and plan the construction of urban areas, industrial parks, logistics services, and tourism to maximize the advantages of the expressway.
The Ministry of Transport coordinates with ministries, branches and localities to organize the exploitation, operation, maintenance, and safe and smooth environmental sanitation of the project; direct contractors and construction units to promptly complete auxiliary works on the route; promptly prepare for the implementation of phase 2 of the project; organize the arrangement of rest stops and connecting intersections on the route to connect with local and regional transport networks.
Deputy Prime Minister Tran Hong Ha also requested localities to continue to care for the material and spiritual lives of people, especially families who gave up land for the project, ensuring people have better living conditions, especially sustainable livelihoods.
At the ceremony, Deputy Prime Minister Tran Hong Ha officially announced the inauguration of the National Highway 45 - Nghi Son and Nghi Son - Dien Chau sections of the North - South Eastern Expressway construction project in the 2017 - 2020 period.
