On July 24, the Government Office issued Official Dispatch No. 5590/VPCP-CN to the Ministry of Industry and Trade and the Ministry of Science and Technology, conveying the direction of Deputy Prime Minister Tran Hong Ha on the proposal of the Vietnam Steel Association on developing regulations to manage the quality of domestically produced steel and imported steel.
Accordingly, Deputy Prime Minister Tran Hong Ha requested the Ministry of Industry and Trade and the Ministry of Science and Technology to study and resolve within their authority; report to the Prime Minister on issues beyond their authority and the results of resolving recommendations before July 28.
Resolving recommendations on building a quality management process for imported steel of the Vietnam Steel Association
On July 6, the Vietnam Steel Association sent a petition to the Prime Minister, the Ministry of Industry and Trade, and the Ministry of Science and Technology proposing to consider building technical barriers for domestically produced steel and quality inspection procedures for steel imported into Vietnam.
According to the Vietnam Steel Association, steel is a commodity with a large import volume and is a core and backbone industry, so steel quality affects many different economic sectors.
Currently, countries around the world are increasingly applying technical barriers and trade defense measures to protect domestic production. Technical barriers are clearly applied in countries such as Thailand, Indonesia, Malaysia, Korea, India, Australia, the UK, etc. Specifically, products exported to these countries require a certificate of compliance with the quality standards of the importing country for products that meet the standards of the importing country. The purpose of these licenses is to prevent the import of poor quality products and strengthen control over imported steel.
Meanwhile, almost all steel products imported into Vietnam have an import tax of 0%. Furthermore, trade defense measures such as steel billet self-defense have been removed, other steel products such as galvanized steel, color-coated steel, steel pipes, prestressed steel, etc. are not subject to any trade defense measures. At the same time, steel products are not included in the list of group 2 goods according to the decision of the Ministry of Industry and Trade, so they are not subject to specialized inspection of product quality.
Therefore, the import of steel products into Vietnam does not have a quality control process like other countries, leading to imported steel being diverse in types and quality, not being assessed for conformity with Vietnamese standards, and not being controlled for quality and types...
