The Government Office has just issued Notice No. 25 on the conclusion of the Government's Steering Committee for Administrative Reform (SCAR) at its ninth meeting.

Ensure the normal functioning of organs

Accordingly, the Steering Committee requests ministries, branches, localities, and members of the Steering Committee at all levels to focus on implementing administrative reform tasks. In particular, focusing on breakthrough solutions on institutional reform, cutting and simplifying administrative procedures.

The goal is to remove bottlenecks, unleash innovation resources, master high technology, new and advanced technology, and bring the country into a new era.

At the same time, focus resources on effectively implementing Resolution No. 18 of the 12th Party Central Committee on "Some issues on continuing to innovate and reorganize the political system to be streamlined and operate effectively and efficiently".

Review and propose plans to restructure the organizational structure of agencies and units according to the direction of the Central Steering Committee.

Review and issue documents to implement the National Assembly's resolution on handling legal issues related to organizational structure to ensure the normal operation of the agency or unit after restructuring the apparatus.

Complete legal regulations to promote decentralization, delegation of power, and improve coordination between levels and sectors.

Effectively implement resolutions of the National Assembly Standing Committee approving plans to reorganize administrative units at district and commune levels.


The Steering Committee also requested ministries, branches, localities, and members of the steering committees at all levels to effectively implement assigned tasks in the key administrative procedure reform plan for 2025.

Administrative reform associated with policies for civil servants

Along with that is the program to reduce licenses at ministries, branches, and localities and transfer some tasks and licensing activities to enterprises and social organizations for the period 2025 - 2030 and the resolution on comprehensive innovation in handling administrative procedures and providing public services regardless of administrative boundaries immediately after the Government issues it.

Strictly control, cut down, and simplify administrative procedures, reduce inconvenience and costs for people and businesses right from the stage of drafting legal documents. Focus on successfully piloting the model of a one-level public administrative service center under the provincial People's Committee in five localities.

Develop, issue, and effectively implement outstanding mechanisms and policies to resolve policies for cadres, civil servants, and public employees after restructuring the organizational apparatus, ensuring harmony and leaving no one behind.

At the same time, issue strong enough policies to attract and retain talented people to work in state agencies. Organize and synchronously implement solutions to improve discipline, administrative discipline, improve the quality of public service implementation and improve the quality of service to people and businesses.
