Relevant ministries and sectors review and handle the proposal of VinFast Manufacturing and Trading Joint Stock Company on the policy of exempting and reducing registration fees to promote green transformation.
The Government Office has a document conveying the opinion of Prime Minister Pham Minh Chinh, requesting the Ministry of Finance to coordinate with relevant ministries and branches including the Ministry of Industry and Trade, Ministry of Transport, Ministry of Natural Resources and Environment, Ministry of Science and Technology, Ministry of Justice on this content, ensuring proper authority, compliance with legal regulations on fees, charges and related legal regulations.
Previously, VinFast Production and Trading Joint Stock Company had made a proposal to the Prime Minister, emphasizing the action program for green energy conversion, reducing emissions in the transportation sector; the policy of exempting registration fees for electric cars (from March 1, 2022 to February 28, 2025) has been welcomed and highly appreciated by people and businesses and is promoting effectiveness in green transformation.
However, this business believes that green transition is extremely difficult, so many countries have policies to encourage and promote by attracting people to switch to electric vehicles such as direct support for car purchases and electricity bills; support for electric vehicle manufacturing businesses such as finance, land, charging infrastructure, credit incentives, tax exemptions, etc.
Therefore, this enterprise proposed that the Prime Minister consider and direct relevant ministries and branches to continue the policy of exemption and reduction of registration fees, specifically exemption and reduction of registration fees for electric cars for three more years from March 1, 2025 to February 28, 2028, and apply a reduction for the next three years of 50% for gasoline and diesel cars with the same seats from March 1, 2028 to February 28, 2031.
Based on the Prime Minister's recommendations and directions, the Ministry of Finance has drafted a draft to solicit opinions from ministries and branches on the policy of reducing registration fees for electric vehicles with two options.
Option 1 is to continue to reduce registration fees for electric cars by 50% to ensure policy stability and not affect budget revenue (estimated budget revenue reduction of 627 billion VND/year).
Option 2, implementing the incentive policy for green vehicles, can study the exemption of 100% of registration fees for the remaining two years, from March 1, 2025 to February 28, 2027. 6 months before the end of the incentive period within 5 years, will evaluate and propose for the next phase.
With the above two options, the Ministry of Finance is leaning towards the first option, which is not to extend the 100% exemption from registration fees, but to continue implementing the current policy after the end of the registration fee reduction from February 28 to summarize and evaluate the exemption from registration fees before officially ending in 2027.
