The 9th extraordinary session of the 15th National Assembly will consider and pass 4 laws and 5 resolutions to serve the work of arranging and perfecting institutions and operating mechanisms of agencies, units and organizations of the political system.
The conference between the Standing Committee of the National Assembly Party Committee and the Standing Committee of the Government Party Committee on the 9th extraordinary session of the 15th National Assembly took place on the morning of February 6 at the National Assembly House.
Politburo member, Secretary of the Government Party Committee, Prime Minister Pham Minh Chinh and Politburo member, Secretary of the National Assembly Party Committee, Chairman of the National Assembly Tran Thanh Man co-chaired the Conference.
Innovation in thinking and doing
In his opening speech, National Assembly Chairman Tran Thanh Man said the Conference was held to review preparations for the 9th Extraordinary Session (scheduled to open on February 12, 2025), ensuring the quality and progress of the contents submitted to the National Assembly, thereby creating the highest consensus in deciding on the contents, agenda of the Session and personnel work.
According to the National Assembly Chairman, in the context that the Central and local governments are summarizing Resolution No. 18-NQ/TW, and reorganizing the apparatus and apparatus of the Government and National Assembly agencies, the National Assembly has made great efforts, worked day and night with a very high spirit and responsibility, and closely coordinated in preparing the contents.
On February 5, the National Assembly Standing Committee met to give opinions on a number of draft laws and draft resolutions and basically agreed with the contents reported by the drafting and reviewing agencies.
The National Assembly Chairman also reiterated the direction of General Secretary To Lam on the coordination between the Government and the National Assembly to create unity to remove bottlenecks and difficulties in socio-economic development, ensure national defense and security, and build the political system.
Stating the spirit of continuing to innovate thinking and working methods, focusing highly on the country's development, the National Assembly Chairman suggested promoting the experience and working methods of recent sessions, especially the 7th and 8th Sessions, to successfully organize the 9th Extraordinary Session.
"The two sides have coordinated very well, now they must do even better; they have been sincere and highly responsible, now they must be even more sincere and highly responsible for the development of the country," the National Assembly Chairman emphasized.
Ensure progress and content of the meeting
Reporting at the Conference, Secretary General of the National Assembly and Head of the National Assembly Office Le Quang Tung said that at the 9th extraordinary session, the National Assembly will consider and pass 4 laws and 5 resolutions to serve the work of arranging and perfecting the institutions and operating mechanisms of agencies, units and organizations of the political system; consider and decide on 4 other contents under its authority.
The Secretary General of the National Assembly and Head of the National Assembly Office requested the Standing Committee of the Government Party Committee to lead and direct the drafting agencies to closely coordinate with the National Assembly agencies, promptly complete the documents to ensure the next work, and send the documents to National Assembly deputies at least 7 days before the opening of the Session.
Minister and Head of the Government Office Tran Van Son said that by the morning of February 5, the Government had completed 8/10 files and documents to send to the National Assembly and the National Assembly Standing Committee; the Government is directing ministries and agencies to urgently complete 2/10 files to submit to the National Assembly Standing Committee for comments on the afternoon of February 10.
In order to promptly, synchronously and effectively implement Conclusions No. 121-KL/TW and No. 123-KL/TW dated January 24, 2025 of the Central Committee on summarizing Resolution 18-NQ/TW and supplementary reports on socio-economic development, the Government Party Committee requests the National Assembly Party Committee to lead and direct the submission to the National Assembly for consideration, comments and approval of a number of important and urgent contents.
Six draft laws and resolutions related to the arrangement and organization of the apparatus include: Draft Law on Promulgation of Legal Documents (amended); Draft Law on Organization of the Government (amended); Draft Law on Organization of Local Government (amended); Draft Resolution of the National Assembly on the structure of the number of Government members for the term of the 15th National Assembly; Draft Resolution of the National Assembly on the structure of the Government for the term of the 15th National Assembly; Draft Resolution of the National Assembly regulating the handling of a number of issues related to the arrangement and organization of the state apparatus.
In addition, there are the following contents: Submission of the Supplementary Project on socio-economic development in 2025 with a growth target of 8% or more; Submission of the Investment Plan to supplement charter capital for the period 2024-2026 for Vietnam Expressway Corporation (VEC); Submission of the pre-feasibility study report on the Lao Cai-Hanoi-Hai Phong railway investment project.
The Government Party Committee also requested the National Assembly Party Committee to lead and direct the addition of a number of important and urgent contents to the Agenda of the 9th Extraordinary Session to submit to the National Assembly for approval according to shortened procedures, such as: Draft Resolution of the National Assembly on specific and special mechanisms and policies to develop the urban railway network system in Hanoi and Ho Chi Minh City by 2035; policies and specific mechanisms and policies to build nuclear power plants in Ninh Thuan...
Continue to coordinate closely and effectively
Speaking at the Conference, Prime Minister Pham Minh Chinh thanked the National Assembly for its close, serious, and effective coordination with the Government in implementing tasks assigned by the Party, ensuring the completion of a huge amount of work since the beginning of the term.
The Prime Minister said that the organization of the Extraordinary Session clearly demonstrates the spirit that when practical problems arise, they must be resolved and resolved thoroughly and effectively, meeting the people's aspirations.
Regarding the amendment of laws related to the organization of the apparatus, the Prime Minister stated that streamlining the apparatus is a major policy that has been implemented for many years, but this time it is more drastic, in line with the spirit of the revolution in the organization of the apparatus of the entire political system, so there are legal issues that need to be amended, thoroughly implementing the spirit of the Central Committee that "wherever there is a problem, fix it."
Regarding socio-economic issues, the Prime Minister said that through reviewing the implementation of the goals of the Resolution of the 13th National Party Congress, the most difficult thing is growth. This is the most basic indicator in assessing the development of a country, reflecting the scale of the economy, average income per capita, labor productivity, etc.
Achieving the growth target of 8% or more in 2025 is extremely important to achieve the growth target for the 5-year period 2021-2026, creating a premise for the next period 2026 - 2030... Therefore, priority must be given to removing institutional bottlenecks and unlocking resources for the country's development.
Prime Minister Pham Minh Chinh suggested continuing to thoroughly grasp the principle of law-making with the spirit of maximum decentralization and delegation of power, "the level that understands best should manage." Decentralization, delegation of power, and delegation of power must go hand in hand with resource allocation to improve enforcement capacity, strengthen supervision and inspection. In addition, it is necessary to drastically cut down on administrative procedures; fight against negativity, corruption, and waste.
The Prime Minister hopes that the agencies of the National Assembly and the Government will continue to coordinate closely with each other, "having done well, then doing even better" in the spirit of putting the interests of the nation, people and people first and foremost.
In his closing speech, National Assembly Chairman Tran Thanh Man stated that there are only 5 days left until the opening of the 9th Extraordinary Session, and there is not much time left while the workload is very large. Therefore, the National Assembly and the Government continue to work urgently in the spirit of "running while lining up", possibly increasing work at night, on Saturdays and Sundays to ensure thorough preparation of the contents to be presented to the National Assembly.
Referring to some specific contents in the draft Laws on organizational structure, the National Assembly Chairman noted that the Ministry of Home Affairs, relevant ministries, the Ethnic Council, and the National Assembly Committees, especially the Law Committee, need to closely follow the direction of the Central Committee, the Politburo, the Secretariat and the Constitution to absorb, revise and perfect the draft Laws.
The National Assembly Chairman also requested that agencies continue to carefully and cautiously review to ensure the highest quality of draft laws and resolutions, creating a legal basis for the reorganization of the apparatus and the smooth, efficient and effective operation of the apparatus after the reorganization.
