This morning (October 18), at the National Convention Center (Hanoi), the 10th National Congress of the Vietnam Fatherland Front (VFF), term 2024-2029, held its closing session.

At the closing session, on behalf of the Government and Prime Minister, Deputy Prime Minister Le Thanh Long spoke about the situation and tasks of socio-economic development of the country, and the coordination between the Government and the Central Committee of the Vietnam Fatherland Front since the beginning of the term.

"Bright spot" of the global economy

Regarding the implementation of socio-economic development tasks, Deputy Prime Minister Le Thanh Long said that the average economic growth in the 2021-2024 period reached 5.7 %, among the leading groups in the world and the region, and is considered a "bright spot" of the global economy; in 2024, the economy will recover clearly, with the growth rate striving to reach and exceed 7 %.

Economic scale from 346 billion USD in 2020, ranked 37th in the world, increased to 433 billion USD in 2023, ranked 34th in the world; GDP per capita increased 1.3 times, from 3,552 USD to about 4,647 USD in 2024.

The work of perfecting institutions and laws has been directed resolutely, with the spirit of reform and innovation. In the 4 years of 2021-2024, 43 laws and 460 decrees have been issued; the Government has focused on reviewing, adjusting and supplementing legal bases to create a favorable environment for attracting investment and business production.

Infrastructure has been strongly promoted, with more than 2,021 km of expressways put into operation, opening up many new development spaces. The 500 kV circuit 3 Quang Trach-Pho Noi project was completed in a very short time. National, regional, sectoral, sectoral and provincial planning and plans have been accelerated; digital economy, digital transformation, online public service provision and Project 06 have been actively implemented.

Cultural and social fields continue to receive attention; social security is ensured, people's lives continue to improve; the annual urban unemployment rate is below 4%, achieving the set target.

Political stability, independence, and national sovereignty are maintained; national defense and security potential is enhanced. Foreign affairs and international integration are proactively, synchronously, comprehensively, and effectively implemented, constantly consolidating and enhancing the country's international position and prestige.

Deputy Prime Minister Le Thanh Long affirmed that these important results were achieved thanks to the leadership of the Party Central Committee, directly and regularly by the Politburo, the Secretariat, and key leaders; the timely and effective coordination of the National Assembly, the Vietnam Fatherland Front, and agencies in the political system; the proactive, drastic, scientific, focused, and effective direction and management of the Government; the efforts of all levels, sectors, and localities; the consensus of the people and businesses, and the support and assistance of international friends.

Besides the basic achievements, our country still has many limitations, shortcomings and faces many difficulties and challenges: The macro economy has potential risks, especially due to external factors such as inflation and exchange rates.

Production and business activities face many difficulties; domestic purchasing power is not high; institutions and laws still have some problems and shortcomings, and have not been amended or supplemented to suit reality and development requirements.

The quality of human resources, especially in high-tech industries, has not met the requirements and has not created a breakthrough in productivity and competitiveness of the economy. The lives of a segment of the population are still difficult. Flooding, traffic jams, traffic accidents, fire prevention and fighting, and environmental pollution are still major challenges.

Natural disasters, storms, floods, water shortages, and saltwater intrusion are unpredictable, causing serious damage, especially the recent storm No. 3. Security and order in some areas and high-tech crimes are still complicated.

Promoting new growth drivers

According to Deputy Prime Minister Le Thanh Long, the tasks set from now until the end of 2024 and 2025 are very heavy to strive to achieve the set strategic goals : by 2030 our country will become a developing country with modern industry and high average income; by 2045 it will become a developed country with high income.

The Government directs all levels, sectors and localities to resolutely and effectively implement tasks and solutions in all fields, focusing on prioritizing growth promotion in association with ensuring macroeconomic stability, controlling inflation, ensuring major balances of the economy; promoting the renewal of traditional growth drivers, at the same time, promoting new growth drivers such as digital transformation, green transformation; circular economy, knowledge economy, emerging industries and fields such as semiconductor chips, artificial intelligence... perfecting policies and laws, creating a favorable and open environment, attracting large-scale, high-tech investment projects; doing well in social security, developing culture, education, health, environmental protection; firmly ensuring national defense, security, social order and safety; strengthening administrative discipline and order; resolutely correcting and overcoming the situation of avoiding and shirking responsibility; Closely coordinate with the Vietnam Fatherland Front to strengthen information and propaganda, especially policy communication work, to create social consensus.

Outstanding results in coordination between the Government and the Vietnam Fatherland Front

Implementing the Party's policies and guidelines, constantly consolidating and developing the great national unity bloc, closely following the direction of the Politburo, the Secretariat, the Government and the Central Committee of the Vietnam Fatherland Front. have closely coordinated and focused on implementing the Coordination Regulations with 10 key task groups and have achieved many important results in various fields. The Deputy Prime Minister pointed out some outstanding contents in the coordination work.

Regarding coordination in gathering and building the great national unity bloc, the Government closely coordinated with the Central Committee of the Vietnam Fatherland Front to develop and perfect many mechanisms and policies on ethnic groups, religions, overseas Vietnamese, and intellectuals; coordinated in monitoring and social criticism of policies, programs, projects, and proposals on ethnic and religious affairs; organized many activities to visit, congratulate, meet, contact, and dialogue with compatriots of ethnic groups, religions, and overseas Vietnamese; promoted the role and praised and honored prestigious people and outstanding religious dignitaries who have made many positive contributions to building the great national unity bloc.

The Government, ministries and branches also regularly coordinate with the Central Committee of the Vietnam Fatherland Front to effectively implement directives and resolutions of the Politburo. The Secretariat on work with overseas Vietnamese; coordinates the assessment and proposes criteria for selecting outstanding overseas Vietnamese to be introduced to join the Central Committee of the Vietnam Fatherland Front for all terms and organizes annual events for overseas Vietnamese .

The Government, ministries and branches have actively participated in the activities of the Front. Caring for the lives of all classes of people, promoting democracy in social life, building great national unity and successfully achieving the goal of a rich people, strong country, democracy, fairness and civilization.

Regarding coordination in propaganda and mobilization of the people, the Government and the Central Committee of the Vietnam Fatherland Front have actively coordinated in implementing many propaganda activities and mobilizing people of all walks of life to participate in implementing socio-economic development programs and projects.

Every year, the two sides coordinate to organize many important events such as the program "The whole country joins hands for the poor", the campaign "Fund for the poor", the social security program to care for and support the poor; pay attention to coordinating the campaign to support the "Gratitude Fund" to contribute to caring for policy families, meritorious people, the poor, and people affected by natural disasters and epidemics.

The Government has coordinated with the Central Committee of the Vietnam Fatherland Front to launch the Movement " Joining hands to eliminate temporary and dilapidated houses nationwide in 2025" to achieve the goal of eliminating temporary and dilapidated houses in 2025. The results of the coordination in implementing movements and campaigns have contributed to improving the effectiveness of implementing national target programs and Government resolutions.

Regarding coordination in law-making, in the process of drafting legal documents and policies on socio-economic development, the Government directed ministries, branches and localities to invite representatives of the Presidium of the Central Committee of the Vietnam Fatherland Front and the Vietnam Fatherland Front Committees at all levels to participate in the Drafting Committee, Editorial Team and send them to solicit comments from the Vietnam Fatherland Front on the content of the draft; all comments from the Vietnam Fatherland Front were studied, accepted and explained fully and clearly by the drafting agencies.

The number of legal documents of the Government and ministries, branches and localities seeking comments from the Front is increasing (every year, the Government, ministries and branches have sent 80 draft legal documents to the Vietnam Fatherland Front for comments ).

Regarding coordination in the implementation of the election of deputies to the National Assembly and People's Councils at all levels, the Government and the Central Committee of the Vietnam Fatherland Front closely coordinate with the National Assembly Standing Committee, the National Election Council and relevant agencies and organizations to develop a joint resolution regulating the organization of meetings with voters of National Assembly deputies and People's Council deputies; and effectively carry out the work of participating in the election of deputies to the National Assembly and People's Councils at all levels according to the law.

The Vietnam Fatherland Front has coordinated with the Government to successfully complete 6 key tasks to ensure democracy, equality, legality, safety, and thrift, creating the most favorable conditions for the people to fully exercise their mastery in selecting, introducing, and electing people with virtue and talent, worthy of representing the people of the whole country in the National Assembly and People's Councils at all levels.

Regarding recommendations and responses to recommendations of the Vietnam Fatherland Front, at the annual review and assessment conferences on the implementation of the Regulations on coordination of work of the Government and the Central Committee of the Vietnam Fatherland Front, the Government always pays attention to and accepts opinions, recommendations and proposals of the Presidium and Advisory Council of the Central Committee of the Vietnam Fatherland Front.

The Chairman and Vice Chairmen of the Central Committee of the Vietnam Fatherland Front regularly attend and give opinions at regular meetings, thematic meetings of the Government, and activities organized by ministries and branches.

Through the feedback of the Chairman and representatives of the Central Committee of the Vietnam Fatherland Front on issues of concern to voters and people, the Government has issued appropriate and timely instructions and solutions to remove difficulties and obstacles in production and business, remove bottlenecks and bottlenecks in the economy, support vulnerable groups, and handle pressing social issues.

The ministries and branches of the Government always closely coordinate with the Standing Committee of the Central Committee of the Vietnam Fatherland Front in receiving people and resolving citizens' complaints and denunciations, creating conditions for people to properly and fully exercise their rights and obligations, limiting false complaints, ensuring that complaints and denunciations are in accordance with the law, promptly removing difficulties, relieving frustrations, creating social consensus, serving as the basis and driving force for socio-economic development, and caring for people's lives.

Regarding social supervision and criticism activities, the Central Committee of the Vietnam Fatherland Front has closely and effectively coordinated with the Government and State agencies in developing mechanisms, policies and conditions to ensure that the Vietnam Fatherland Front can carry out social supervision and criticism activities. The forms of supervision have better promoted the role of Advisory Councils, Advisory Boards, Advisory Groups, members of the Vietnam Fatherland Front Committee, experts, scientists, organizations, associations and people affected by policies.

The Government, ministries, branches, localities and the Central Committee of the Vietnam Fatherland Front have coordinated to organize many conferences on social criticism of draft legal documents, programs and projects. Through criticism from the Front and mass organizations, Party committees and authorities have discovered missing content that is not suitable to the practical situation.

The Front's critical opinions have been studied and accepted by the drafting agencies, contributing to improving the quality of published documents, ensuring the feasibility of programs, plans, guidelines and policies of the Party, State and local authorities.

Regarding information exchange and joint work , the Government and the Presidium of the Central Committee of the Vietnam Fatherland Front regularly exchange information, report and maintain regular invitations and participation in meetings, sessions and activities organized by the two sides to ensure serious implementation, according to regulations.

The responsible participation in activities and events of the heads and leaders of the two agencies has strengthened the close coordination between the Government and the Central Committee of the Vietnam Fatherland Front.

The coordination between the Government and the Central Committee of the Vietnam Fatherland Front in recent times has been well and deeply implemented, with a high sense of responsibility from each side, promptly removing many difficulties and obstacles, effectively handling important, urgent, sensitive and complicated issues that have recently arisen in practice; supplementing and perfecting institutions, policies and laws in the process of implementing the renovation policy, contributing to building and perfecting the socialist rule of law state.

The coordination contents were implemented comprehensively, practically and aimed at solving urgent problems in people's lives, consolidating the great national unity bloc, creating stability and development, well performing socio-economic development tasks, ensuring national defense, security and foreign affairs.

In addition to the basic results achieved, the implementation of the Coordination Regulations still has some shortcomings and limitations, such as: coordination in propaganda and mobilization work for people in some contents has not really achieved clear results; there are still hot spots; coordination in resolving opinions and recommendations of voters and people and resolving complaints and denunciations of citizens, although there have been many positive advances, some contents are still slow, there are still prolonged grievances and complaints; coordination in monitoring and social criticism activities has not achieved the desired results; social criticism has not been organized for major programs and projects...

Deputy Prime Minister Le Thanh Long stated that in the coming time, the Government and the Central Committee of the Vietnam Fatherland Front will continue to promote the results achieved in coordinating work and implementing the Coordination Regulations; strive to overcome difficulties and challenges, constantly consolidate and promote the strength of national solidarity, the joint efforts, unanimity and consensus of the people and overseas Vietnamese, contributing to the successful implementation of the socio-economic development goals and tasks set out, building an increasingly powerful and prosperous country. In particular, focusing on effectively implementing the following contents:

Firstly, the two sides continue to strengthen coordination in rallying people, implementing democracy and social consensus, contributing to building great national unity.

Coordinate and mobilize people to promote all resources and creativity, strictly comply with the Party's guidelines and policies, and the State's policies and laws to effectively carry out political, socio-economic, national defense, security and foreign affairs tasks.

The Government coordinates and creates all necessary conditions for the Central Committee of the Vietnam Fatherland Front to organize and mobilize intellectuals, outstanding individuals, experts, and scientists in various fields to participate in activities of the Vietnam Fatherland Front; propagate and mobilize overseas Vietnamese to turn to their homeland and country, contributing to the successful implementation of the goal of building and firmly defending the socialist Vietnamese Fatherland.

Second, the Government, ministries, branches and localities closely coordinate, ensure and create conditions for the Central Committee of the Vietnam Fatherland Front and the Fatherland Front at all levels to propagate and mobilize people to implement the Party's guidelines and policies, the State's policies and laws, socio-economic development programs, projects and plans, the direction and administration of the Government, the Prime Minister and authorities at all levels; actively respond to and participate in campaigns and patriotic emulation movements; participate in building and consolidating the people's government and implementing the Party's guidelines, policies and laws on preventing and combating corruption, waste and negativity.

Strengthen coordination in implementing and promoting democracy; effectively implement the policy of "people know, people discuss, people do, people inspect, people supervise, people benefit" ; effectively develop and implement regulations on democracy at the grassroots level; well perform the responsibility of receiving citizens, dialogue with people; resolve petitions, complaints, denunciations, reflections and recommendations of citizens .
