Slow disbursement of public investment capital
The Provincial People's Council questioned the Director of the Department of Planning and Investment; Directors of relevant departments and branches with the following content: The disbursement of public investment capital has not yet met the requirements, especially the investment capital in 2022 extending to 2023 for national target programs, socio-economic recovery and development programs. It is requested to clarify the situation, difficulties, obstacles, causes, responsibilities, and propose solutions to accelerate the disbursement of public investment capital in the province in the coming time.
After the delegates questioned, the Director of the Department of Planning and Investment and the Directors of relevant departments and branches answered the questions. Concluding this content, the Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Do Trong Hung said that the answers of the Director of the Department of Planning and Investment and the Directors of relevant departments and branches were right on the point of the question, pointing out the shortcomings, limitations, causes and proposing remedial measures in the coming time.
The Provincial Party Secretary and Chairman of the Provincial People's Council requested the Provincial People's Committee to focus on directing departments, branches, and People's Committees of districts, towns, and cities to urgently accelerate the progress of capital disbursement and implementation of public investment projects. Determining and accelerating the progress of implementation and disbursement of public investment capital is of great significance, one of the key political tasks that needs to be given top priority in leadership, direction, administration, and implementation to promote the socio-economic development of the province.
Propose specific solutions to remove difficulties and obstacles in compensation, site clearance, bidding for public investment projects, speed up construction progress of works and projects; disbursement plan, especially the implementation of the investor's commitment to the disbursement progress of each project.
Direct the review of all public investment projects, especially large and important projects, and at the same time direct the review to clarify the causes and responsibilities of slow disbursement for each locality, unit, program and specific project.
Resolutely transfer capital to projects that are slow to implement and do not meet the requirements according to the disbursement timeline assigned by the province; do not assign new projects to investors, Construction Investment Project Management Boards, and units with many projects that are slow to implement and do not meet requirements.
Strengthen discipline and order in disbursing public investment capital; have strict sanctions against investors, project management boards, organizations and individuals who intentionally cause difficulties, hinder and delay the progress of capital allocation, implementation and disbursement of public investment capital.
Departments and branches are the standing agencies of the National Target Programs, urgently guide, urge, inspect and supervise the People's Committees at district level and investors to speed up the implementation of projects, especially slow-progressing transition projects. Promptly remove or propose to competent authorities to remove difficulties and obstacles in the implementation process of the programs.
The People's Committees of districts, towns and cities direct and take responsibility for the results of site clearance in the area; carry out site clearance work proactively, flexibly, and neatly in parts; appraise, approve and pay as the site is counted; and carry out construction as soon as the site is cleared.
Strengthening direction and organization of implementation, inspection, supervision, and prompting to remove difficulties and obstacles in the implementation of projects invested and managed by the district level; reporting to superiors for guidance and handling if beyond authority. Guiding, urging, and inspecting the People's Committees at the commune level to speed up the implementation progress and disbursement of capital managed by the commune level.
Concentrate resources to speed up the construction of technical infrastructure of industrial clusters.

Concluding this content, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Do Trong Hung said that the report and the answers of the Director of Industry and Trade and Directors of relevant departments, branches and districts and the Vice Chairman of the Provincial People's Committee in charge of the field were right on the focus of the question, seriously pointed out the shortcomings, limitations, causes and proposed solutions to overcome them in the coming time.

The Chairman of the Provincial People's Council requested the Provincial People's Committee to direct departments, branches, People's Committees of districts, towns and cities to immediately remove difficulties and obstacles to speed up the progress of infrastructure investment in industrial clusters. Quickly issue, implement and ensure the synchronization of plans, such as: Land use planning, District construction planning, Urban development planning, Zoning planning, General planning for commune construction to have a basis for establishing and approving detailed planning of industrial clusters. Necessary land must be reserved for the construction of industrial clusters; attention must be paid to balancing and allocating land use quotas for industrial clusters that have been decided to be established by the Provincial People's Committee.
Speed up the compensation and resettlement work of some industrial parks that are still stuck. Carry out administrative reforms, reduce the time to handle administrative procedures in areas that are currently slowing down the investment progress and putting industrial parks into operation, such as: Detailed planning, environmental impact assessment, basic design and investment projects, fire prevention and fighting, traffic connection procedures, roads, electricity, water, etc.
