Ho Chi Minh City plans to rearrange 80 wards in 10 districts

According to the report, in the period of 2023-2030, Ho Chi Minh City will reorganize 80 commune-level administrative units in districts 3, 4, 5, 6, 8, 10, 11, Binh Thanh, Go Vap and Phu Nhuan. Of these, 77 wards are subject to reorganization and 3 adjacent wards.

In addition, the City proposed not to reorganize 57 wards and 1 town, due to special factors, including 6 wards that were reorganized in the 2019-2021 period.

It is expected that after the reorganization, the city will reduce 39 wards and establish 38 new wards; streamline 466 officials and civil servants.

The city has developed a plan for both phases 2023-2025 and 2026-2030, and decided to carry out a general arrangement at once in the current phase.

Vice Chairman of the Ho Chi Minh City People's Committee Duong Ngoc Hai affirmed that the overall plan for arranging communal-level administrative units in the 2023-2030 period of the city has been agreed by the Ministry of Home Affairs and the Standing Committee of the City Party Committee. The City People's Committee is developing a project to arrange administrative units closely following the above overall plan, however, the completion of the project will take time to implement. Currently, the Department of Home Affairs is coordinating with the consulting unit to carry out the bidding process to build the project according to regulations.

In case there is a major change in content compared to the plan submitted to the City People's Council for approval of the Resolution, the City People's Committee will submit it to the Standing Committee of the City People's Council to report to the City People's Council at the nearest session.

Ho Chi Minh City People's Committee said that the process of organizing the overall plan for the arrangement of commune-level administrative units in the period of 2023-2030 ensures objectivity, democracy, publicity and transparency. The order and procedures are in accordance with the provisions of law; the determination of the names of administrative units formed after the arrangement, the selection of office locations, specific regimes and policies... are widely disseminated and implemented by localities and units, creating consensus among cadres, party members and people.

The specific arrangement of wards is as follows:

District 3: merge wards 9 and 10 into ward 9; wards 12 and 13 into ward 12.

District 4: merge wards 6 and 9 into ward 9; wards 8 and 10 into ward 8; wards 14 and 15 into ward 15.

District 5: merge wards 2 and 3 into ward 2; wards 5 and 6 into ward 5; wards 7 and 8 into ward 7; ward 10 merges with 11 into ward 11.

District 6: merge Ward 2, Ward 6 with part of Ward 5 into Ward 2; Wards 1, 3, 4 into Ward 1; Ward 9 with part of Ward 5 into Ward 9; Ward 11 and part of Ward 10 into Ward 11; Ward 14 and part of Ward 13 into Ward 14.

District 8: merge wards 1, 2, 3 into Rach Ong ward; wards 8, 9, 10 into Hung Phu ward; wards 11, 12, 13 into Xom Cui ward.

District 10: merge wards 6 and 7 into ward 6; wards 5 and 8 into ward 8; ward 10 merges with ward 11 into ward 10.

District 11: merge wards 1 and 2 into ward 1; wards 4, 6, and 7 into ward 7; wards 8 and 12 into ward 8; wards 9 and 10 into ward 10; wards 11 and 13 into ward 11.

Binh Thanh District: merge wards 1 and 3 into ward 1; ward 5 and part of ward 6 into ward 5; ward 7 and part of ward 6 into ward 7; ward 11 and part of ward 13 into ward 11; wards 2 and 15 into ward 2; wards 19 and 21 into ward 19; wards 14 and 24 into ward 14.

Go Vap District: merge wards 1, 4, 7 into ward 1; wards 8 and 9 into ward 8; ward 14 and part of ward 13 into ward 14; ward 15 with part of ward 13 into ward 15.

Phu Nhuan District: merge wards 3 and 4 into ward 4; wards 15 and 17 into ward 15.

Ho Chi Minh City People's Committee assessed that, in general, this arrangement plan is consistent with the principles and requirements of arrangement, organization, and increase in the scale of administrative units, contributing to streamlining the apparatus, reducing staff, improving the operational efficiency of political organizations and grassroots government management, as well as improving the quality of cadres, civil servants, and public employees.
