The appointment of Li Shangfu as head of the Ministry of National Defense reflects China’s growing focus on developing aerospace defense technology. Li Shangfu previously held positions at the Xichang Satellite Launch Center, including overseeing the launch of China’s first lunar probe and anti-satellite missile.
Mr. Ly Thuong Phuc was born in February 1958, originally from Hung Quoc district - the hometown of many Chinese generals in Jiangxi province, joined the Communist Party of China in June 1980, and enlisted in the army in February 1982.
In 1982, he graduated from the National University of Defense Science and Technology of China and worked as a technician at the Xichang Satellite Launch Center (Sichuan Province). In December 2003, he became the director of the Center at the age of 45.
In 2006, he was promoted to the rank of Major General. During his 10 years leading the Xichang Satellite Launch Center, Li Shangfu oversaw many rocket launches, including the Long March 3C rocket that put the second unmanned lunar probe (Chang'e 2) into orbit in 2010.
In February 2016, Mr. Li Changfu was appointed as Deputy Commander and Chief of Staff of the Strategic Support Force of the Chinese People's Liberation Army. The Strategic Support Force was established on December 31, 2015. This is a combat force established with the mission of ensuring combat superiority in space, space, cyberspace and electronic warfare space on the battlefield; building information systems and ensuring information in combat command; implementing strategic support; ensuring strategic support transportation (transporting troops, equipment, weapons and ensuring logistics in combat). This is a new combat force to ensure national security and is an important step forward in the combat capability of the Chinese military.
Also in this year, Mr. Ly Thuong Phuc was promoted to the rank of Lieutenant General.
In 2017, Li Shangfu assumed the position of Deputy Commander of China's Manned Space Project. This was the first time that the leader of the Strategic Support Force had assumed this position. Previously, the Commander/Deputy Commander position was usually held by the leaders of the People's Liberation Army's equipment department, the Ministry of Industry and Information Technology, the Chinese Academy of Sciences, and the China Aerospace Science and Technology Corporation.
In September 2017, Mr. Li Shangfu assumed the position of Minister of Equipment Development under the Central Military Commission of China.
In 2019, Mr. Ly Thuong Phuc was promoted to the rank of Senior Lieutenant General.
In 2021, Mr. Li Shangfu assumed the position of Commander of China's Manned Space Project.
In October 2022, Mr. Li Shangfu was elected as a member of the Central Committee of the Communist Party of China and a member of the Central Military Commission of China.
