On the afternoon of March 6, the Ministry of Information and Communications held a press conference to provide information on the activities of the ministry and the information and communications sector in February 2024; the plan to implement key tasks in the coming time; and at the same time, discuss with press agencies about issues related to the activities of the ministry and the information and communications sector that are of interest to the press and public opinion.

A representative of the Ministry of Information and Communications said that in the first two months of 2024, the total revenue of the information and communications industry is estimated at VND 653,284 billion, an increase of 24.55% over the same period in 2023 and reaching 15.7% of the annual plan (VND 4,171,172 billion). At the same time, the State budget contribution is estimated at VND 16,053 billion, an increase of 7.1% over the same period in 2023 and reaching 15.8% of the annual plan (VND 101,593 billion).

In the first two months of the year, the Ministry of Information and Communications advised the Prime Minister to issue Directive No. 09 dated February 23, 2024 on compliance with legal regulations and strengthening information system security at all levels; Decision No. 142 dated February 2, 2024 approving the National Data Strategy to 2030; Decision No. 36 dated January 11, 2024 approving the Information and Communications Infrastructure Planning for the 2021-2030 period, with a vision to 2050.

The ministry has directed the updating of more than 3,000 content channels recommended for advertising. This is the third time the ministry has made this list public.

The development and publication of the White List and Black List is one of the solutions deployed by the Ministry from mid-2022 to strengthen the management of advertising activities on the Internet.

Regarding the handling of violations, the Ministry has issued 2 decisions on administrative sanctions, specifically: Decision No. 14 sanctioning Omnicom Media Vietnam Joint Stock Company for placing advertising products on social networking channels with content that violates the law as prescribed in Clause 1, Article 8 of the Law on Cyber ​​Security;

Decision No. 07 penalizes TI KI Trading One Member Co., Ltd. for not notifying the state management agency on publishing when changing the head office location, not completing procedures to re-register publishing activities when establishing a branch, and not making periodic reports as prescribed.

Also at the press conference, representatives of the Ministry of Information and Communications raised a number of notable issues. Specifically, Vietnamese users tend to prefer using free applications or free services on applications.

Data shows that in January 2024, although Vietnam ranked in the top 11 globally in terms of total downloads on mobile devices, spending on platform services (revenue in app-purchase) is estimated at 31.5 million USD, ranking 34th in the country with the highest revenue on applications globally, only 6th in the ASEAN region (after Thailand, Indonesia, Malaysia, Singapore and the Philippines).

According to the Ministry of Information and Communications, the phenomenon of some actors, singers, KOLs and influencers with high followers promoting gambling websites continues to recur. Notably, the majority of fans following these celebrities are young, easily influenced psychologically and behaviorally.

The Ministry of Information and Communications requests that press agencies continue to detect and warn. At the same time, it requests that relevant agencies of the Ministry of Public Security and the Ministry of Culture, Sports and Tourism coordinate with the ministry to strictly handle this phenomenon.

Regarding the handling of violations in the field of frequencies, in February 2024, the Ministry handled 7 violations in the use of frequencies. Of which, 2 cases were fined and 5 cases were warned. Through frequency control, a subject was promptly discovered riding a motorbike carrying fake BTS equipment spreading fraudulent messages in Ho Chi Minh City and was arrested in coordination with Ho Chi Minh City Police.

In addition, regarding the work of scanning, detecting and warning about network information security, data from the National Cyber ​​Security Monitoring Center continues to record that there are 31 units (19 provinces, cities and 12 ministries and branches) whose websites are still being exploited to upload a large number of files with malicious content, mainly from card games, gambling, etc.

In March 2024, the Ministry of Information and Communications will organize an auction of the 2600 MHz and 3700 MHz bands for IMT mobile communications (expected on March 8, March 14 and March 19, 2024). Implement the assessment of public service portals, guide ministries, branches and localities to improve the quality and efficiency of public services.

Along with that, develop and submit: Report on the implementation of the National Strategy for Digital Economy and Digital Society Development in 2023, with a vision to 2030; Action Plan 2024 to implement the Postal Strategy; Plan to implement the Prime Minister's Decision approving the Information and Communications Infrastructure Planning for the 2021-2030 period, with a vision to 2050... .
